HomeMy WebLinkAbout1858 08-25-2009ORDINANCE NO. 1858 AN ORDINANCE ADOPTING THE OFFICIAL OPERATING AND CAPITAL BUDGETS FOR THE CITY OF EULESS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2009, AND ENDING SEPTEMBER 30, 2010; PROVIDING FOR THE INVESTMENTS OF FUNDS; AND PROVIDING FOR PUBLICATION AND AN EFFECTIVE DATE. WHEREAS, on August 25, 2009, the Euless City Council held a public hearing on its proposed budget for the fiscal year beginning October 1, 2009, and ending September 30, 2010; and, WHEREAS, the proposed budget was on file in the office of the City Secretary of the City of Euless since August 1, 2009, available to the citizens and the public for their inspection, as well as an opportunity to be heard on August 25, 2009; and, WHEREAS, due notice of such hearing on the budget was duly published; and at the conclusion of such hearing, it was determined that such budget should be adopted. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS: SECTION 1 THAT the official budget for the City of Euless for the fiscal year beginning October 1, 2009, and ending September 30, 2010, be, and the same is hereby adopted by the Euless City Council, and the Euless City Secretary is directed to keep and maintain a copy of such official budget on file in the office of the City Secretary available for inspection by citizens and the general public. SECTION 2 THAT all funds appropriated and allocated shall be expended and used pursuant to the provisions of such official budget and the Euless City Manager shall be directed to appropriate and expend City funds according to City Charter provisions. SECTION 3 THAT the sums below are hereby appropriated from the respective operating funds for the payment of expenditures on behalf of the city government as established in the approved budget document: Service Center Fund FY 2010 Water & Wastewater Revenue Debt Service Fund Expenditures General Fund $31,666,345 Hotel /Motel Fund $425,754 Juvenile Case Fund $55,611 Half Cent Sales Tax Fund (EDC) $3,602,455 Half Cent Debt Reserve Fund (EDC) $2,500 Crime Control & Prevention District Fund (CCPD) $1,769,913 Police Drug Fund (DEA) $3,000 Public Safety Grant Funds $258,951 Car Rental Tax Fund $10,068,087 General Obligation Debt Service Fund $3,396,958 Star Center Debt Service Fund $975,888 Half Cent Debt Service Fund (EDC) $928,938 Water & Wastewater Fund $18,481,767 Service Center Fund $1,129,145 Water & Wastewater Revenue Debt Service Fund $430,552 Drainage Utility Fund $830,166 Recreation Classes Fund $366,894 Arbor Daze Fund $69,250 Texas Star Sports Complex Fund $1,407,661 Texas Star Sports Complex Debt Service Fund $161,081 Texas Star Golf Course Fund $4,274,008 Texas Star Golf Course Debt Service Fund $684,913 Equipment Replacement Fund $868,790 Health Insurance Fund $4,973,746 Risk Management/Worker's Comp Fund $827,582 SECTION 4 THAT the sums below are hereby appropriated from the respective capital funds for the payment of expenditures on behalf of the city government as established in the approved Capital Improvement Program: Ordinance No. 1858, Page 2 of 3 Streets Capital Projects Fund Half Cent Capital Projects Fund General Capital Projects Fund Car Rental Capital Projects Fund Water & Wastewater Capital Projects Fund Water Impact Fee Fund Wastewater Impact Fee Fund Drainage Capital Projects Fund SECTION 5 Appropriations $908,000 $50,000 $775,000 $100,000 $1,918,000 $410,792 $60,000 $4,300,000 THAT the City Manager is authorized from time to time as he may deem to be in the best interest of the City of Euless, to invest city funds not immediately required for current use, including operating funds and bond funds, as per Council adopted Investment Policy. SECTION 6 EFFECTIVE DATE This ordinance shall become effective immediately from and after its passage as provided by the Euless City Charter and the laws of the State of Texas. PRESENTED AND APPROVED on First and Final Reading at a regular meeting of the Euless City Council on the 25th day of August 2009, by a vote of 7 ayes, o nays, and o abstentions.
