EULESS CITY COUNCIL
Tuesday, March 22, 2016
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:33 p.m. on Tuesday, March 22, 2016, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt,
and Harry Zimmer. Council Member Perry Bynum arrived at 5:16 p.m.
During the Precouncil meeting:
Council Member Jeremy Tompkins announced that the Belk Department Store
Grand Opening held Wednesday, March 9, 2016, was a success.
Council Member Linda Eilenfeldt announced that, as part of the Belk grand
opening celebration activities, the Skechers Bobs shoe donation held Friday,
March 11, 2016, was a success. The event benefitted the Hurst -Euless -Bedford
Independent School District (HEB ISD) schools and Belk partnered with 6Stones
to host the event. She added that it was fun to watch the children choose and
decorate their shoes.
City Manager Loretta Getchell announced several upcoming events:
o Thursday, March 24, 2016, Glenn Walker Bridge Dedication ceremony,
Texas Star Golf Course, 6:00 pm.;
o Friday, April 1, 2016, A Hard Night's Day (Beatles Tribute Band), Leon
Hogg Amphitheater, 7:00 p.m.;
o Saturday, April 2, 2016, Household Hazardous Waste Collection, Euless
Municipal Complex, 9:00 a.m. — 11:00 a.m.;
o Friday, April 8 and Saturday, April 9, 2016, Community Powered
Revitalization (CPR) Event, 6Stones Campus West;
o Friday, April 8 through Sunday, April 10, 2016, Euless Library Foundation
(ELF) Book Sale, Mary Lib Saleh Euless Public Library.
Further, she advised that the West Pipeline Road high friction surface treatment
was applied today and staff is continuing to implement the recommendations
made by Kimley Horn. Additionally, she provided an update on Deputy City
Manager Bob Freeman's wife, Julie, and her health concerns and asked for
continued prayers for the family.
City Manager Getchell reviewed the regular agenda.
Library Administrator Sherry Knight introduced Kiera Elledge, HEB ISD STEM
and School Libraries Coordinator, who shared information on the new HEB
Reads! Community Challenge being introduced in Hurst, Euless, and Bedford.

A free community party to kick off the program will be held Saturday, April 30,
2016, in the Pennington Field parking lot from 10:00 a.m. to 12:00 p.m. with a
guest appearance by Si Robertson of the television show, Duck Dynasty.
Ms. Knight recognized the contributions of the Parks and Community Services
Department staff as well as many local businesses for contributing resources to
the event. Additionally, she advised that Library staff will be volunteering time
during the summer months at three Euless elementary schools to allow children
to check out books from their school libraries.
Assistant City Manager Chris Barker introduced Greg Roemer, President, and
Robert Medigovich, Municipal Coordinator, Community Waste Disposal (CWD).
Mr. Roemer presented the CWD annual recycling report which included statistics
related to single family recycling options utilizing blue bags, 18 gallon bins, and
65 gallon carts, as well as customer service inquiries and driver incidents during
2015.
Mr. Barker advised that staff continues to educate users of the available recycling
options.
Police Lieutenant Brandon Zachary presented the Code update for the period
ending December 31, 2015, including how complaints are received and a
breakdown of the type of violations the Code Compliance officers handle.
He expressed his appreciation to everyone for their support of the Police
Department over the last few weeks in relation to the shooting death of Senior
Officer David S. Hofer, and stated that it was greatly appreciated. He asked for
thoughts and prayers for Fort Worth Police Officer Matt Pearce who was shot in
the line of duty Tuesday, March 15, 2016.
Mayor Martin and City Manager Getchell echoed Lieutenant Zachary's
comments.
Finance Director Janina Jewell presented the financial report for the period
ending February 29, 2016.
Assistant City Manager Chris Barker announced that Southgate Constructors will
host their monthly Business Owner Task Force meeting to discuss the Midtown
Express Project Wednesday, March 23, 2016, at Euless City Hall at 9:30 a.m.
Discussion ensued regarding traffic changes due to construction.

ITEM NO. 1. PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation to Library Administrator Sherry Knight,
proclaiming April 30, 2016 to July 31, 2016, as HEB Reads Summer Session.
ITEM NO. 2. WATER METER REPLACEMENT PROGRAM UPDATE
Finance Director Janina Jewell advised that installation of the previously approved
Advanced Metering Infrastructure (AMI) Meter Replacement and Leak Detection project
will begin this month and be completed in approximately one year.
A short informational video was presented regarding the program and is available on
the City's website.
ITEM NO. 3. QUARTERLY POLICE DEPARTMENT UPDATE
Police Chief Mike Brown presented the quarterly Police Department update for the
period ending December 31, 2015.
Chief Brown expressed his appreciation to the City Council, staff, and the entire
community of the City of Euless. He thanked his brothers and sisters in law
enforcement and in the area fire departments who immediately gave all available
resources to the Euless Police Department following the fatal shooting of Senior Police
Officer David S. Hofer on Tuesday, March 1, 2016. He stated he was in awe that the
Fort Worth Police Chief called and offered any needed resources to the City which he
gratefully accepted over the last several weeks.
Chief Brown conveyed that he was truly humbled by the response from within the City
as well as those who came to the Department's aide from throughout the state of Texas.
He announced that when the memorial service was held for Officer Hofer in New York
City at St. Patrick's Cathedral, the Deputy Commissioner of the New York City Police
Department as well as their Chief of Police attended to pay tribute to Officer Hofer and
to honor the Euless community. Those in attendance from Euless at the memorial
service were humbled by the outpouring of support, prayers, and well wishes. He
expressed his gratitude for the leadership shown by the City Manager's Office, Mayor
Martin, and the City Council, and added that every member of the Police Department
understands how valued they are by those on the City Council.
Mayor Martin thanked Chief Brown for his comments and asked for continued prayers
for Officer Hofer's family as well as injured Fort Worth Police Officer Matt Pearce.

ITEM NO. 4. AWARDED BID NO. 009-16
Awarded Bid No. 009-16, authorizing the purchase of ready -mix concrete from Redi-Mix
Concrete, 331 North Main Street, Euless, and authorized the use of secondary suppliers
should Redi-Mix Concrete be unable to deliver in a timely manner. This is a unit price
contract and actual expenditures will be determined by actual quantities ordered. The
estimated annual expenditure is $150,000.
Mayor Pro Tem Stinneford motioned to approve the award of Bid No. 009-16, for the
annual contract for ready -mix concrete to Redi-Mix Concrete, and authorize the use of
secondary suppliers should Redi-Mix be unable to deliver in a timely manner.
Council Member Eilenfeldt seconded the motion.

Price, Eilenfeldt, Zimmer, and Bynum

ITEM NO. 5. AUTHORIZED PURCHASE OF BULK GASOLINE AND DIESEL
FUELS
Assistant City Manager Barker advised the City Council that through an Interlocal
Agreement with Tarrant County, the City can purchase various types of automotive and
equipment fuels. Martin -Eagle Oil Company, 2700 James Street, Denton, Texas, will be
the primary supplier of gasoline and diesel, and TAC Energy, 100 Crescent Court #100,
Dallas, Texas, will serve as the secondary supplier. Douglas Distributing, 325 East
Forest Avenue, Sherman, Texas, will be the primary supplier of bio -diesel fuel, and
Martin -Eagle Oil Company will serve as the secondary supplier. This will be the second
renewal of three allowed under the contract. The annual estimated expenditure is
$360,400.
Council Member Price motioned to approve the purchase of bulk gasoline and diesel
fuels through an Interlocal Agreement with Tarrant County.
Council Member Tompkins seconded the motion.

ITEM NO. 6. APPROVED RESOLUTION NO. 16-1490
Approved Resolution No. 16-1490, recommending award of a construction contract for
the 40th Year Community Development Block Grant (CDBG) Project to RJM
Contractors, 3629 Lovell Avenue, Fort Worth, Texas, in the amount of $220,765.25, of
which CDBG construction funds will pay $207,282.47 and the City of Euless will pay the
remaining $13,482.78. The 40th Year CDBG Project consists of various accessibility
improvements for the Euless municipal plaza. These improvements will enhance ADA
accessibility to City Hall, the Harold D. Samuels Finance Building, the Development and
Engineering Building and the Mary Lib Saleh Public Library.
Mayor Pro Tem Stinneford motioned to approve Resolution No. 16-1490,
recommending award of a construction contract for the 40th Year Community
Development Block Grant (CDBG) Project to RJM Contractors for accessibility
improvements to the Euless Municipal Complex.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bynum

Mayor Martin declared the motion carried.
ITEM NO. 7. APPROVED CITY COUNCIL MINUTES
Council Member Eilenfeldt motioned to approve the City Council minutes for the regular
meeting of March 8, 2016.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 8. PUBLIC COMMENTS
Mike Utzman, 316 Calvary Drive, Euless, expressed his appreciation to the City Council
during the aftermath of the fatal shooting of Senior Police Officer David S.Hofer. He
recognized and expressed his appreciation to Chief Brown for his leadership and
bravery.

Council Member Perry Bynum asked for thoughts and prayers for Julie Freeman,
Deputy City Manager Bob Freeman's wife as she faces health concerns.
Mayor Martin announced that the next City Council meeting will be held Tuesday, April
12, 2016.
