MAYOR'S Q ii J� Greetings from Your Mayor Dear Citizens, When Spring arrivE in Euless, we know that Arbor Daze is just around the cor- ner. Euless is known nationwide for its fabulous Arbor Daze festival and this year will be another specia occasion. We will hay special guest this year to address the opening ceremonies. Mrs. Jean Palmer from San Francisco, California will be here to tell about the founding of Arbor Days in America. Mr. J. Sterling Morton, her great-grandfather, started the first Arbor Day affair in Nebraska City, Nebraska. She is a delightful person and will entertain you with her historical stories. Come and enjoy all the excitement of music, crafts, business booths and wonderful foods. We have some updates on all our new projects inside this newsletter. Our City Hall Complex has been under construction for the past year with the new library and its amenities including the landscaping, a lighted pathway and a new campus driveway. We will continue to revitalize the campus after the completion of the library so that the entire campus will have the appearance of being constructed together. The Library Foundation's first project is to purchase a piece of public art for the entrance to the new library. The Foundation will have a cookbook available for purchase at the Arbor Daze celebration. Look for their booth and support the library art piece. Memberships are still available to join the Foundation. The Texas Parks and Wildlife Department selected the Parks Athletic Complex at Texas Star for the largest grant given during this grant cycle. Special kudos to our Community Services Department for their outstanding work on this project. The Texas Star Golf Course and Executive Conference Center are coming right along. Have you E U L E S S seen the large billboard along Route 10 advertising Tee Time March 1997? Texas Star Golf Course property is located just behind the sign and all the construction is evidence of the vast amount of work being done. The purchase of Softball World was a great addition for the city. The new name will be Softball World at Texas Star which will adjoin the Parks Athletic Complex at Texas Star. Our Town Hall meetings have been completed and the citizen turnout was much better than last year. Our Police, Fire and Community Service Departments along with City Manager's staff and Council Members are to be commended for attending the meetings at all the ele- mentary and junior high schools. This completes three years of meetings with our citizens and each year has been a great opportunity to communicate with one another. Thanks to all of you who came! Election time is here again and the special privilege of being an American citizen is having the privilege of casting a vote for the candidate of choice. So many ignore that privilege and that duty as an American so show you care and vote. Please take advantage of all the community activities the city provides through our library, parks, recreation center and of course the Arbor Daze Festival. As we spend more time outdoors, lets be mindful of the fire hazards. Our firemen across Texas are weary from fighting fires, and so many have been caused due to carelessness. Our City continues to be recognized for distin- guished awards and we know it's because we have outstanding citizens who care. Our neighborhood associations are growing, our crime watch patrols are increasing, our citizens are becoming more involved in city affairs and we are Building a Better Tomorrow for our future. Jon Snider has been selected as the Texas Star Golf Course Superintendent and looks forward to grooming the fairways and greens anticipating the grand opening next summer. He previously worked at Squaw Valley and The Cliffs Golf Course on Possum Kingdom Lake and has a degree in agronomy from Texas A&M. Jon is presently married with two children and looks forward to being the first super- intendent to maintain the grounds at this premier golf course. "We interviewed an elite group of superinten- dents and Jon was considered by staff the best choice for our golf course," said Joe Hennig, Assistant City Manager. In addition, city officials have chosen Corgan & Associates, Inc. as the architects for the Executive Conference Center at Texas Star Golf Course. The conference center will be a versatile facility hosting various events such as business conferences and special events. It will have state-of-the-art technology available for seminars and other business needs along with a grill and catering amenities. The large conference room and anyone wanting information about Texas Star Golf Course or the Executive Conference Center can call 685-1669. The new "jewel" of the municipal complex, the Euless library, exemplifies the appearance of a state -of -the art library. The exterior of the library complements the building with its color tinted windows and matching roof. The library is a unique addition to the ensemble of municipal buildings with its matching brick and rock path that unites the complex. The library will be closed the month of June due to the transfer of library materials to the new facility. Also, the new automation system will be installed and the staff will be trained to use the system. In order to accommodate children's reading goals, library staff has worked with local school librarians to have school libraries open one day per week during June. Children can report their reading hours to school librarians and once the new library opens, the hours will be transferred. "We do not want to deprive any children of their reading hours so we have created a page 2 compromise with the local schools," said Betty Yarbrough, Library Manager. "We also encour- age residents to use the Bedford, Hurst and Grapevine libraries since we have an interlocal agreement that allows citizens to use these libraries free of charge." Texas Star Construction Company Voted "Builder of the year andscapes � Unlimited, Texas Star Golf Course construc- tion company, was voted "Builder of the Year" for the third time by Golf Course News. Rick Herold, Director of Community Services, said "that Euless' newest star is rising with the addition of Softball World to our Parks Athletic Complex and Texas Star Golf Course." Herold also said that by the City purchasing this facility, we will be able to offer more opportuni- ties for softball leagues, you play and training camps. Softball World will continue to host major tournaments including the World Tournament that will be coming in late 1996. By combining the Parks Athletic Complex and Softball World, Euless has more capability to hold major tourna- ments and entice more leagues to play at our complexes. As Euless holds more tournaments, City officials feel that Softball World will also bring an eco- nomic boost throughout the city by visiting teams and tourists staying in our hotels and eating in restaurants throughout the area. "The Texas Star, the Parks at Texas Star and now Softball World at Texas Star is unparalleled to any other athletic complex in the state;" said Tom Hart, City Manager. "Euless will be able to offer local res- idents and tourists nation- wide a unique athletic experi- ence through the joining together of these three complexes." Spring league play began March 5, 1996, and city staff is currently completing renovations to the exterior of the complex. Any teams interested in joining a league can call Rick Lyle, General Manager of Softball World at Texas Star, at 267-7867. Citi Receives $500,000 Grant for Parks at Texds Star The Texas Parks and Wildlife Department has awarded Euless with a $500,000 grant to help fund the Parks at Texas Star Athletic Complex. The grant is from the same fund that assisted Euless in building the Villages of Bear Creek Park. This grant will help build phase I of the Parks Athletic Complex which will include four baseball/softball fields, one tee ball field, three sand volleyball courts, three soccer fields, a jog- ging trail, an amphitheater, a fishing pier, a large playground, a driving range, a pavilion, a fitness station, restroom facilities and a concession stand. Phase I will encompass approximately 20 acres of land leaving 47 acres for phases II & III. "This grant will be a tremendous help in build- ing the Parks Athletic Complex," said Leon Hogg, Chairperson of the Parks and Leisure Services Board. "This will enable us to provide much more for the kids who visit our complex. Our board was absolutely thrilled to learn of Euless' receipt of this grant." Schrickel Rollins & Associates has been cho- sen as the architects for the Parks at Texas Star and parking lots and sewer projects are already under construction. Construction on phase I will begin upon state approval and the entire complex is expected to be completed in the summer of 1997. page 3 Pecycling p & A The recycling coordinator receives numerous calls daily regarding the proper disposal of var- ious recyclables. In response to those ques- tions, the following will highlight answers to commonly asked questions. ©What materials can be recycled in the blue bag program? ©•aluminum cans tin cans plastic bottles (numbered 1-7 except 6) • glass bottles and jars (green, brown,blue, clear) (you must rinse the above materials to prevent contamination) • dry newspapers and magazines (in a separate bag) Where can I recycle the plastic and paper bags I receive from the grocery store? ©The Kroger grocery store on Harwood/Main has a recycling con- tainer on the side of the store (closest to Eckerds) to drop off bags. Also, the Tom Thumb on Harwood in Bedford accepts clean bags out- side their front entrance. Residents are also encouraged to place newspapers and magazines in the bags when placing them on the curb to be recycled. ©How can I receive maximum capacity of my blue bag? By stomping and crushing bottles and cans, you will be able to place more recyclables in a bag at one time. Also, by placing newspapers and magazines in a sep- arate bag (i.e. plastic or paper sack) rather than a blue bag, you will use fewer blue bags. Reduce, Reuse, Recycle As spring is upon us, residents are encouraged to mulch their yard waste and "Don't Bag It." Yard waste is the second largest component that consumes space in land fills which could be avoid- ed by using a mulching blade on the lawnmower and leaving the grass clip- pings on the lawn. By using a mulching blade, the grass is cut into fine pieces that remain on the lawn and return nutrients to the soil. "By mulching yard waste, it keeps the temper- ature of the soil from fluctuating," said Jimmy Beck, Euless Horticulturist. "It also prevents erosion by building up the top soil." The Euless Parks Department has been mulching for six years and has found that it has many benefits. Besides requiring less time to bag the yard waste, employees have noticed that by leaving the grass trimmings on the park and municipal grounds, the lawn requires less fertiliza- tion and care and has enhanced the beauty of the landscape. Every year we dispose T of 24 million tons of leaves and grass clippings and by mulching your lawn, you become an important part of the envi- ronmental plight towards decreasing the amount of materials being disposed in landfills. II�III�«�11111i(hINI���IV'�li page 5 Arbor Daze `96 was kicked -off on March 2, 1996, with a silent and live auction at which community members united to provide funding to keep Arbor Daze a free family festival. KLUV- 95.7 radio station also kicked -off their Arbor Daze blitz and has been promoting the festival on - air and at remote live locations. The radio station is an Arbor Daze sponsor and is featuring "oldies" entertainment for the festival. Featured entertain- ment for Arbor Daze `96 will include Chubby Checker, Little Richard, Paul Revere and the Raiders, Lou Christie, Linder & Brock, Leslie Gore and the Drifters. Although the entertainment is still free, tickets will be required to enter the shows and can be picked -up at Midway Recreation Center or KLUV radio station. Residents can also purchase VIP tickets for $5.00 which will entitle the person to be seated in a select area close to the stage. Midway Recreation Center will be selling the tickets until April 19 and then city staff will be selling the remainder of the tickets at the front gate until all VIP seats are occupied. In addition, entertainment will be provided by Steve Love and the New York Express who will be performing on roller skates and the one -of -a -kind Al Ragussin's Dancing Horses which include Arabian Appaloosas, Andalusians, Quarter Horses, Lippasons and Aztecas. Both of these entertainment groups will be performing four times daily which will give everyone ample opportunity to see these magnificent acts. Although musical entertainment will be offered nightly, visitors can meander during the day through arts and craft booths, a business exposition, a lawn and garden show, a plant sale and free tree giveaway booths. Food and bever- ages will also be offered from various vendors along with carnival rides which will require the purchase of tickets. Arbor Daze will be held on the grounds of City Hall and across Ector Drive which will entail police temporarily closing the street. Parking will be available at First Baptist Church, Campus West and Trinity High School. "We're expecting an even larger crowd than last year's turnout of 110,000 people," said Ray McDonald, Special Projects Supervisor. "We have a great entertainment line-up and we feel festival visitors will thoroughly enjoy the entire weekend." The Pledge of Allegiance is usually led by a Council Member but the Board and Council felt this would be an excellent opportunity to involve the youth of Euless in city business. Numerous youth groups need community service hours to attain a certain level in their group or receive a badge of accomplishment and by participating in City Council meetings, youths can attain their person- al goals. City Council is delighted by the Board's suggestion and feels that the youth will benefit by � I PLEDGE '\ ALLEGIANCE TO THE FLAG OF TIE jINITED STATES OF \ AmwcA ... , attending the meetings. "Our City Council Members and city staff participate in many activities with our young citizens and in turn encourage their involve- ment with city activities," said Mayor Mary Lib Saleh. "This is another avenue for young citizens to learn about city government and their city leaders." TML Selects Euless Council and Staff Members to Serve on Committees exas Municipal League (TML) has selected Mayor Mary Lib Saleh, Council Member Glenn Walker and City Manager Tom Hart to serve on a Legislative Policy Committee. TML has five Legislative Policy Committees and Mayor Mary Lib Saleh has been chosen to serve as Vice- Chairof the TML Legislative Policy Committee on Community and Economic Development. The com- mittee chose Mayor Saleh because of her vast knowl- edge and experience in municipal government and relevant issues to the com- mittee. Council Member Glenn Walker and City Manager Tom Hart have been chosen to serve on the Legislative Policy Committee on Finance and Administration. Both Walker and Hart look for- ward to representing Euless on this committee and being a major part of the decision-making process. "This is an honor for Euless Council and Staff Members to be selected to serve on these two committees," said Mayor Mary Lib Saleh "I was on the Legislative Policy Committee on Finance and Administration last year and I know it is an honor for Euless citizens to be represented on these legislative committees." The terms will run from January 1996 through December 1996 while meet- ing at various times through- out the year to discuss current issues. Each committee will have a chair, two vice -chairs, a TML board repre- sentative and approximately 70 members—both MAYOR MARY LIB SALEH — Vice -Chair, Legislative Policy Committee on Community and Economic Development COUNCIL MEMBER GLENN WALKER AND CITY MANAGER TOM HART — Legislative Policy Committee on Finance and Administration page 10 elected and appointed municipal officials from around the state. Mayor Saleh to Serve on NLC Mayor Mary Lib Saleh has also been chosen by the National League of Cities to serve on their Public Safety and Crime Prevention Policy Committee. Policy committees are com- prised of approximately 150 local officials appointed by each state municipal league. Mayor Saleh participated in the NLC policy develop- ment meetings during her recent trip to the NLC convention in Washington D.C. Euless is earning a distinctive name across the country due to the many committees and organizations that Mayor Saleh and other Council Members are chosen to join. food Court SOUDT SALAD A new restaurant has recently located in the Euless Town Centre and has been attracting quite a crowd. Soup'R Salad offers a large menu to satisfy any appetite such as a variety of homemade soups, sandwiches, / fresh salads, baked potatoes, frito pies and an assortment of dessert items. Soup'R Salad even offers breakfast to the "early birds" during the week and weekends. Soup'R Salad is a family-owned business with the son managing the Euless deli and the father managing the Bedford restaurant. LIBRARY LOUNDATION COOKBOOKS The Library Foundation will be selling cookbooks during Arbor Daze to benefit the foundation. The foun- dation's first project is to enhance the grounds surrounding the new library and the money profited J from the cookbook will be used to purchase a piece of art for the exterior of the library. The book has over 500 recipes and was compiled from residents recipes. "We were thrilled by the number of recipes received," Fundraiser Chairperson, Laurie Kunke said. "We think everyone will enjoy the cookbook and its profit will benefit the library." The cookbooks will be sold for $10.00 ONLY during Arbor Daze and will increase in price to $12.50 after the festival. For additional information regarding cook- books, call 685-1482. Euless Municipal Elections Cancelled City officials will not be conducting the anticipated election on May 4 due to the candidates being unopposed. In 1995, the State Legislature passed a law that states a city does not have to hold an election if all candidates are unopposed and there are no other provisions on the ballot. Euless is the first city in Northeast Tarrant County to take advantage of this law by voting on March 26 to declare these three candidates elected to office. City Council Members Mary Lib Saleh and Charlie Miller were seeking re-election for their current positions as Mayor and Council Place 4. Council Member Todd Smith chose not to seek re-election for Place 2 since he ran for State Representative. Leon Hogg applied as a candidate for Place 2 and was unopposed after the withdrawal of Dr. Stephen O'Brien AM lib Saleh - Magor Leon Nogg - Council Place 2 Charlie Miller - Council Place 4 who had also applied as a candidate for Place 2. All candidates will be sworn in at the first City Council meeting on May 14. Council terms are for three years and this is the second term for both Mayor Saleh and Council Member Miller. page 11 A WAQD Information Pighwdy he City of Euless has merged onto the "information superhighway" and offi- cially gone on-line. Euless currently has a homepage on the Internet so anyone "surfing the net" can access the many projects and informa- tive updates regarding the city. TCI moved the weather channel to Channel 54 and city information can now be accessed from Channel 16. Information on the channel will include city telephone numbers, special events and department updates from city staff. This channel is exclusive to information relating to City Hall events and will be another excellent source for residents to receive information regarding the City of Euless. page 12 0 0 40 Euless Receives USA Award Tenth Tree (ity The Parks Department is giving away trees at a tremendous pace! The Parks Department recently received over 900 trees from Texaco and the National Tree Trust to assist Euless' tree pro- gram. These trees were used during Tree-men- dous day on February 10 to plant at locations throughout the city including schools, churches and city parks. Approximately 150 trees were planted including red oak, bald cypress, cedar elm, sweet gum and crepe myrtle. In addition, Euless employees Jimmy Beck, Keith Martin and Brad Burke introduced elementary students in all eight schools to the Growing Together program in February. Students were provided with pots, growing charts, soil and seeds along with personal assistance to begin growing their own trees. It is the Parks Department's goal that students should be able to J .00/lk 40 take their trees home to plant after this pro- ject is com- plete either in their yard or in a neigh- bor's yard. Due to the excellent work and projects of our Parks Department, Euless received its tenth Tree City USA Award this year. The Parks Department will be offering free trees again this year at Arbor Daze `96 to promote the 1+1=2 program and the beautification of Euless. dire Safety Trailer to Prevent dire Injuries In order to combat the soaring deaths by fire, the Euless Fire Department will be seeking dona- tions during Arbor Daze to fund the purchase of a Fire Safety Trailer. The Fire Safety Trailer is a mobile unit that could be used at Euless' eight ele- mentary schools, Neighborhood Watch pro- grams, Senior Citizens classes, Arbor Daze festival and other special events to teach "Home Fire Survival" and "Home Fire Safety." "We hope everyone will visit our Fire Prevention tent during Arbor Daze," said Lt. Franchot Thomas, Fire Prevention Educator Officer. "This Fire Prevention trailer could save many lives because of its hands on approach to learning fire safety." The Fire Department will be selling Junior Firefighter Helmets and raffle tickets for a Junior Fire Truck (donated by Toys "R" Us) and also will accept any donations individuals can contribute to this excellent cause. SIRE WAZODS Due to the lack of sufficient rain in the metro- plex, an extreme fire hazard has been declared by area fire officials. As a result, the Euless Fire Marshal has placed a restriction on open burning until more favorable conditions exist. This restric- tion does not apply to the use of commercial barbe- cue grills. During 1994, only 37 grass fires were reported for the entire year while during 1995 only 45 were reported. Yet during the four months of 1996, there have been 35 grass fires. Major causes of these grass fires are from juveniles playing with lighters or matches, discarded smoking materials and sparks or heat from recreational vehicles. Be extra cautious during this dry season and report any fires or suspected foul play regarding fires to the Euless Fire Department, 685-1600.
