HomeMy WebLinkAbout258 07-29-1965ORDINANCE No. 258 ORDINANCE PRESCRIBING RATES FOR SERVICES OF THE CITY'S WATERWORKS AND SANITARY SEWER SYSTEM THE STATE OF TEXAS CITY OF EULESS COUNTY OF TARRANT ON THIS, the 29th day of July, 1965, the City Council of the City of Euless, Texas, convened in Special Session at the regular meeting place thereof in the City Hall, there be- ing present and in attendance the following members, to wit: W. WARREN and VADA FERRIS (Mrs.) MAYOR COUNCILMEN CITY SECRETARY also being present, and with the following absent B i l l L. Byers constituting a quorum, at which time the following, among other business, was transacted, to wit: Mayor Fuller introduced a proposed ordinance. The ordi- nance was read in full. Councilman Samuels made a motion that the Charter pro- vision requiring ordinances to be read at two regular Council meetings be suspended. The motion was seconded by Councilman Warren and carried by the following vote: AYES: Councilmen ft, Douglass, Fuller, Samuels and Warren NAYS: None Councilman Fuller made a motion that the ordinance be passed finally as an emergency measure. The motion was seconded by (buncilman Douglass and carried by the follow- ing vote: AYES: Councilmen fig, Douglass, Fuller, Samuels and Warren NAYS: None The Mayor announced that the ordinance had been finally passed. The ORDINANCE is as follows: "AN ORDINANCE by the City Council of the City of Euless, Texas, prescribing rates to be charged for services furnished by the City's Waterworks and Sanitary Sewer System; establishing rules and regulations for the operation of said Waterworks and Sanitary Sewer Sys- tem; enacting provisions incident and related to the subject of this ordinance; and declaring an emergency." WHEREAS, the City of Euless is engaged in processes whereby it expects to purchase, construct and /or otherwise acquire a waterworks and sanitary sewer system to serve the City and its environs; and WHEREAS, the acquisition of such properties is to be financed by the issuance, sale and delivery of $5,800,000 "CITY OF EULESS, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS" dated July 15, 1965, authorized by ordinance duly passed and enacted by the City Council on this date; and WHEREAS, it therefore becomes necessary and proper and in the best interests of the City and its inhabitants to pro- vide schedules of rates and charges to be made for the services furnished by..such waterworks and sanitary sewer system, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EULESS: SECTION 1: That a schedule of monthly rates and charges for water and sewer services furnished by the City's Waterworks and Sanitary Sewer System shall be and such is hereby adopted and established as follows: MONTHLY WITHIN OUTSIDE Charges for Services Corporate Limits Corporate Limits WATER SERVICES - ALL USERS First 3,000 gal. Next 7,000 gal. Next 40,000 gal. All over 50,000 gal. $3.00 (MINIMUM) 0.50 per 1,000 gal. 0.35 per 1,000 gal. 0.30 per 1,000 gal. SEWER SERVICES - RESIDENTIAL 5 outlets $1.50 (MINIMUM) Each Additional Outlet .50 SEWER SERVICES - COMMERCIAL 6 outlets $3.00 (MINIMUM) Each Additional Outlet .75 $4.00 (MINIMUM) 0.50*per 1,000 gal. 0.35 per 1,000 gal. 0.30 per 1,000 gal. $2.00 (MINIMUM) .50 $3.00 (MINIMUM) .75 SEWER SERVICES - INDUSTRIAL Same as COMMERCIAL plus $0.10 per 1,000 gallons of water used. The COMMERCIAL rates are intended to apply to filling stations, stores, cafes, schools, tourist courts, and other commercial customers which will contribute domestic sewage only. The City reserves the right to prescribe the conditions under which services will be rendered to commercial and industrial customers of a type producing abnormal sewage such as might require screening or pretreatment. SECTION 2: That the following rules and regulations are hereby adopted and established with reference to the oper- ation of the City's Waterworks and Sanitary Sewer System, to wit: 1. Services to Dwelling Units Each family dwelling unit shall be considered to be a separate water and /or sewer customer. In duplexes or apartment buildings, for example, where one meter may serve more than one unit, the minimum water and sewer rates shall be charged for each dwelling unit. In addition, the quantity of water consumed in excess of the aggregate of minimum amounts shall be prorated over the number of dwelling units served through the meter, and shall be charged at the applicable rate for the quantity bracket or brackets involved. 2. Bills Due Bills for services shall be dated as of the lst day of each month. Each month's charges shall be due and payable on or before the 10th day after the date of bill; and in the event such charges are not paid within twenty days from the date of bill, a penalty shall be added in the amount of ten per cent of the amount past due. 3. Services Discontinued for Delinquency In the event that any user or customer of such System does not pay such rates and charges within forty -five (45) days from date of bill, it is made the duty of the Superintendent of the Water and Sewer Department to have the service disconnected. When all amounts due, including penalty, if any, have been paid by such user or customer, such service may be resumed upon the payment of a reconnection charge in the amount of $ 2.00 and the payment of $ 5.00 as an addi- tion to such user's security deposit. 4. Connection Fees Prior to receiving upon being connected to connection fees: Water connection . Sewer connection . service, each consumer shall, the System, pay the following . . . $75.00 .$150.00
