AN ORDINANCE AUTHORIZING THE ISSUANCE OF A SPECIFIC USE
PERMIT ON TRACTS 2C & 3D, R. CROWLEY SURVEY, A-312,1951
BEAR CREEK PARKWAY, FOR DISCHARGE OF BB GUN IN CITY
LIMITS; PROVIDING FOR A SEVERABILITY CLAUSE; PENALTY FOR
VIOLATION AND AN EFFECTIVE DATE.
WHEREAS, City Council has conducted a public hearing on March 25, 2003, and has
determined that the proposed change is in the best interest of the general welfare of
the City of Euless and that any foreseeable negative impacts of the proposed use have
been mitigated through design restrictions or other set conditions;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EULESS,TEXAS:
SECTION 1
ALLOWED USES
THAT DISCHARGE BB GUN IN CITY LIMITS uses as specifically described on Exhibit
"A" (attached hereto and made a part hereof) and on SPECIFIC USE PERMIT NO. 03-
07 -SUP Form (attached hereto and made a part hereof), shall be permitted on Tracts
2C & 3D, R. Crowley Survey, A -312.
SECTION 2
SEVERABILITY CLAUSE. It is hereby declared to be the intention of the City Council
of the City of Euless that the sections, paragraphs, sentences, clauses, and phrases of
this ordinance are severable and if any phrase, clause, sentence, paragraph, or section
of this ordinance shall be declared unconstitutional by the valid judgment or decree of
any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance,
since the same would have been enacted by the City Council without the incorporation
in this ordinance of any such unconstitutional phrase.
SECTION 3
PENALTY FOR VIOLATION. Any person, firm, or corporation violating any of the
terms and provisions of this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction thereof shall be fined in accordance with Chapter "General Provisions,"
Euless Code of Ordinances. Each such violation shall be deemed a separate offense
and shall be punishable as such hereunder.
SECTION 4
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after its
passage, as provided by the Euless City Charter and the laws of the State of Texas.
PRESENTED AND PASSED ON FIRST AND FINAL READING at a regular meeting of
the Euless City Council on the 25`h day of March, 2003, by a vote of 6 ayes, 0
nays, and 0 abstentions.

Dear Mr. Collins
We understand that you need additional information regarding the BB range that will be operating at our Cub
Scout Day Camp being conducted June 2nd thru 5`" (6 if we are rained out) at the Villages of Bear Creek
Park, in Euless, Texas.
The Boy Scouts of America (BSA) have strict training requirements for a person to be certified to be a range
master and to be able to operate a BB range at a BSA sponsored event. These requirements are fully
explained and written in the Shooting Sports for Cub Scouting manual ( #13- 550/2002 Boy Scouts of America).
A copy of this manual will be on -site at the Camp at all times. If you need to personally review this material,
please contact either of us at the numbers shown below and we will make an appointment to review the
manual with you.
While our intention is for the boys to have fun at camp our primary concern is safety. The camp is set -up to
run from 8:15 AM until 3:30 PM each day with 5 rotations of 50 minutes each. At the BB range the boys must
receive at least 20 minutes of safe gun handling before they are even allowed entry to go anywhere near the
guns. The boys are then only allowed to handle the guns after then have obtained permission and must be in
a prone position to fire. The range master maintains strict control over the boys and at no time while there is a
boy on the range are they left without an adult range master present. The boys are given a limited number of
BB's in which to shoot and are only allowed to shoot at a specified paper target. The guns used at the Camp
are provided by BSA and are for range use only. Absolutely no one will be allowed to bring their personal BB
gun to camp.
Safety for the other campers attending the camp, visitors, and the general public is taken into full account
when the range is set -up. Again, BSA has set requirements for setting up a range and these are explained in
the Shooting Sports for Cub Scouting manual ( #13- 550/2002 Boy Scouts of America). The range will be
clearly marked with an additional outer perimeter warning that you are entering a firearm range. Anytime that
the range is in operation a red flag is flown that is clear for all to see. The range will be set -up so no one will
be able to walk up without knowing they are entering an area where guns are present. During the operation of
the range there are additional range guards established on the outer perimeter. Should they deem it
necessary for safety a cease fire is called and the safety issue is addressed immediately.

We hope that this information will be sufficient to authorize a special use permit for our Day Camp. If you need
any additional information, please do not hesitate to contact us. Please acknowledge at the bottom of this
letter that you did receive it and if no other paperwork with be forthcoming from the City of Euless, that your
signature on this letter will allow us to operate a 88 range as specified above.
