June 14, 1960. Present were Mayor Ernest M i l l i c a n , Jr., Councilmen Bobby F u l l e r , Ross F e r r i s , Lee Roy Nix, H. M. Huffman, and Roy Braswell. The council meeting was
opened w i t h a prayer by Councilman F e r r i s . 1. Inasmuch as no interested c i t i z e n appeared t o protest the rezoning from "A" Residential to "C" Commercial and 'IBI' Local
Business on the J. A. Puckett property, a motion was made by Councilman F u l l e r , and seconded by Councilman F e r r i s , t o approve t h i s rezoning request. Legal d e s c r i

A Cober appeared before the C i t y Council representing Hr. Clark McKelvey i n h i s request for rezoning a 163 acre t r a c t o f land where h i s residence and pony farm i s located,
from "A" r e s i d e n t i a l t o "C" Commercial. M r . Cober stated that M r . McKelvey contemplated a shopping center f o r t h i s location. A motion was made by Councilman Braswell,
and seconded by Councilman F u l l e r , t h a t t h i s request for a change i n zoning designation o f t h i s property be approved, and the C i t y Attorney be authorized t o prepare
the necessary papers for a p u b l i c hearing on t h i s request. i n favor was unanimous. The vote

r . McKelvey's pony farm be rezoned from "A" Residential t o "C" Commercial. He stated that t h i s e n t i r e t r a c t would be a recreation area. They are going t o construct a twenty-four
lane bowling a l l e y , a theatre, and possibly have a go-cart track and a permanent circus, if possible. They contemplate constructing a p r i v a t e s t r e e t with curbs and gutters
and asphalt paving through the t r a c t . A motion was made by Councilman Braswell, and seconded by Councilman F u l l e r , t o approve t h i s request f o r rezoning and t o authorize
the City Attorney t o prepare the necessary papers f o r a p u b l i c hearing on t h i s request. The vote i n favor was unanimous. 4. M r . Glen Weir, l i v i n g at 1020 l r i o n
Drive i n Midway Park, appeared before the City Council w i t h a complaint signed by him and two neighbors on the people l i v i n g at 1017 l r i o n Drive and a t 1023 l r i o n Drive
f o r using garbage cans without any l i d s . M r . Glen Weir had another complaint signed by him and four o f h i s neighbors on the people l i v i n g a t 1014 l r i o n Drive s t
a t i n g that they have-a goat and some chickens which make so much noise that i t makes it impossible f o r them t o sleep at times. A motion was made by Councilman F u l l e r , and
seconded by Councilman F e r r i s , t o i n s t r u c t the C i t y Secretary to w r i t e these people l e t t e r s informing them that t h i s i s i n v i o l a t i o n o f c i t
y ordinances, l and that these conditions must be corrected w i t h i n ten days. The vote i n favor was unanimous. 5. A motion was made by Councilman F u l l e r , and seconded by Councilman
F e r r i s , t o n o t i f y C. L. McCaffity and W i l l Jones that i t i s a v i o l a t i o n of t h e i r franchise agreement t o pick up garbage unless it i s i n an approved type
of can w i t h a t i g h t f i t t i n g l i d on it. The vote i n favor was unanimous. 6. M r . and Mrs. John Sawtelle, l i v i n g on the south side o f Pipeline Road, appeared before
the C i t y Council requesting that the City contact the County Commissioner and t r y t o get him t o put i n a concrete c u l v e r t across Pipeline Road t o d i v e r t part o f
the drainage water that i s washing so much gravel and rubbish down on t h e i r property t o the north side o f Pipeline Road. The C i t y Secretary i s t o contact M r . W. A. E l
l i o t t , City Engineer, and get him t o work w i t h the County Engineers i n an e f f o r t t o a l l e v i a t e t h i s trouble. A motion was made by Councilman Braswell, and seconded
by Councilman F e r r i s , that we do everything possible t o help them. The vote i n favor was unanimous.

A. M. Downing Survey, Tract 4B2, be rezoned from "A" Resident ia 1 t o "C" Commercial , t h i s hav i ng been previously approved by the Planning and Zoning Commission. A motion was
made by Councilman Huffman and seconded by Councilman F e r r i s , t h a t t h i s request be approved and t o authorize the C i t y Attorney t o c a l l a p u b l i c hearing on t
h i s request for rezoning. The vote i n favor was unanimous. a. The C i t y Council received a request from Mrs. Clara G r i f f i n t o be allowed t o operate a f r u i t and vegetable
stand i n a small eight f o o t by tenmfoot portable b u i l d i n g on a l o t belonging to M r . J. H. Whitener j u s t south of the South Euless Elementary School. A motion was made
by Councilman F u l l e r , and seconded by Councilman Huffman, that she make a w r i t t e n a p p l i c a t i o n and submit it to the Council a t the next regular council meeting.
The vote i n favor was unanimous. A mot ion was made by Counci lman F e r r i s , and seconded by Councilman F u l l e r , t o rescind motion no. 5 i n the minutes o f the council meeting
of May 24, 1960. Motion no. 5 bans a l l parking on service roads as soon as signs can be i n s t a l l e d . The vote i n favor was unanimous. 10. Mayor M i l l i c a n appointed Councilman
F e r r i s , Councilman Huffman, and Councilman F u l l e r as a committee t o make a study of t r a f f i c and parking conditions on the service roads a t the i n t e r s e c t i
o n o f State Highway 183 and North Main Street and South Main Street and submit t h e i r recommendations a t the next r e g u l a r c o u n c i l meeting. 11. The C i t y Council discussed
the recent census figures given out by the Census Bureau o f 4238 as the population of Euless. The Councilmen and Mayor believe t h i s f i g u r e too low by approximately 1000 people.
C i t y Attorney W. L. Bondurant i s going to contact the Census Bureau and f i n d out i f it would be possible f o r some one from Euless, who"is f a m i l i a r with the c i t y l
i m i t boundaries, to recheck t h e i r figures. A motion was made by Councilman F u l l e r , and seconded by Councilman Nix, that i f t h i s i s permissible that the Mayor be authorized
t o h i r e M r . T. A. Kennard a t $15.00 per day t o recheck t h e i r census figures for the C i t y o f Euless. The vote in favor was unanimous.
244 A motion was made by Councilman F e r r i s , and r r Street Commissioner Councilman Huffman reported that the Southwestern Laboratories i n taking core samples from the s t r e
e t s i n Westwood V i l l a g e had l e f t the holes where the samples had been taken. That he would get i n contact w i t h S . R . O . Asphalt Company and get them to f i l l up
these holes. 14. Councilman Nix reported that the sewage l i f t s t a t i o n i n Midway Park i s overloaded and t h a t it i s overflowing i n the creek, c r e a t i n g a health hazard
and a very objectionable and offensive odor. The C i t y Secretary i s t o w r i t e the Municipal Service Company, informing them of t h i s condition. I 15. The C i t y Council interviewed
Frank E. Jetton, 901 Milam Drive, Euless, f o r the p o s i t i o n as night p o l i c e dispatcher on the s h i f t f r o m 12:30 a.m. t o 8:3O a.m. His a p p l i c a t i o n f o r
t h i s p o s i t i o n was approved by Chief of Police Sustaire. A motion was made by Councilman F e r r i s , and seconded by Councilman Nix, that he be hired to s t a r t t o work
July 1, 1960. He w i l l replace D. R. Hagerman who i s leaving June 30, 1960. The vote i n favor was unanimous. 16. A motion was made by Councilman F u l l e r , and seconded by Councilman
Huffman, t h a t a radio microphone and speaker connected to the p o l i c e radio be i n s t a l l e d on the C i t y Secretary's desk t o expedite the handling of radio c a l l s .
Estimated cost o f doing t h i s work i s $25.00. The vote i n favor was unanimous. The C i t y received three bids on trading o f f the 1959 p o l i c e p a t r o l car. One from Stolz
Motors, Inc., Grand P r a i r i e for $957.12 d i f f e r e n c e , one from Bob Cooke, Inc., Arlington f o r $1130.00 difference, one from Tom Maggard Motors, Grapevine f o r $1047.15

f f e r o f Stolz Motors, Inc., Grand P r a i r i e f o r $957.12 d i f f e r e n c e plus $16.00 for a t i n t e d windshield. The vote i n favor was unanimous. 18. A motion was made
by Councilman F u l l e r , and seconded by Councilman F e r r i s , t h a t Resolution No. 31 be approved and adopted. Resolution No. 31 authorizes the Mayor t o borrow $5,000.00 from
the Hurst State Bank, Hurst, Texas, a t f i v e percent i n t e r e s t t o be credited to the General Fund Account o f the C i t y o f Euless. The vote i n favor was unanimous. A motion
was made by Councilman F u l l e r , and seconded by Councilman F e r r i s , t h a t Resolution No. 32 be approved and adopted. Resolution No. 32 authorizes the Mayor t o borrow $6,277.00
from the Hurst State Bank, Hurst, Texas, a t f i v e percent i n t e r e s t . This i s to be used t o pay a d r a f t from Bob Cooke, Inc., A r l i n g t o n , Texas, f o r the 1960
Ford F i r e Truck Chassis for the F i r e Truck Pumper being completed by Peter P i r i s c h & Sons Company a t Kenosha, Wisconsin. The vote i n favor was unanimous. 20. The C i t
y Council discussed the f u t u r e planning program being prepared by Calkwell & Caldwell and t h e c o s t thereof. The C i t y Secretary was i n s t r u c t e d to w r i t e to Caldwell
& Caldwell asking them t o give us a statement of the work that has been done and w i l l be done by September 30, 1960, which i s the end of our f i s c a l budget and i n t e r i m
budg-et period. 21. Mayor M i l l i c a n read a p e t i t i o n signed by t h i r t e e n or fourteen members of the Euless Volunteer F i r e Department asking that he reappoint Councilman
Nix as F i r e Commissioner. Harold Richards, speaking f o r the Volunteer F i r e Commissioner and asked Councilman Nix as F i r e t h e i r request. seconded by Councilman Department,
stated they f e e l t h a t they need a F i r e the Mayor t o reconsider t h i s matter and reappoint Commissioner. The Mayor stated that he would consider Braswell to A motion was made

Mr. Walter E. Cober, representing Mr. Clark
McKelvey, requested that the 25.8 acres just west of Mr. McKelvey's pony farm
be rezoned from "A" Residential to "C" Commercial. He stated that this entire
tract would be a recreation area. They are going to construct a twenty-four
lane bowling alley, a theatre, and possibly have a go-cart track and a
permanent circus, if possible. They contemplate constructing a private street
with curbs and gutters and asphalt paving through the tract. A motion was made
by Councilman Braswell, and seconded by Councilman Fuller, to approve this
request for rezoning and to authorize the City Attorney to prepare the necessary
papers for a public hearing on this request. The vote in favor was unanimous.
4.
Mr. Glen Weir, living at 1020 lrion Drive in
Midway Park, appeared before the City Council with a complaint signed by him
and two neighbors on the people living at 1017 lrion Drive and at 1023 lrion
Drive for using garbage cans without any lids.
Mr. Glen Weir had another complaint signed
by him and four of his neighbors on the people living at 1014 lrion Drive stating
that they have-a goat and some chickens which make so much noise that it makes
it impossible for them to sleep at times.
A motion was made by Councilman Fuller, and
seconded by Councilman Ferris, to instruct the City Secretary to write these
people letters informing them that this is in violation of city ordinances, l
and that these conditions must be corrected within ten days. The vote in
favor was unanimous.

A motion was made by Councilman Fuller, and
seconded by Councilman Ferris, to notify C. L. McCaffity and Will Jones that it
is a violation of their franchise agreement to pick up garbage unless it is in
an approved type of can with a tight fitting lid on it. The vote in favor was
unanimous.
6.
Mr. and Mrs. John Sawtelle, living on the
south side of Pipeline Road, appeared before the City Council requesting that
the City contact the County Commissioner and try to get
him to put in a concrete
culvert across Pipeline Road to divert part of the drainage water that is washing
so much gravel and rubbish down on their property to the north side of Pipeline
Road. The City Secretary is to contact
Mr. W. A. Elliott, City Engineer, and
get him to work with the County Engineers in an effort to alleviate this trouble.
A motion was made by Councilman Braswell, and
seconded by Councilman Ferris, that we do everything possible to help them.
The vote in favor was unanimous.

Mr. J. H. Lowery appeared before the City
Council requesting that his property on
FM Highway 157 in the A. M. Downing
Survey, Tract 4B2, be rezoned from "A" Resident ia 1 to "C" Commercial , th i s hav i ng
been previously approved by the Planning and Zoning Commission.
A motion was made by Councilman Huffman and
seconded by Councilman Ferris, that this request be approved and to authorize
the City Attorney to call a public hearing on this request for rezoning. The
vote in favor was unanimous.

The City Council received a request from Mrs.
Clara Griffin to be allowed to operate a fruit and vegetable stand in a small
eight foot by tenmfoot portable building on a lot belonging to Mr. J. H.
Whitener just south of the South Euless Elementary School.
A motion was made by Councilman Fuller, and
seconded by Councilman Huffman, that she make a written application and submit
it to the Council at the next regular council meeting. The vote in favor was
unanimous.
A mot ion was made by Counci lman Ferris, and
seconded by Councilman Fuller, to rescind motion no.
5 in the minutes of the
council meeting of May 24, 1960. Motion no. 5 bans all parking on service
roads as soon as signs can be installed. The vote in favor was unanimous.
10.
Mayor Millican appointed Councilman Ferris,
Councilman Huffman, and Councilman Fuller as a committee to make a study of
traffic and parking conditions on the service roads at the intersection of
State Highway 183 and North Main Street and South Main Street and submit their
recommendations at the next regular council meeting.
11.
The City Council discussed the recent census
figures given out by the Census Bureau of 4238 as the population of Euless.
The Councilmen and Mayor believe this figure too low by approximately
1000
people. City Attorney W. L. Bondurant is going to contact the Census Bureau
and find out
if it would be possible for some one from Euless, who"is familiar
with the city limit boundaries, to recheck their figures.
A motion was made by Councilman Fuller, and
seconded by Councilman Nix, that
if this is permissible that the Mayor be
authorized to hire Mr. T. A. Kennard at $15.00 per day to recheck their census
figures
for the City of Euless. The vote in favor was unanimous.

reported that the Southwestern Laboratories in taking core samples from the
streets in Westwood Village had left the holes where the samples had been
taken. That he would get in contact with S.R.O. Asphalt Company and get them
to fill up these holes.

Councilman Nix reported that the sewage lift
station in Midway Park is overloaded and that it is overflowing in the creek,

The City Council interviewed Frank E.
Jetton, 901 Milam Drive, Euless, for the position as night police dispatcher
on the shift from 12:30 a.m. to 8:3O a.m. His application for this position
was approved by Chief of Police Sustaire.
A motion was made by Councilman Ferris, and
seconded by Councilman Nix, that he be hired to start to work July 1, 1960.
He will replace D. R. Hagerman who is leaving June 30, 1960. The vote in
favor was unanimous.
16.
A motion was made by Councilman Fuller, and
seconded by Councilman Huffman, that a radio microphone and speaker connected
to the police radio be installed on the City Secretary's desk to expedite
the handling of radio calls. Estimated cost of doing this work is $25.00.
The vote in favor was unanimous.
The City received three bids on trading
off
the 1959 police patrol car. One from Stolz Motors, Inc., Grand Prairie for
$957.12 difference, one from Bob Cooke, Inc., Arlington for $1130.00 difference,
one from Tom Maggard Motors, Grapevine for $1047.15 difference,

A motion was made by Councilman Nix, and
seconded by Councilman Fuller, that the City accept the offer of Stolz Motors,
Inc., Grand Prairie for $957.12 difference plus $16.00 for a tinted windshield.
The vote in favor was unanimous.
18.
A motion was made by Councilman Fuller, and
seconded by Councilman Ferris, that Resolution No. 31 be approved and adopted.
Resolution
No. 31 authorizes the Mayor to borrow $5,000.00 from the Hurst
State Bank, Hurst, Texas, at five percent interest to be credited
to the General
Fund Account of the City of Euless. The vote in favor was unanimous.
A motion was made by Councilman Fuller, and
seconded by Councilman Ferris, that Resolution No. 32 be approved and adopted.
Resolution No. 32 authorizes the Mayor to borrow $6,277.00 from the Hurst
State Bank, Hurst, Texas, at five percent interest. This is to be used to pay
a draft from Bob Cooke, Inc., Arlington, Texas, for the 1960 Ford Fire Truck
Chassis for the Fire Truck Pumper being completed by Peter Pirisch & Sons
Company at Kenosha, Wisconsin. The vote in favor was unanimous.
20.
The City Council discussed the future planning
program being prepared by Calkwell & Caldwell and the cost thereof. The
City Secretary was instructed to write to Caldwell & Caldwell asking them to
give us a statement of the work that has been done and will be done by
September 30, 1960, which is the end of our fiscal budget and interim budg-et
period.
21.
Mayor Millican read a petition signed by
thirteen or fourteen members of the Euless Volunteer Fire Department asking that
he reappoint Councilman Nix as Fire Commissioner. Harold Richards, speaking
