HomeMy WebLinkAbout2016-03-01CITY OF EULESS PLANNING AND ZONING COMMISSION MARCH 1, 2016 MINUTES A regular meeting of the Planning and Zoning Commission was called to order by Chairman Richard McNeese at 5:30 p.m. on March 1, 2016 in the Pre -Council Conference Room of City Hall, 201 North Ector Drive. Those present included Chairman Richard McNeese, Vice Chairman LuAnn Portugal, and Commission Members: Eric Owens, Kenny Olmstead, Ronald Dunckel, and Steve Ellis. During the Pre -Session Meeting: Senior Planner Stephen Cook reviewed the regular agenda. Director of Planning and Economic Development Mike Collins presented the Development Update covering Glade Parks, Glade Parks South, Mid - Town, Gala at Oak Crest, and Riverwalk! PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless Planning and Zoning Commission continued their meeting in the Council Chambers at 6:33 p.m. for consideration of scheduled items. STAFF PRESENT: Mike Collins, Director of Planning and Economic Development Hal Cranor, Director of Public Works Stephen Cook, Senior Planner Mollie Snapp, Administrative Secretary VISITORS: David Sukenik INVOCATION Senior Planner Stephen Cook gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Eric Owens led the pledge of allegiance. ITEM 1. CONSIDER APPROVAL OF PLANNING AND ZONING MINUTES Approve Planning and Zoning Commission minutes of a regular meeting of February 16, 2016. Planning and Zoning Minutes, March 1, 2016 Vice Chairman LuAnn Portugal made a motion to approve the minutes for the called meeting of February 16, 2016. Commissioner Ronald Dunckel seconded the motion. The vote was as follows: Ayes: Chairman Richard McNeese, Vice Chairman LuAnn Portugal, and Commission Members: Eric Owens, Kenny Olmstead, Ronald Dunckel, and Steve Ellis. Nays: None Abstention: None Chairman Richard McNeese declared the motion carried. (6-0-0) ITEM 2. CASE NO. 16 -02 -PP — CONSIDER A REQUEST FOR A PRELIMINARY PLAT Consider a request for a Preliminary Plat of 24.897 acres of the J. Doss Survey, Abstract No. 441, to Glade Parks South, Block A, Lots 2 and 3, located northeast of the intersection of Heritage Avenue and Cheek-Sparger Road. Stephen Cook, Senior Planner gave a brief description of the case. The applicant proposes to preliminary plat 24.897 acres for the development of urban lofts and an open space reserve lot. The technical aspects of the subdivision, including setback distances, placement of easements, and street alignment, are in compliance with the regulations of the Planned Development zoning district and the City of Euless Unified Development Code. The Development Services Group has reviewed the proposed Preliminary Plat and has certified that it meets the technical standards of the City of Euless. Staff recommends approval. David Sukenik, representing Tonti Properties, was present to address any questions. Commissioner Kenny Olmstead inquired if there were any plans for the property just south of the plat. Mike Collins, Director of Planning and Economic Development, confirmed that there were not. There were no further questions or comments presented by the Commission. Nays: None Abstention: None Chairman Richard McNeese declared the motion carried. (6-0-0) ITEM NO. 4.
