HomeMy WebLinkAbout1960-04-26Regular Meeting Euless City Council April 26, 1960 A regular meeting o f the Euless City Council was held on April 26, 1960. Present were Mayor Ernest Millican, Jr. Councilmen Bobby Fuller, Ross Ferris, Lee Roy Nix, H. M. Huffman, and Roy Braswell. The Council meeting was opened w i t h a prayer by Councilman Ferris. The minutes o f the regular council meeting of April 12, 1960, and the called council meeting o f April 18, 1960, were read by the City Secretary and approved by the City Council 1. Mr. W, A. E l l i o t t , City Engineer, and Mr. W. A. Five of these Jackson of the Southwestern Laboratories appeared before the City Council w i t h a report on the streets i n Midway Park No. 2 Addition, Mr, Jackson said eleven locations were cored and samples tested for quality and thickness. samples were considered t o be questionable and six samples were considered t o be satisfactory. eleven samples which does comply w i t h our street ordinance. The thickness o f the base and asphalt averaged 7.5 inches on the Subgrade material from samples number 1 and number 2, as shown by their laboratory report, contain materials which are productive a f elastic properties and low stability, Soils of this type are likely to be elastic and to rebound upon removal o f loads, even when dry. has been observed t h a t pavements laid over sub-grade o f this type crack excessively. The specifications do not specify tbe contractor shall correct the sub-grade conditions when this type of soil is encoutered, b u t if this condition is not corrected i n this area, a h i g h maintenance cost can be expected. I t Mr. W. A. E l l i o t t , J r . , City Engineer, said i n their discussion w i t h Texas Bitulithic Company they indicated t h a t they would try t o repair these streets so t h a t they would be acceptable to the City and he believed t h a t they would do this. 2. A motion was made by Councilman Fuller, and seconded by Councilman Huffman, t h a t the Southwestern Laboratories be designated as the official laboratories f o r the City o f Euless. The vote in favor was unanimous. 3. A motion was made by Councilman Fuller, and seconded by Councilman Ferris, t h a t we write to Mr. Steve Champeaux, County Engineer, asking him to have his department give us a preliminary profile and survey for an eighty foot right-of-way on North Maln Street from Highway 183 north tying i t i n w i t h the Midway Park curbs. I i Mr. Douglas o f the Municipal Service Company, submitted the f i n a l p l a t on Oakwood Terrace West, Second Section. A motion was made by Councilman Ferris, and seconded by Councilman Nix, t h a t t h i s p l a t be approved, pending the receipt o f a sepia and f i v e copies of t h i s p l a t . vote i n favor was unanimous. 1 The 5. Johnson-Campbell Lumber Company of Fort Worth submitted a p l a t on Park Crestmoor Ad d i t i o n No. 2. A motion was made by Councilman F u l l e r , and seconded by Councilman Braswell, t h a t t h i s request f o r approval o f t h i s p l a t be tabled u n t i l we get a water drainage survey o f t h i s area which they are going t o furnish the City Council. The vote i n favor was unanimous. 6. Mr. Galon Jack appeared before the City Council i n connection with the i n s t a l l a t i o n of r e s t rooms a t his Wigwam Skating Rink. He submitted a sketch showing his plan t o provide these f a c i l i t i e s , and including an e x i t i n the rear o f the skating r i n k with outside l i g h t s and d i r e c t i n g signs. A motion was made by Councilman Huffman, and seconded by Councilman F u l l e r , t o approve these f a c i l i t i e s as outlined on the sketch and that he be given u n t i l May 10, 1960 t o complete them. The vote i n favor was unanimous. I 7. I Mr. Howard Kuehn, with the Texas Power and Light Company, appeared before the City Council with a l e t t e r from his company requesting t h a t the City Council amend Ordinance No. 122 deleting t h a t p a r t o f the sentence on Page 10, Paragraph 13, t h a t states t h a t "instrument transformers must be enclosed i n an approved steel cabinet." They recommend t h a t Paragraph 25, Page 13, regulating the height of meter sockets range from a minimum o f 5'6" be changed t o s i x f e e t and the maximum of 6' 6" be changed t o eight f o o t as t h i s w i l l allow better clearance on the meters and s t i l l keep the meters w i t h i n the range o f the meter reader. This would be on a l l types o f meters i n s t a l l e d outdoors, and would be from the center of the socket t o the ground l e v e l . A motion was made by Councilman Nix, and seconded by Councilman Huffman t o authorize the City Attorney to draw up an ordinance amending t h i s Ordinance No. 122 t o comply with t h i s request. The vote i n favor was unanimous. 8. M r . F. W. Whitehead, l i v i n g a t 904 Highland Dirve i n Cresthaven, appeared before the City Council asking them t o help him i n g e t t i n g Commissioner Earl Johnson t o clean out the ditches i n f r o n t o f the houses on both sides o f Highland Drive i n an e f f o r t t o keep water from standing i n f r o n t o f the houses. Councilman Ferris, t o have the City Secretary take t h i s up with Commissioner Johnson. The vote i n favor was unanimous. A motion was made by Councilman F u l l e r , and seconded by (Page Three, Regular Meeting, Euless City Council , April 26, 1960) 9. Chief of Police W. M. Sustaire recommended t o the City Council t h a t they approve the application of Mr. Don T. Black for a position as patrolman in the Police Department. After talking to Mr. Black, a moti'on*was made by Councilman Nix, and seconded by Councilman Ferris, t h a t he be employed as patrolman to start April 28, 1960. Three Councilmen voted i n favor of this motion and Councilman Huffman and Councilman Braswell d i d not vote. 10. I " Mayor Millican read a l e t t e r from Mr. 3. H. Whitener, Route 1, Box 206, Euless, Texas, w i t h reference to his property being taken into the City o f Euless. The City Council discussed this l e t t e r and a motion was made by Councilman Fuller, and seconded by Councilman Ferris, that the City Secretary write a letter to Mr. Whitener informing him t h a t his property was taken into the City i n the original Euless townsite. All Councilmen voted i n favor of this motion. 11. A motion was made by Councilman Fuller, and seconded by Councilman Nix, authorizing the Chief of Police W. M. Sustaire to repair the stove opening inside of the j a i l by p u t t i n g metal straps over i t . I t was estimated t h a t this could be done for $15.00. unanimous. The vote i n favor was 12. A motion was made by Councilman Fuller, and seconded by Councilman Nix , t h a t the City Secretary write t o Johnson-Campbell Lumber Company informing them t h a t they will have to take out a permit t o repair the house they are working on i n Park Crestmoor Addition. The vote i n favor was unanimous. 13. The City Council discussed the request of Mrs. I t was decided t h a t i t Floyd T. A motion was made by Councilman Fuller, and seconded by Councilman Nix,, t o approve State Highway Department Permit No. 220-D52-60 for two 45 foot gravel drives using six standard six inch guard posts t o be placed by grantee, C. A. Kerr, located 0.25 mile south of the junction of Highway 183 and FM157 and is t o be on the west side o f FM157. favor was unanimous. I I A motion was made by Councilman F u l l e r , and seconded by Councilman Nix, that the City o f Euless w i l l cooperate i n any way possible with County Engineers by furnishing a l l information available t o help them prepare a Countywide Sewage F a c i l i t y Report. The vote i n favor was unanimous. 16. A motion was made by Councilman Nix, and seconded by Councilman F u l l e r , that City Attorney W. L. Bondurant be authorized t o prepare a notice c a l l i n g f o r a public hearing on the rezoning o f the J. A.' Pucke,tt property. The votein favor o f t h i s motion was unanimous. 17. A motion was made by Councilman F u l l e r , and seconded by Councilman Ferris, that the request by M r . W. E. Smith of the Hurst-Euless School Tax Office, t h a t the City o f Euless discontinue allowing three percent discount for taxes paid i n October be tabled for the present time. The vote i n favor was unanimous. 18. A motion was made by Councilman Ferris, and seconded by Councilman F u l l e r , t h a t the City pruchase a small safe f o r use i n keeping the c i t y funds from Rex Ham f o r $32.50. A motion was made by Councilman Ferris, and seconded by Councilman Nix, that this plat be approved, pending the receipt of a sepia and five copies of this plat. vote in favor was unanimous. 1 The 5. The vote in favor was unanimous. 6. Mr. Galon Jack appeared before the City Council in connection with the installation of rest rooms at his Wigwam Skating Rink. He submitted a sketch showing his plan to provide these facilities, and including an exit in the rear of the skating rink with outside lights and directing signs. A motion was made by Councilman Huffman, and seconded by Councilman Fuller, to approve these facilities as outlined on the sketch and that he be given until May 10, 1960 to complete them. The vote in favor was unanimous. I 7. I Mr. Howard Kuehn, with the Texas Power and Light Company, appeared before the City Council with a letter from his company requesting that the City Council amend Ordinance No. 122 deleting that part of the sentence on Page 10, Paragraph 13, that states that "instrument transformers must be enclosed in an approved steel cabinet." They recommend that Paragraph 25, Page 13, regulating the height of meter sockets range from a minimum of 5'6" be changed to six feet and the maximum of 6' 6" be changed to eight foot as this will allow better clearance on the meters and still keep the meters within the range of the meter reader. This would be on all types of meters installed outdoors, and would be from the center of the socket to the ground level. A motion was made by Councilman Nix, and seconded by Councilman Huffman to authorize the City Attorney to draw up an ordinance amending this Ordinance No. 122 to comply with this request. The vote in favor was unanimous. 8. Mr. F. W. Whitehead, living at 904 Highland Dirve in Cresthaven, appeared before the City Council asking them to help him in getting Commissioner Earl Johnson to clean out the ditches in front of the houses on both sides of Highland Drive in an effort to keep water from standing in front of the houses. Councilman Ferris, to have the City Secretary take this up with Commissioner Johnson. The vote in favor was unanimous. A motion was made by Councilman Fuller, and seconded by (Page Three, Regular Meeting, Euless City Council , April 26, 1960) 9. Chief of Police W. M. All Councilmen voted in favor of this motion. 11. A motion was made by Councilman Fuller, and seconded by Councilman Nix, authorizing the Chief of Police W. M. A motion was made by Councilman Fuller, and seconded by Councilman Ferris, that the request by Mr. W. E.
