HomeMy WebLinkAbout2016-03-08MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, March 8, 2016 A regular meeting of the Euless City Council was called to order by Mayor Pro Tem Tim Stinneford at 4:32 p.m. on Tuesday, March 8, 2016, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Pro Tem Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, and Harry Zimmer. Council Member Perry Bynum arrived at 4A1 p.m. Mayor Linda Martin arrived at 5:27 p.m. During the Precouncil meeting: Mayor Pro Tem Tim Stinneford expressed his deep appreciation to all of the entities responsible for assisting in the arrangements for the Celebration of Life Memorial for Senior Police Officer David Hofer held Saturday, March 5, 2016, at Pennington Field. Additionally, he thanked all of the local police departments who came in and assisted the Police Department over the last week. City Manager Loretta Getchell recognized Police Chief Mike Brown and his leadership team for their tremendous efforts over the last week and acknowledged local police departments including Fort Worth, Arlington, Hurst, Bedford, Grapevine, Grand Prairie, North Richland Hills, Irving, and Plano. Additionally, she asked for thoughts and prayers for Deputy City Manager Bob Freeman and his wife, Julie, regarding recent health concerns. Council Member Linda Eilenfeldt announced that the new Belk Department Store in Glade Parks will hold its Grand Opening celebration on Wednesday, March 9, 2016, at 9:00 a.m. Council Member Jeremy Tompkins announced that today is National Pancake Day and he attended an event at International House of Pancakes (IHOP). IHOP works with Shriners Hospital for Children to promote the event. 10, City Secretary Kim Sutter introduced new Administrative Secretary Maggie Bowers and stated that Mrs. Bowers joined the City Secretary staff effective February 29, 2016. She has previously worked at Texas Star and has an accounting background. City Manager Getchell reviewed the regular agenda. Assistant City Manager Chris Barker introduced J.R. Labbe, Vice President for Communications and Community Affairs Division of JPS Health Network, who Council Minutes Page 2 of 6 March 8, 2016 provided an update on the new JPS Medical Home for Northeast Tarrant County at 3200 W. Euless Boulevard with plans to open in 2017. Director of Planning and Economic Development Mike Collins presented the development update, including the current commercial and residential development. ➢ Library Administrator Sherry Knight provided an update on the Season of Sounds music events beginning in April including: • Spring: A Hard Night's Day (Beatles tribute band), Leon Hogg Amphitheater, Friday, April 1, 2016; • Summer: Bad Monkeys (Jimmy Buffett tribute band), Texas Star Pavilion, Friday, June 10, 2016; • Fall: Little Skynyrd (Lynyrd Skynyrd tribute band), Leon Hogg Amphitheater, Friday, October 14, 2016; • Winter: Mayor's Holiday Kickoff with HarpEssence and Trinity Show Choir, Thursday, December 1, 2016. ➢ Assistant City Manager Barker presented the West Pipeline Road/ Driftwood Drive update and advised that Kimley Horn had completed their analysis of the intersection and prepared a traffic safety evaluation including their proposed recommendations. Additionally, he added that the high friction surface treatment is expected to be installed Monday, March 14, 2016. Assistant City Manager Barker provided an update on the Midtown Express project and advised that the permanent closure of the Ector Drive exit and ramp is complete. An informational meeting for the Southgate Midtown Express project will be held Wednesday, March 23, 2016, at 9:30 a.m. in Council Chambers. ➢ Assistant City Manager Barker advised that the Texas Coalition for Affordable Power, Inc. (TCAP) resolution that was passed on February 9, 2016, now has a fully executed contract per the terms of the resolution. The final price of 3.684 cents per kilowatt hour is locked through 2022. The City Council recessed the Precouncil session at 6:37 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. She commented on his life, his family, and his memorial service at St. Patrick's Cathedral held Monday, March 7, 2016, in New York City. INVOCATION Mayor Linda Martin gave the invocation. PLEDGE OF ALLEGIANCE Council Member Perry Bynum led the pledge of allegiance. CONSENT AGENDA (items 1 through 7) Mayor Martin asked Assistant City Manager Chris Barker to read each item into the record. Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 1 through 7. Council Member Tompkins seconded the motion. ITEM NO. 1. AWARDED BID NO. 002-16 Authorized the purchase of the following vehicles for use throughout various City departments as previously approved in the FY2016 budget from Sam Packs Five Star Ford, 1635 South Interstate 35 E, Carrollton, Texas, and Chastang Ford, 6200 North Loop E Freeway, Houston, Texas. The estimated expenditure of $278,267 falls within budget estimates. Sam Packs Five Star Ford, Carrolton, Texas: Two Half -ton pickups — $20,510 each Police Department — Code Services. Three Three-quarter ton pickup — $23,253 each Public Works and Parks Departments Two Mid -Size sedans — $21,815 each Police Department — Criminal Investigations One Aerial bucket truck — $92,720 Public Works Chastang Ford, Houston, Texas One One -ton passenger van — $31,498 Recreation ITEM NO. 2. RENEWED BID NO. 003-15 Renewed Bid No. 003-15 to Smith Lawn and Tree, 3200 Handley Ederville Road, Richland Hills, Texas, for the annual contract for mowing maintenance. This is the first of three one-year renewal options as approved in the original contract. The estimated expenditure of $197,188 falls within budget estimates. ITEM NO. 3. AUTHORIZED PURCHASE OF A HALF -TON CREW CAB PICKUP AND A ONE -TON TRUCK Authorized the purchase of a one -ton truck for the Public Works Department, and a half - ton crew cab pickup for the Fire Department from Chastang Ford, 6200 North Loop E Freeway, Houston, Texas through the BuyBoard Cooperative Purchasing Program. The estimated expenditure of $58,074 falls within budget estimates. ITEM NO. 4. APPROVED RESOLUTION NO. 16-1487 Approved Resolution No. 16-1487, agreeing to meet all match contribution requirements for the expenditures under the Tarrant County Home Investment Partnerships Program (HOME) for program year 2016. The Department of Housing and Urban Development (HUD) annually appropriates funds to entitlement communities through the HOME program. These funds are targeted to benefit low to moderate income persons and are Council Minutes Page 5 of 6 March 8, 2016 to be used for the development of safe and decent housing. The City has requested grant funds in the total amount of $200,000. Cities are required to provide matching funds and the City will participate by supplying the required 30 percent matching funds in the form of cash and the waiver of applicable building and inspection fees. The required match would not exceed $60,000 and would be limited to only the projects approved and completed. ITEM NO. 5. APPROVED RESOLUTION NO. 16-1488 Approved Resolution No. 16-1488, authorizing the City Manager to negotiate and execute an agreement to participate in the Tarrant County Combined Narcotics Enforcement Team (CNET). The Tarrant County Criminal District Attorney and the Tarrant County Sheriff established CNET through an Interlocal Assistance Agreement as a multi -jurisdictional investigative and enforcement effort. ITEM NO. 6. APPROVED RESOLUTION NO. 16-1489 Approved Resolution No. 16-1489, adopting the City of Euless Proposed Budget Calendar for Fiscal Year 2016-2017, including the Crime Control and Prevention District and the Euless Development Corporation Budgets. ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of February 23, 2016. REGULAR AGENDA ITEM NO. 8. APPROVED APPOINTMENT TO HISTORICAL PRESERVATION COMMITTEE Council Member Eilenfeldt motioned to approve the appointment of Linda Pool to serve on the Historical Preservation Committee. Mayor Pro Tem Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Eilenfeldt, Zimmer, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. PUBLIC COMMENTS There were no public comments. ITEM NO. 10. REPORTS Council Minutes Page 6 of 6 March 8, 2016 City Manager City Manager Getchell expressed her gratitude to the citizens of Euless and the entire North Texas community for their support over the last week. She thanked area police departments for their unwavering support and assistance in all aspects of police operations which allowed the Euless Police Department staff to grieve and attend the Celebration of Life in honor of Senior Police Officer David S. Hofer. Additionally, she conveyed her appreciation to American Airlines and the Gary Sinise Foundation for travel arrangements to New York for the Euless Police Department officers and the Hofer family. Also, she thanked Baylor Grapevine Hospital and Lucas Funeral Home for their assistance, and the Hurst Euless Bedford Independent School District (HEB ISD) for providing Pennington Field for the Celebration of Life. City Manager Getchell acknowledged Police Chief Mike Brown for his incredible leadership and that of his command staff. City Attorney No report given. City Council Mayor Martin announced that immediately following the adjournment of the meeting, she and the City Council and staff would walk to the 9/11 Memorial outside of the Fire Administration building and place a wreath honoring Senior Police Officer David S. Hofer. Mayor Martin announced that the next City Council meeting will be held Tuesday, March 22, 2016. ITEM NO. 14.
