HomeMy WebLinkAbout2016-02-27 Mid WinterCITY OF EULESS CITY COUNCIL MID -WINTER WORKSESSION FEBRUARY 27, 2016 TEXAS STAR CONFERENCE CENTER EULESS,TEXAS Mayor Martin called the worksession to order at 8:34 a.m. at the Texas Star Conference Center in Euless, Texas. Those present included: Mayor Linda Martin Mayor Pro Tem Linda Eilenfeldt Council Member Tim Stinneford Council Member Jeremy Tompkins Council Member Eddie Price Council Member Harry Zimmer Council Member Perry Bynum City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker Director of Finance Janina Jewell City Secretary Kim Sutter Parks and Community Services Director Ray McDonald (a.m. only) Planning and Economic Development Director Mike Collins (a.m. only) City Manager Loretta Getchell welcomed everyone and reviewed the topics to be covered. Parks and Community Services Director Ray McDonald addressed the City Council regarding and update to the parks master plan, Raven's Grille breakfast menu prices, and changes to the parks summer camp registration process. Parks Master Plan Parks and Community Services Director McDonald outlined the scope and objectives of the contract with GSBS Architects related to the park planning assessment. He advised that the assessment would focus on three (3) city parks. Mr. McDonald introduced Sam Jones, Landscape Architect, GSBS Architects. Mr. Sam Jones advised that GSBS is conducting a quick overview of the city's park system in order to obtain a good understanding of the park system, including the service areas of each park. He added that GSBS is hoping to focus on two to three parks and is seeking the input of the City Council to assist in the parks selection. Discussion ensued regarding the park selections and the consideration of amenities for each. It was the consensus of the City Council to recommended consideration be given to Carr Park, Midway Park, and Wishire Park. Mr. Jones advised that the evaluation should complete in four to five months. Council Mid -Winter Worksession Minutes Page 2 of 3 February 27, 2016 Raven's Grille Parks and Community Services Director McDonald addressed the City Council regarding proposed pricing changes to Raven's Grille breakfast menu items due to an increase in the price of eggs and dairy products. Summer Camp Registration Parks and Community Services Director McDonald outlined the proposed changes to the summer camp registration, and further advised that the school district is interested in partnering with the city to offer the use of school district facilities so that more children can participate in the program. Wayfinding Signage Assistant City Manager Chris Barker addressed the City Council regarding proposed design options for the city's wayfinding sign program. Development Update Planning and Economic Development Director Mike Collins presented the development update, including Glade Parks and a proposed development to be located to the south of Big Vineyard. Financial Overview and Outlook Finance Director Janina Jewell presented a financial update for Fiscal Year 2015 including the property tax values, property tax revenues, sales tax revenues, car rental tax revenues, franchise fee revenue, license and permits, municipal court revenues, interest income, water and wastewater revenues, golf course revenues, and Texas Star Sports Complex revenues. She presented the year-to-date revenue projections for Fiscal Year 2015-2016, and presented a financial overview for the period ending January 30, 2016. Finance Director Jewell presented and considerations for FY 2016-2017, including car rental revenues, and salary/benefits. reviewed the revenue and expenditure property values, sales tax, building permits, Finance Director Jewell presented the proposed budget meeting calendar for the Council's review. Assistant City Manager Chris Barker addressed the City Council regarding the mosquito abatement program and the city's plan to follow the recommendation of Tarrant County. Assistant City Manager Barker reviewed the current Capital Improvement Plan (CIP) projects, including the following: - Midtown Express (State Highway 183) - Street Maintenance Plan - WaterMastewater Line Replacements - Reclaimed Water Line Phase II - Water Meter Replacement - Development/Engineering Building reconstruction - Glade Park Trail Connection - Texas Star Sports Complex Council Mid -Winter Worksession Minutes Page 3 of 3 February 27, 2016 Additional discussion ensued regarding the vision, goals, and objectives of the City Council for the city. The worksession was adjourned at 2:40 p.m.
