HomeMy WebLinkAbout2015-12-08 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, December 8, 2015 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, December 8, 2015, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Linda Eilenfeldt, Harry Zimmer, and Perry Bynum. Council Member Eddie Price arrived at 4:37 p.m. During the Precouncil meeting: ➢ Mayor Pro Tern Tim Stinneford advised that a golf tournament in honor of the greens crews at Texas Star was held on Saturday, December 5, 2015, at Texas Star Golf Course between City staff and members. ➢ Council Member Linda Eilenfeldt thanked City staff for their incredible efforts in the Pulling for Hope event benefitting 6Stones Night of Hope held Friday, December 4, 2015. ➢ Council Member Jeremy Tompkins thanked City staff for their work in the Parade of Lights event held Saturday, December 5, 2015. ➢ Assistant to the City Manager Betsy Deck provided an update regarding the 6Stones Pulling for Hope event and advised that $142,000 was raised which helped provide for 764 children. ➢ City Manager Loretta Getchell advised that the remodel of the Planning and Engineering Building will begin the week of December 14. Additionally, she advised that the employee Christmas luncheon will be held Friday, December 11, 2015, at the Senior Center beginning at 11:00 a.m. ➢ City Manager Getchell reviewed the regular agenda. ➢ Police Chief Mike Brown presented the quarterly Police Department update for the period ending September 30, 2015. He provided information including dispatch and response times, crimes against persons, and property crimes. ➢ Parks and Community Services Director Ray McDonald presented an update on the Arbor Daze event and provided information regarding the new proposed location of Midway Park as well as hosting a one-day event as opposed to two days. Council Minutes Page 2 of 7 December 8, 2015 Discussion ensued regarding the work involved for a one day event as well as providing an area for arts and crafts and local business vendors. ➢ Assistant City Manager Chris Barker provided an update on the Midtown Express project related to school bus loading zones and a new sidewalk network for Euless Junior High. Discussion ensued regarding the width and safety of sidewalks. Police Chief Mike Brown presented the Police Department's plan for operations when the Main Street Bridge is replaced as part of the Midtown Express construction project. He advised that a temporary office will be set up in the Purchasing Building for use by the officers to offset any increased travel time due to the replacement of the bridge. Discussion ensued regarding the logistics of police officers in a different area. Fire Chief Wes Rhodes presented the Fire Department's plan for fire and medical coverage in the City during construction of Midtown Express. Discussion ensued regarding Opticon devices in use during construction. CLOSED SESSION The City Council convened into closed session at 6:19 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 related to: • City of San Antonio, Texas, on behalf of itself and all similarly situated Texas cities vs. Hotels.com, L.P., et al Concerning economic development as authorized by Section 551.087: • Discuss or deliberate regarding commercial or financial information that the City has received from business prospects that the City seeks to have locate, stay, or expand in the City and with which the City is conducting economic development negotiations; deliberate the offer of a financial or other incentive to a business prospect. The City Council recessed closed session at 7:00 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS— COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PLEDGE OF ALLEGIANCE Cub Scout Pack#387 and Den Leader Steve Ellis led the pledge of allegiance. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JANUARY Police Chief Mike Brown introduced Dispatcher Beverly Williams. Beverly was accompanied by members of the Police department. Mayor Martin presented Beverly with a plaque and certificate commemorating her selection as employee of the month for January 2015. Council Minutes Page 4 of 7 December 8, 2015 ITEM NO. 2. APPROVED THE REVISED CITY OF EULESS AMERICANS WITH DISABILITY ACT (ADA) TRANSITION PLAN The Americans with Disability Act (ADA) mandates that the City of Euless provide equal opportunity for individuals with disabilities and prohibits discrimination in access to jobs, public accommodations and government services including programs, services, activities and facilities. The ADA Transition Plan approved in December 2014 was based on a self- assessment and provided a framework for addressing barriers that had been identified to providing access to persons with disabilities. The plan included a grievance procedure, a listing of identified barriers, and a summary of actions taken to improve access, a listing of sidewalk and curb ramps that had been completed and those that remained to be completed. This update identifies items that have been completed during the past year and reflects changes and additional items that have been identified. Mayor Pro Tern Stinneford motioned to approve the revised City of Euless Americans with Disability Act (ADA) Transition Plan. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. APPROVED RESOLUTION NO. 15-1479 Director of Finance Jewell advised the City Council that the resolution authorizes the City Secretary to publish a notice declaring intention to issue certificates of obligation in an amount not to exceed $16,582,160 to fund public infrastructure improvements including streets, drainage, and water and wastewater in the Euless Midtown Zone. Debt service payments would be paid through an assessment solely on the Euless Midtown Zone which was approved August 25, 2015, as the Euless Midtown Public Improvement District. Council Member Tompkins motioned to approve Resolution No. 15-1479, authorizing publication of the Notice of Intent to Issue Certificates of Obligation. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2096 Director of Finance Jewell advised that the City Council had previously approved the creation of a Tax Increment Reinvestment Zone Number Four (TIRZ #4) on September 22, 2015, and the Board of Directors of the newly created TIRZ #4 Board met on November 30, 2015, for consideration and approval of the Project and Financing Plan. The boundary of the Zone includes property along State Highway 10, Industrial Boulevard, and State Highway 183. The project includes $16,582,160 of public improvements including land, right-of-way, demolition, streets, water and wastewater, drainage and other public improvements. Anticipated development within the Zone includes restaurant and retail commercial development and residential and senior housing. Council Member Eilenfeldt motioned to approve Ordinance No. 2096, approving the Project and Financing Plan for Tax Increment Reinvestment Zone Number Four. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 5. APPROVED APPOINTMENT TO HISTORICAL PRESERVATION COMMITTEE Mayor Pro Tern Stinneford motioned to approve the appointment of Barbara Collier to serve as Chair and Mavy Trigg Wright to serve as Vice-Chair of the Historical Preservation Committee. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Council Member Eilenfeldt motioned to approve the City Council minutes of the regular meeting of November 24, 2015. Council Member Tompkins seconded the motion. ITEM NO. 7. SONG PRESENTED BY THE EULESS TONGAN COMMUNITY COMMITTEE Art Tonga introduced Euless Tongan Community Committee members Sepa Finau, Losa Asaeli, Naite Taufa, and Penilotu Asaeli who sang a Christmas song in Tongan. Mr. Tonga thanked Mayor Martin, the City Council, and City staff for the help and cooperation that has been given to the Tongan Community and wished everyone in attendance a Merry Christmas and Happy New Year. ITEM NO. 8. PUBLIC COMMENTS There were no public comments. ITEM NO. 9. REPORTS City Mananer No report given. City Attorney No report given. City Council Council Member Tompkins announced that he and his family greatly enjoyed the Parade of Lights held Saturday, December 5, 2015, and thanked City staff for their work in making it a wonderful event. Mayor Martin announced several upcoming events: • December 12, 2015 — Breakfast with Santa, Texas Star Golf Course, 9:30 a.m.; • December 12, 2015 — Heritage Park Christmas Celebration, 1:00 — 5:00 p.m.; • December 14, 2015 — Snowball Express, iT'z Pizza, 9:00 a.m. o Participate in the walk of gratitude to welcome the families of those who have lost a loved one in the line of duty while serving in the United States Military. Mayor Martin wished everyone in attendance a Merry Christmas and a Happy New Year and announced that the next City Council meeting will be held Tuesday, January 12, 2016.
