We have so many great happenings going on for our citizens during the holidays and we hope to see you all at some of these. First off will be our annual Christmas Parade on December 1. It gets bigger and better each year and this year there will be Christmas Tree lighting at the City Hall plaza following the parade with Vince Vance there to entertain you. He is a Euless favorite. Then on December 8, our Heritage Park will be celebrating the holidays with many crafts of the olden days and both the Fuller and Himes homes will be decorated and open for viewing. There are many more activities planned for the season and all are listed inside this newsletter. We have waited for such a long time for the opening of our new Police Facility and I hope you have watched the construction and noticed the new landscaping. The police and courts departments will be moving into the facility in December. Our citizens will have a great opportunity for visiting the facility this year for our annual Town Hall Meetings. In the past the city's officials have visited the local neighborhood schools for the Town Hall meetings. This year all the meetings will be held in our new court facility portion of the police facility. The meeting dates are listed inside the newsletter and we hope many of you will want to see the new facility and also have the opportunity to meet your city officials and learn some of the plans for the future and ask questions. This issue of Euless Today lists all the schedules for the winter classes and activities. Would you like to learn how to cook Indian food, play party bridge, take an AARP driving course or recycle a Christmas tree? It's all inside this newsletter. Also listed inside are the many activities for our citizens through the month of March including the library activities. Please put Saturday, March 23 on your calendar for the grand opportunity of participating in our Citywide Open House. We plan to have tours of eight facilities including the new police and courts facility, the revitalized Midway Recreation Center and others. There will be transportation provided and special prizes, too. This will be another opportunity to meet your city officials. Information regarding all the city parks and their locations are included in this newsletter. Read about the opportunities at each park, but visit each park and see how your tax dollars are being spent. We expect more street completions and delays in the year 2002. Harwood Road and Mid -Cities Boulevard will be completed. We begin construction on Main Street from Highway 10 to Harwood Road. This project will take about 18 months, but when completed Main Street will be a street we can all be proud of, with wide lanes and beautiful landscaping including attractive street lighting. Listed inside are all those citizens who have been appointed to serve on the Boards and Commissions for the city. All these appointees are special volunteers and spend many hours working to make a better community for all of us. If you have any sug- gestions for any committee, do not hesitate to call on the members and express your opinions. If you are interested in serving on a committee in the future call the City Secretary for an application. We encourage our citizens to do your holiday shopping here in Euless and eat at our restaurants and enjoy the many activities available. Many of our churches have special Christmas programs and invite your attendance. The entire City Council and City Staff join me in wishing all our citizens a wonderful, safe holiday season and a new year filled with opportunities to Build A Better Tomorrow for all citizens. After the parade, the festivities move to the Municipal Complex for the Tree Lighting Ceremony and Free Concert by Vince Vance. Santa will also be there for children to share their Christmas wish list. The Municipal Complex is located at 201 N. Ector Dr. Call 817-685-1662 for more information. Enjoy the sights of Christmas past as you tour the historical Fuller House and Himes Log Cabin, decorated for the season. Take part in the family activities in the park, write a letter to Santa, listen to choirs caroling, visit the petting zoo and visit with Santa in person. M New facility expresses Euless' artistry with room to grow e are all excited about moving to a new building. When I came to work here in 1980 the present police facility, although just a few years old, was already too small. At that time, we had a large sally port for unloading detainees, a crime scene lab, training room and a single dispatch station. The dispatcher on duty not only dispatched for police and fire, but also handled after -hour calls for all other city functions. They handled walk-in complaints, provided the security function for the building and oversaw the jail. If the dispatcher needed to take a break, they had two options. One was to have an officer relieve them by answering the phones and the radio. The other was to tell officers that there would not be anyone in dispatch for a few minutes while they went down the hall. As you can imagine, this was not an ideal situation since the phone and radio would not be answered. Sometimes they carried the radio with them. Police officers not only booked in their own arrests, they also had to walk through the jail every 30 minutes to check on detainees. Every day an officer The rotunda entryway leads to municipal courts on the west end of the building. was assigned to feed all of the detainees. Breakfast consisted of two doughnuts and cup of coffee. For dinner, they got a Beltbuster® hamburger from the local Dairy Queen and a cup of coffee. As the department continued to grow, the building seemed to shrink in size. Remodeling that took place 0 was seldom done by professionals. Police or city employees often did the work, which was always an experience. As we needed more office space, we lost the large sally port. The crime lab became the Records Division. The training room and criminal investigations area became the dispatch center. And areas that were designed to be temporary spaces are now eight to 10 years old. The new facility on Hwy. 10 is built for expansion. We will have a state-of-the-art jail facility, which affords not only nicer accommodations for detainees, but also safer environ-ments for both detainees and employees. We will have a training room that will allow us to provide in-service training which we currently contract with other agencies for and we will again have a crime lab to process evidence. Our employees do a great job and the building will provide a more professional location for them to work in while providing service to the citizens of Euless. — Assistant Police Chief Bob Freeman The open entryway offers a spectacular view of passing clouds. s WU Greenery Greenery planted in the plaza of the facility will soon be ready to greet visitors. Renovations are underway at Midway Recreation Center he best laid plans ... well, you know the story. What began as a simple two-week renovation project turned into a remediation and remodeling undertaking that will have taken 4 and a half months when finished. On August 18, 2001, the Midway Recreation Center was closed for minor renovations. But during the planning process, mold was discovered inside the building. Extensive testing was performed throughout the building to ensure citizen's health and safety. And now, renovations to remove the mold as well as many other exciting renovations are now underway. The remediation plan is not as extensive as originally thought. However, it does require the removal and replacement of ceiling tiles, sheetrock, insulation, vinyl wallcoverings, cabinetry and carpet. Therefore, the Center will be closed to complete these required items. In addition to this, we will have some exciting new upgrades to the facility when it is all finished. When the Midway Recreation Center reopens, you will see new carpet throughout the facility, new paint and walls, a resurfaced gymnasium floor, resurfaced racquet- ball courts, an expanded fitness center, new tables and chairs for the classrooms, a new floor in the game area and new signage throughout the facility. We are very excited about these improvements and believe you will be, too. The Parks and Community Services Department would like to acknowledge many partners in our community who have helped us through this extended, and extensive, project by providing access to their facilities for our programs and activities. It's always best to be prepared ... no matter what the emergency n light of recent events, everyone in America will have a change in their way of life. Due to cir- cumstances that continue to develop throughout the country, we as U.S. citizens, should be more aware and alert to our surroundings. As a standard practice, the City of Euless always recommends that each citizen prepare for an unexpected emergency no matter what the event. The office of Emergency Management recommends that each home have an easy -to -carry kit with a few essential items: Flashlight Radio with fresh batteries First aid kit Small supply of non-perishable food Water (1 gallon per person, per day) Can opener (manual) Essential medicine Cash or credit cards Prescription eyewear These kits will serve a valuable purpose in the event of any emergency. The following are simple procedures to follow in any given situation. Fire Install smoke detectors. Check once a month and change batteries twice a year. Develop and practice a home fire plan. Identify more than one way to escape from every room. If clothing catches on fire, utilize stop, drop and roll procedure. Flood Indoors – Utilize battery operated r case of power failure. Listen for notifications. Outdoors – Climb to high ground. Avoid any rising floodwater. In a car – If you come to a flooded street, turn around and find an alternate route. Never drive through flooded street. Terrorism Prepare to deal with a terrorist incident as you would prepare for any other crisis. Be alert and always aware of your surroundings. Take precautions when traveling. Do not accept packages from strangers. Inspect your mail before taking it inside. a) If you receive a letter with no return address and the letter is unexpected, throw it away. b) If you receive a letter with a substance leaking out of it, cover it up and wash your hands im- mediately. Call 9-1-1. c) As a standard practice, you should always wash your hands after handling the mail. Evacuations Authorities with the City will make the decision if an evacuation is needed, based on the type and duration of the incident. If evacuated — stay tuned to a radio or television for information or evacuation routes, temporary shelters and other procedures. Create an emergency communications plan with an out of town family member or friend who is unlikely to be affected by the same emergency. It is the mission of the Euless Fire Department to be the Department of Service Excellence. In the event of an emergency, your City representatives and officials will provide the best service possible in any given situation. If the City of Euless Fire Department or office of Emergency Management can assist you in any way, please call 817-685-1600. 1001 — A Year of Accomplishments Police Department • Completed the 13th Citizen's Police Academy with 11 graduates. • Completed the second Teen Police Academy with eight graduates. • Implemented computerized document storage system to streamline records process. • Purchased live scan fingerprint system to be implemented at the new Police/Courts facility. • Provided week-long youth summer camp for more than 100 kids throughout HEB area. • Implemented Gun Safety Program which included the distribution of free gun locks. * Expanded Citizen on Patrol program. Finance Department • Received the Distinguished Budget Award for the 2001 Budget and the Certificate of Excellence in Financial Reporting for the 2000 Comprehensive Annual Financial Report from the Government Finance Officers Association of the United States and Canada. * Completed the annual United Way Campaign, raising more than $5,300 for local charities. Planning and Development Department * Completed major amendments to city code that impact residential construction, energy conservation standards, minimum floor area and lot size. * Presented 104 individual cases to City Council, Planning and Zoning Commission and the Zoning Board of Adjustment. Issued 1,824 permits (building construction, garage sales, food handling, etc.). Issued 466 Certificates of Occupancy Facilitated Zoning Board of Adjustment Formal Public Hearing c the Amortization of the Dickey Apartment Complex in which ZBA approved a three-year period after which the complex must be razed. Public Works and Engineering Department • Installed 54,100 linear feet of water mains. • Installed 155,700 square yards of concrete pavement. • Installed 57,100 square feet of concrete sidewalks. • Picked up 1,617 animals. it Processed 511 animal adoptions. • Patched 1,727 pot holes. * Swept 849 lane miles. * Made and/or replaced 862 signs. Euless Public Library ,k Received a $96,548 grant from the Telecommunications Infrastructure Fund which purchased 30 new PCs and printers, added Internet access to the Youth area and upgraded software. * Provided notary service 369 times. * Increased program attendance by 37% over previous year. * Increased collection to 90,790 pieces. * Loaned 309,972 materials throughout the year. * Spanish collection was added with a grant from the Texas Book Festival. * Provided four MasterWorks Programs in collaboration with the Arts Council of Northeast Tarrant County. Economic Development Department * SuperTarget opened the last quarter of 2001. The additional leasing area should be ready by the spring of 2002 and pre -leasing is going well. tit Office Depot opened this summer with one of the most successful opening day sales in the Metroplex. • The Krispy Kreme Doughnut distribution center is in full operation and should be open around the clock, seven days a week by the end of 2001. They will have the capacity to produce 900 doughnuts per hour. • Two new fast food operations opened — Burger King and Jack in the Box. * Service King is currently under construction and is scheduled to open by the end of the year. • The new DFW Technology Center (old K -Mart building) has been renovated and is ready for occupancy. Fire Department • Fire Prevention Division completed 896 fire safety inspections. it Fire Marshal's Office conducted 46 suspicious fire investigations. it Adopted the 1997 Uniform Fire Code with amendments. • Implemented fully automated LifePak 12 cardiac monitors. * Initiated the Public Access Defibrilation Program by installing a wall unit in Midway Recreation Center and conducting staff training. * Completed the first two classes of the Citizen's Fire Academy. * Fire and EMS personnel responded to more than 4,700 incidents. • Fire Safety Education delivered 115 fire safety/prevention programs in eight elementary schools during October to an audience of approximately 4,800 students. * Held an Open House at Fire Station #2 in October. * Purchased a Fire Safety Trailer for education. It can also be used as a command center, if necessary. • Installed Mobile Data Computers in fire engines and ambulances. Parks and Community Services Department • Hosted largest Arbor Daze festival with an estimated attendance of 175,000. • Earned the "Texas Community Forestry Governmental Project" Award from the Texas Forest Service for Arbor Daze 2001. • Earned the "Best Environmental Festival" from the Texas Festival and Events Association for Arbor Daze 2001. * Hosted 15 tournaments at Parks at Texas Star with more than 500 participating teams and 15,000 spectators. • Hosted 15 special events that brought more than 250,000 visitors to Euless in 2001. • Heritage Park windmill was erected next to Himes Log Cabin. • Texas Star Golf Course was ranked #4 in the state by American Express' Travel and Leisure magazine. • Hurricane Creek Slope Protection project at Texas Star Golf Course was completed on hole #18 and begun on hole #9. New swings were installed at Trailwood, Blessing Branch and Heritage Park playgrounds. ,k New Tot Lot was installed at Midway Park. Received the Arts and Humanities Award from the Texas Recreation and Parks Society for the Theatre Program. Community Work Day If you are a member of a civic group or organization and are looking to help your community by volunteering, help set up for Arbor Daze 2002! On Saturday , April 20, volunteers will be setting up tents, stages and booths. Arbor Daze Join the City of Euless as we entertain our friends from across the state at Arbor Daze on April 26, 27 and 28. Volunteers are needed in all capacities. If you have a special talent or skill to offer, we'll put it to use. The City of Euless Parks & Community Services Department is looking for energetic and outgoing people. Eight Euless facilities featured in Open House on Saturday, March 23 ow many citizens have actually received a tour of Euless' new Fleet & Facility Services center? How about the new Parks and Community Services Department's administration offices? It is amazing how a former car emissions testing facility can be transformed into office space for 16 staff members. The opportunity to tour these facilities doesn't happen often, so be sure to attend Euless' City -Wide Open House. Pick up a contest entry card and get it stamped at your first stop. Then, continue to get your card stamped at the other seven facilities. When you are finished, turn your card in at your last stop and you will automatically be entered in our prize drawing. Prize winners will be notified by phone and/or email. To make your "Euless Tourist" journey easier, shuttles will be available for the facility tour. The City of Euless' Parks and Community Services Department is sponsoring the 14th Annual Christmas Tree Recycling Event. Beginning on December 26, residents can deliver their Christmas trees to the collection area in Midway Park (at the North Main St. entrance). Then, on January 5, the city will host an event that will feature a tree mulching demonstration and free mulch and tree saplings. Hot dogs and soft drinks will be served at the demonstration. The mulch that is produced from the Christmas trees is used by the Parks and Community Services Department throughout the year to maintain city parks and medians. Residents may bring their own bag to fill with mulch from the Parks Department for their gardens. Limit one bag per person, please. The Parks personnel may work with residents on additional quantities, if available.
