AN ORDINANCE ADOPTING THE OFFICIAL
OPERATING AND CAPITAL BUDGET FOR THE
CITY OF EULESS FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2004, AND ENDING
SEPTEMBER 30, 2005; AND AMENDING THE
BUDGET FOR FISCAL YEAR BEGINNING
OCTOBER 1, 2003, AND ENDING SEPTEMBER 30,
2004 PROVIDING FOR THE INVESTMENTS OF
FUNDS; PROVIDING FOR PUBLICATION AND AN
EFFECTIVE DATE.
WHEREAS, on August 31, 2004, the Euless City Council held a Public Hearing
on its proposed budget for the fiscal year beginning October 1, 2004, and ending
September 30, 2005, and
WHEREAS, the proposed budget was on file in the office of the City Secretary of
the City of Euless since July 30, 2004, available to the citizens and the public for their
inspection, as well as an opportunity to be heard on said date;
WHEREAS, due notice of such hearing on the budget was duly published; and at
the conclusion of such hearing, it was determined that such budget should be adopted;
WHEREAS, on August 26th 2003, the Euless City Council adopted the official
budget for the City of Euless for fiscal year beginning October 1, 2003; and ending
September 30, 2004; and
WHEREAS, the City Council deems it to be in the best interest of the citizens to
amend the FY2003 -2004 budget due to emergency and unforeseen circumstances,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS:
SECTION 1
THAT the official budget for the City of Euless for the fiscal year beginning
October 1, 2004, and ending September 30, 2005, be, and the same is hereby adopted
by the Euless City Council, and the Euless City Secretary is directed to keep and
maintain a copy of such official budget on file in the office of the City Secretary available
for inspection by citizens and the general public.
SECTION 2
THAT the FY2003 -2004 official operating budget for the City of Euless be
amended to provide a transfer of $1,400,000 from the car rental operating fund to the
health insurance fund and to provide a transfer of $250,000 from excess reserves in the
general fund to the health insurance fund to cover unforeseen medical expenses in the
health insurance fund; and to provide a transfer of $109,988 from the car rental
operating fund to the car rental capital projects fund to cover unforeseen costs on
Building A reconstruction.
SECTION 3
THAT all funds appropriated and allocated shall be expended and used
pursuant to the provisions of such official budget and the Euless City Manager shall be
directed to appropriate and expend City funds according to City Charter provisions.
THAT the sums below are hereby appropriated -from the respective operating
funds for the payment of expenditures on behalf of the city government as established
in the approved budget document:

THAT Capital Project Fund expenditures are to be increased as indicated below
based on additional funding sources or use of prior year receipts. Capital projects fund
appropriations extend for the life of the project.
SECTION 4
THAT the City Manager is authorized from time to time as he may deem to be in
the best interest of the City of Euless, to invest city funds not immediately required for
current use, including operating funds and bond funds, as per Council adopted
Investment Policy.
SECTION 5
EFFECTIVE DATE. This ordinance shall become effective immediately from
and after its passage as provided by the Euless City Charter and the laws of the State
of Texas.
PRESENTED AND APPROVED on First and Final Reading at a regular meeting
of the Euless City Council on the 31 st day of August, 2004; by a vote of 7 ayes, 0 nays,
and 0 abstentions.
