HomeMy WebLinkAbout1960-05-103 Regular Meeting Euless City Council May 10, 1960 The regular meeting of the Euless City Council and a public hearing was held on May 10, 1960. Present were Mayor Ernest Millican, Jr., Councilmen Bobby Fuller, Ross Ferris, H. M. Huffman, and Roy Braswell. by Councilman Fuller. The Council meeting was opened with a prayer 1. Mr. C. W. Young, District Manager of the Lone Star Gas Company, presented an application to the City Council for approval of a proposed residential and commercial rate schedule for natural gas service. This application requests that they be permitted to increase the city gate charge to the Distribution Division by 5.4 cents per MT effective February 15, 1960. Mr. Young stated that this increase would cost the average residential customer s l i g h t l y more than one cent per day more than they have been paying. A motion was made by Councilman Fuller, and seconded by Councilman Braswell , t h a t t h i s request be approved. Al I Councilmen present voted i n favor of this motion. 2. This council meeting i s a public hearing on the request of the Municipal Service Company to rezone from "A" Residential to "B" Local Business the following property: TRACT ONE: Being a tract of land out of the J. P. Halford Survey, Abstract No. 711, Tarrant County, Texas, described as follows: Beginning at the southwest corner of Lot 1, of the Fuller Addition to the City of Euless, Texas, as recorded in Plat Records of Tarrant County, Texas; Thence South 88 deg. 16 min. East 485.3 feet to an iron pin; Thence South 0 deg. 21 min. West 334 feet to an iron pin; Thence South 89 deg. 28 min. West 489 feet to an iron pin; Thence North 0 deg. 13 min West 344.16 feet to the place of beginning and containing 3.79 acres of land. TRACT 1VV0 Being a tract of land out of the J. P. Halford Survey, Abstract 711, in Tarrant County, Texas, described as follows: Beginning at the Southwest corner of a tract of land deeded to the First Baptist Church, Euless, Texas and recorded in Volume 2857, Page 98, of the Deed Records of Tarrant County, Texas; Thence South 0 deg. 13 min. West 20 feet and South 88 deg. 47 min. West 50 feet to the beginning point of this tract; Thence South 88 deg. 47 min. West 289.2 feet to an iron pin; Thence North 89 deg. 28 min. East 289 feet to an iron pin; Thence South 0 deg. 13 min. West 297.02 feet to the place of beginning and containing 1.99 acres of land. 232 (Page Two, Regular Meeting, Euless City Council, May 10, 1960) Inasmuch as there was no interested citizens present to protest the rezoning of this property, a motion was made by Council- man Huffman and seconded by Councilman Ferris, that the application for rezoning this property be approved. All Councilmen present voted in favor of this motion. A group of citizens from Midway Park Addition, representing the Home Owners' Association operating the park in this addition, attended the council meeting and discussed with the council the operation of the park. They stated that they were contacting the people in Midway Park trying to get them to join their association and make contributions in sufficient amounts so that the park could be operated this year. The Councilmen assured them that the City would do everything it could to help them operate the park, and if the time came when they would have to relinquish the park, that the City of Euless would take over tie park and operate it and make any needed improvements as fast as the City's finances would permit. A motion was made by Councilman Braswell and seconded by Councilman Fuller, for the City and the Home Owners' Association to write a letter to the residents of the Midway Park Addition explaining the position of the City Council and the Midway Park Home Onwers Association. All Councilmen present voted in favor of this motion. 0 The City interviewed Arlen B. Wall who has applied for a position as patrolman in the Police Department. He has had four years as a law enforcement officer. A motion was made by Councilman Fuller, and seconded Jay Councilman Ferris, that he be hired for this position starting May 15, 1960. All Councilmen present voted in favor of this motion. 5. The City Council discussed the application of Dwayne Rhodes for the position as dispatcher. This was tabled until the next council meeting. Al The City Council discussed the applicaiton of John J. Piempsel for the position of dispatcher. Mr. Piempsel stated that he could not take the position for less than $340.00 per month. NI Commissioner Braswell reported that he had inspected the Wigwam Skating Rink and that N15 Galon Jack had not yet installed the restrsom facilities as he had promised to do so by the 10th of May. 1-b stated that he would inspect this place W 15th or 20th and would report the results to the Council at the next council meeting. a A motion was made by Councilman Fuller, and seconded by Councilman Ferris, that the City Secretary write to Nh R. A. Bossy, District Engineer of the State Highway Department at Fort Worth, requesting that the present speed of fifty miles per hour for the area east and west of the blinker light intersection in Euless on Highway 183 be reduced to forty miles per hour. Pointing out to him that the City of Hurst has a forty mile per hour speed limit through the main part of Hurst, and that there is a forty -five mile per hour through practically all of Richland Hills, and that neither one of these cities have an intersection as dangerous as the intersection of Main Street and Highway 183. All Councilman present voted in favor of this motion. 10. A motion was made by Councilman Fuller, and seconded by Councilman Ferris, to authorize the calling of a public hearing on the request of J. A. Puckett to rezone from "A" Residential and "C" Commercial to "B" Local Business on the following property: A tract out of the Solomon Huitt Survey, Abstract 705, Euless, Tarrant County, Texas, and being described by metes and bounds as follows: Puckett Subdivision, said beginning point being at the intersection of the North R.O.W. line of State Highway 183 with the East R.O.W. line of Carter Drive (formerly Euless Drive); Thence North 0 deg. 44 min. East along the East R,O,W, line of Carter Drive 300.0 feet to the P.C. of a curve to the left; Thence with said curve to the left, radius 225.05 feet a distance of 92.59 feet to a steel rod for corner; Thence South 89 deg. 16 min. East 18.78 feet to a steel rod for corner; Thence North 89 deg. 54.min. East 165.0 feet to a steel rod for corner; Thence South 0 deg. 44 min. West 180.0 feet to a steel rod for corner; Thence North 89 deg. 54 min. East 45.0 feet to a steel rod at the Northwest corner of J. A. Puckett Subdivision; Thence South 0 deg. 44 min. West along the line of said Puckett Subdivision 210.0 feet to a steel rod on the North R.O.W. line of State Highway 183; Thence South 89 deg. 54 min. West along the North R.O.W. line of State Highway 183 and the South line of the J. A. Puckett Subdivision 210 feet to the place of beginning. All Councilmen present voted in favor of this motion. 234 (Page Four, Regular Meeting, Euless City Council, May 10, 1960) 11. A motion was made by Councilman Ferris, and seconded by Councilman Fuller, that Ordinance No. 127 be approved and adopted. Ordinance No. 127 is an ordinance appointing a Board of Equalization for the year of 1960, and fixing time for the first meeting of such Board. The City Council appointed Mr. J. S. Anderson, Mr. M. L. Anders, and Mr. E. A. Smith to serve on the Board of Equalization for 1960, and set July 6; 1960, as the first meeting date of the Board. All Councilmen present voted in favor of this motion. 12. A motion was made by Councilman Fuller, and seconded by Councilman Braswell, that the City Secretary write to Mr. R J. Baker, Director of Planning for the City of Fort Worth, with reference to the relocation o f the c i t y l i m i t lines of Euless and Fort Worth in the Oak Crest Estates Addition to eliminate the splitting of lots. All Councilmen present voted in favor of this motion. 13. The City received a request from Mr. Herbert M. Vaughan asking for a franchise to install a taxi service from his home at 613 Milam Drive in Euless. A motion was made by Councilman Fuller, and seconded by Councilman Huffman, that the City Secretary furnish him with a copy of Ordinance No. 4 1 , which w i l l give him the necessary information.
