HomeMy WebLinkAbout2016-01-04 Regular Meeting Parks and Leisure Services Board January 4, 2016 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. on Monday, January 4, 2016 in the Council Chambers of the Euless City Hall building by Vice Chairman John Raab. Other Board Members present: Randy Jones, Steve Doty, Jason Reyes, and Mohib Nawab. Members absent:Tiffany Smith, Roger Sickle and Salman Bhojani. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager Terry Boaz, Recreation Manager Suzanne Hendrickson and Administrative Secretary Jordan Peterson. Visitors present: Irma Reyes, Alyssa Badillo, and Tom Seagraves. INVOCATION Randy Jones gave the invocation. APPROVAL OF MINUTES Vice Chairman Raab asked if there were any additions or corrections to the minutes from the December 7th, 2015 regular meeting. Mr. Doty made the motion to approve the minutes as presented and was seconded by Mr. Reyes. The vote was unanimous. I. Election of Officers Vice Chairman Raab advised that the current Park Board Officers are: Chairman —Vacant, Vice Chairman —John Raab and Secretary—Steve Doty. The current Tree Board Officers are: Chairman —Tiffany Smith and Vice Chairman — Randy Jones. Vice Chairman Raab stated that each officer will be elected by nomination and then vote of the Park Board. He opened the floor for nominations. John Raab made a motion to nominate Randy Jones for Chairman of the Park Board. The motion was seconded by Jason Reyes. With no other nominations the vote to approve was unanimous. Parks and Leisure Services Board Page 1 Steve Doty made a motion to nominate John Raab for Vice Chairman of the Park Board. The motion was seconded by Randy Jones. With no other nominations the vote to approve was unanimous. Chairman Jones made a motion to nominate Steve Doty for Secretary of the Park Board. The motion was seconded by John Raab. With no other nominations the vote to approve was unanimous. Steve Doty made a motion to nominate Tiffany Smith for Chairman of Tree Board. The motion was seconded by Chairman Jones. With no other nominations the vote to approve was unanimous. Chairman Jones made a motion to nominate Jason Reyes for Vice Chairman of Tree Board. The motion was seconded by John Raab. With no other nominations the vote to approve was unanimous. The new 2016 Park Board officers are: Chairman — Randy Jones, Vice Chairman — John Raab and Secretary—Steve Doty. The new 2016 Tree Board officers are: Chairman —Tiffany Smith and Vice Chairman —Jason Reyes. II. Board Member Reports a. Steve Doty—West Park& Wilshire Park: No items to report. b. John Raab—McCormick Park & Preserve: Few areas washed out near trail at both parks. c. Tiffany Smith —Midway Park & Blessing Branch: Not present. d. Roger Sickler- Bob Eden Park &Trailwood: Not Present e. Jason Reyes— Kiddie Carr &J.A. Carr Park: No items to report. f. Salman Bhojani —Hertage Park & South Euless Park: Not present. g. Mohib Nawab —Villages of Bear Creek & Reflection Park: No items to report. h. Chairman Jones—Parks at Texas Star: No items to report. L Chairman Jones reported on the special events: • December 12—Heritage Park Christmas—800 people Upcomine • January 8—Family Life Center Free Day 8 am —6 pm • January 9—Christmas Tree Recycling 10 am — 1 pm Aquatic Parking Lot • February 6—Daddy Daughter Dance at EFLC Senior Center 6:30—8:30 pm • February 13— Heritage Park Open House tours 1 pm —5pm Parks and Leisure Services Board Page 2 III. Volunteer of the Month a. Chairman Jones announced the January 2016 Volunteer of the Month award goes to Barry Shipman. Mr. Shipman has been a longtime supporter of the Euless Parks and Community Services Department. Every year during the Euless Parade of Lights, Mr. Shipman allows us to plug our speakers and music into his electricity for the announcers table. He provides power to the announcer's station so that we don't have to run cords around this area in an unsafe manor. He is always willing to work with our department in whatever way he can to help us put on such a FabEuless event! Mr. Shipman was not present to accept his award, it will be delivered to him. IV. Business of the Tree Board Tree Board Vice Chairman Jason Reyes reported the following for December: a. Total man hours for December 1-31 = 714 • 188.00 Horticulture • 110.00 Forestry • 86.00 Greenhouse • 322.00 Special Projects • 8.00 Training • Removed fallen tree at South Euless Park Splash pad. • Bear Creek Pkwy street enhancement project planted 45 trees. Included Lace Bark Elm, Chinese Pistache and Mexican Plum. • Started to sow Arbor Daze trees. • Trimmed trees in parks and along trails. • Removed fallen limbs due to high winds, throughout park system. V. Parks and Community Services Reports a. Recreation Report—Suzanne Hendrickson • Gym floor/racquet ball courts resurfaces and track cleaned during the holidays. • Projects funded in 2016 have begun (new gym wall carpet & new volleyball equipment) • New fee structure for the Family Life Center began January 1. • New towel service began January 1. c. Community Services Report— Ray McDonald • Design phase has begun on new 60/90 baseball field for Parks at Texas Star. • Staff has met with a few Park Planning firms and is getting to close to signing an agreement for a needs assessment and planning process. • Discussed park safety checks and park reports.
