Greetings from Your Mayor
Greetings one and all,
Summertime, vacation time, fun time and of
course its relaxing time for all of us in the City of
Euless. We have so many activities going on, there's
no time for boredom. Do read about all the
recreational and athletic activities inside the
newsletter.
We welcome Veva Lou Massey to the city council
place 6 seat. Veva Lou was elected to fill Katie
Edwards' position when Katie decided to step down
from council. City council positions are elected for
three-year terms.
Have you driven by the Himes Log Cabin on Cullum Drive? It is a wonderful
cabin donated by the Himes family to the city. Bill Marquis of Stony, Texas has
refurbished the cabin to its original state and he has found so much history of the
times and the family while working on the cabin.
The Himes cabin is located in the Heritage Park alongside the Fuller House.
The city council named the park Heritage Park in early spring. The Ruth Millican
activity center is located in the park also.
When you visit the park you will notice the construction going on for our new
water tower. The tower will more adequately serve the southern part of Euless.
The site was selected because it is the highest elevation site in south Euless.
When the days get too hot to be outside, do visit the public library. The staff
has so many daily activities and some nighttime activities as well as for all age
groups. The reading program is well underway and computer usage seems to be
most popular, even for the little tikes. A list of activities is published every month
in the library.
Don't overlook the two magnificent ice hockey rinks at the Dr. Pepper Stars
Center located at the Parks at Texas Star. What a cool place to spend a day or
evening. The Center also has a food section plus a pro shop.
The city will host another Dixie World Series in late July and August.
Seventeen and eighteen year old youth from eleven states will be competing for
the championship title at our Parks at Texas Star. The younger ball players last
summer really enjoyed being in Euless and their families especially enjoyed
meeting our families. Do come out and support these teams.
Dont forget our summer musical in the park. For two weekends in July you
can bring your coolers and blankets or lawn chairs and enjoy the night air with
great family entertainment at the amphitheater in the Villages Bear Creek Park.
The police and courts facility is finally under construction on Highway 10.
The site is in the former location of the Western Hills Inn. Completion is
scheduled in 2001 and it will be a facility the citizens of Euless are proud of.
The members of the Crime Control and Prevention District will be facilitating
meetings for our citizens to encourage participation in the August 12 election
date to extend the quarter cent crime tax. Do read the article regarding this most
important election inside the newsletter.
The City of Euless proudly recognizes its volunteer citizens. We simply could
not do all the wonderful activities we do without the help of hundreds of
volunteers. Arbor Daze, Christmas Parade, Texas Trash -off, Citizens Police Patrols,
and on and on, all depend on volunteers. We have the best volunteers and do
thank you everyone. Our volunteer of the year for the city is Lou Baum. Lou is a
man of many talents and graciously shares those talents all over the city. Thank
you, Lou!
Do circle Tuesday, August 1, on you calendar. This is National Night Out
across the United States. We urge you to join your neighbors by turning on your
porch light and gathering together and getting to know one another. This is a sure
way to help keep criminals out of your neighborhoods.
Watch out for children at play during the summer months and use your
water sparingly. Take advantage of all the free activities your tax dollars provide
and please be patient with all the road construction going on. Remember we are
Building a Better Tomorrow for our Citizens.

Veva Lou Massey Elected to City Council
Euless Citizens have elected
a new Council Member. Veva
Lou Massey will serve a three-
year term in City Council, Place
6, the seat vacated by former
Council Member Katie
Edwards. Ms Massey has been a
resident and business owner in
the City of Euless for more than thirty-five years. She
and her husband David have been married thirty-
eight years and have two children and five
grandchildren. She retired from the Department of
Defense after serving thirty-seven years overseeing
the compliance of government contracts. Ms Massey
has said she is an independent who will work to
represent the interests of all the citizens of Euless
and encourage citizen participation in the
government of their city. Her goals are strong
support of the Police, Fire, Park & Recreation, and
Public Works departments, and the expansion of the
City's business base, especially on major
thoroughfares such as State Highways 360 and 121,
and as State Hwy 10 continues to develop, the
ultimate goal is property tax relief.
Crime Control and Prevention District Election
The Crime Control Board has called an election for
Saturday, August 12, 2000, for citizens to consider
extending the quarter -cent crime tax. Euless residents
overwhelmingly passed quarter -cent crime tax in
1995, which allowed the City to receive this tax for five
years. The sales tax is collected on purchases made in
the city so non-residents as well as residents who shop
in Euless pay a quarter -cent tax to the Crime Control
and Prevention District (CCPD).
"The crime tax has allowed our department to
expand its operations to better serve our residents,"
said Chief Leonard Carmack.
The sales tax has allowed the Euless Police
Department to hire additional police officers,
purchase vital crime scene equipment and begin
building a larger police and courts building. With the
addition of four police officers, the Police Department
has been able to staff a sixth community policing
district decreasing the response time to emergency
calls. A dual purpose K-9 unit has become an
instrumental part of the Euless Police Force by
detecting drugs and searching for lost children and
elderly. Additionally, a communications system was
purchased which allows the 911 Center to have direct
radio contact with all public safety personnel in the
field. The tax also funded a new computer system
which provides computer aided dispatch, record
management, jail and property management, and
information to the officers through laptop computers
in the police vehicles.
The present police facility, which was designed for
approximately fifty employees, currently has one
hundred and twelve employees trying to work from
small, tight areas. The new police and courts facility
will provide the needed space for expansion as the city
continues to grow.
The state legislature amended the original law to
allow citizens to pass the crime tax for additional years.
The CCPD will be asking for a twenty-year renewal of
the crime tax to allow for the twenty year debt on the
new Police and Courts Facility to be paid off.
The original law that allowed the Crime Control
and Prevention District to be formed states that voters
must renew the District at the end of five years or it
automatically terminates. During June and July the
Police Department will be hosting several public
information meetings regarding this election. These
meetings will inform residents about the CCPD and
what the Police Department projects the quarter -cent
crime tax to be used for in the next twenty years.

Euless Recycles!
The City of Euless has a comprehensive recycling
program that offers residents an environmental
alternative to extending the life of our landfills and
seeking to protect our natural resources. In order to
reduce the amount of waste being transferred into our
landfills, we must actively seek to recycle acceptable
products and participate in the programs offered in
our community.
Euless' recycling program is a blue bag program.
Blue bags are special bags that hold recyclable items
and can be recycled in the process. These bags can be
purchased at Euless grocery stores and can be placed
at the curb on your specified recycle pickup day. The
blue bag should be placed at the curb before 7:00 a.m.
on pick up day but not before 8:00 p.m. the day
preceding your scheduled pickup.
The City of Euless contracts with Community
Waste Disposal (CWD) to pick up and recycle blue
bags and items placed in apartment recycling bins.
CWD has been disposing of Euless recyclables since
1993.
Euless residents can recycle the following:
• Aluminum (soda cans)
• Plastic containers - on the bottom of
plastics, you will notice a triangle with a
number inside. Numbers 1, 2, 3, 4, 5, and 7
are accepted in Euless. (plastic bags and
number 6 are not currently accepted)
• Glass - all unbroken bottles and jars
(green, brown, blue and clear)
• Tin food cans - examples include soup
cans and vegetable cans.
• Dry newspapers, magazines, catalogs and
phone books - all paper items should be
placed in a separate sack from the other
recyclables.

Upcoming Recycling Events in Euless
Project Redirectory
Beginning July 1st, Southwestern Bell Yellow
Pages will deliver new telephone books to Euless
residents. The City of Euless will have a
designated recycling bin in the Building "A"
parking lot for residents to properly dispose of
their old telephone books. The phone books will
be taken to the Silver Creek recycling and
composting facility in Fort Worth to be shredded
and used for composting material. Residents are
encouraged to watch the city cable channel 16 for
specific dates regarding this event.
Remember that Euless residents can recycle
phone books on their regular recycling pick up
day (any time of year).
The Environmental Collection Center
accepts: acids, aerosol cans, antifreeze,
batteries, brake fluid, craft chemicals,
degreasers, drain cleaners, fertilizer, fluorescent
lights, herbicides, hobby chemicals, household
chemicals, paints/stains, paint thinners, pest
strips, pesticides, pharmaceuticals, pool
chemicals, solvents, and transmission fluids.
The ECC does not accept: ammunition,
explosives, gasoline, medical waste, radioactive
material, smoke detectors, tires and waste
generated by businesses.
Upcoming Recycling Events in Euless
The Environmental Collection Center and the
City of Euless are hosting a Household
Hazardous Waste (HHW) event on September 9,
2000. Residents can bring their HHW to the
Municipal Complex, Building A parking lot, for its
proper disposal in the HHW Mobile Unit. The
HHW that is collected from Euless residents will
be transported from the mobile unit to the
Environmental Collection Center located in Fort
Worth. Residents will need to bring a current
utility bill as proof of residency.
Euless Volunteer of the Year
The City of Euless is proud to have such dedicated
and hard working citizens in our community. There
is one citizen though that is always looking out for
the betterment of fellow citizens and the community.
This citizen, Lou Baum, is an active volunteer who
has contributed his boundless energy into several
events and issues important to the city and its
residents. The city has recognized Baum as Euless'
Volunteer of the Year for 1999.
"Lou Baum is a man of many talents with a heart
full of compassion," said Mayor Mary Lib Saleh. "His
caring for his community is demonstrated in various
ways ---from initiating a Community Policing
program to leading a neighborhood association to
leading the Community Police Academy to
volunteering for Arbor Daze. Every city needs more
Lou Baum's and we are grateful that Lou lives and
contributes to the City of Euless."
Lou Baum has served as the Chairperson for the
Citizens Action for Revenue Enhancement (CARE)
committee; President of the Euless Citizen Police
Academy Alumni Association; Vice President of the
Euless Crime Control and Prevention District; and
Past President of the Morrisdale Neighborhood
Association (an active citizens group in Euless).

Real -Time Ozone: Awareness for Air Pollution and
Public Health
For the first time in Texas, the D/FW area will not
only be promoting tips for ozone prevention, but the
TNRCC, along with partners, will publicize and issue
Air Pollution Warnings. The Warnings will go beyond
the former Ozone Action Day notice, which
predicted when ozone levels might exceed federal
standards, as a prevention measure.
TNRCC will issue health warnings via e-mail
when pollution levels are determined to meet the
Environmental Protection Agency's criteris for
possible health risks. The process will use standard
weather terms:
• Air Pollution Watch
• Air Pollution Warning
An "Air Pollution Watch" will be issued for a day
predicted to be a public health risk. If air pollution
levels actually reach unhealthy levels based on
monitor readings, the TNRCC will automatically
reach unhealthy levels based on monitor readings,
the TNRCC will automatically issue an "Air Pollution
Warning" via e-mail from TNRCC's Austin
headquarters to local authorities, news organizations,
and interested citizens within approximately 30
minutes after ozone measurements reach unhealthy
levels. The messages will be publicized through
colors: level orange, level red, level purple, with purple
being the worst. The following chart defines the tired
color warning system based on EPA's Air Quality Index
(AQI). Anyone can sign-up for e-mail notification of
high ozone levels occurring in the D/FW area by
sending e-mail to the TNRCC (leave both the subject
line and messages area blank). Real-time measure-
ments for ozone (and other pollutants) can be found

Ten Ways to "Do Your Share for Cleaner Air" throughout the Ozone Season
1. Limit your driving — Try not to drive at all, especially before 10:00am. Consider walking or riding your
bike when making short trips. Carpool or ride the bus to work -reduced transit fares exist!
2. Minimize cold starts by combining trips. Most vehicle emissions occur when an automobile's engine is
cold.
3. Avoid "jack rabbit" acceleration. Fast starts use more gasoline than slow ones.
4. Avoid excessive idling. Drive during off-peak hours to avoid traffic. Avoid highway construction and
drive-through windows.
5. Drive your lowest emission vehicle, usually your newest and most fuel-efficient car.
6. Refuel carefully and in the evening when it is cooler. Avoid spilling gasoline, and check to make sure
your gas cap seals properly.
7. Maintain your vehicle. Get a tune-up.
8. Keep the car in the garage when not in use. Garages reduce the day -night temperature swings that can
cause gasoline vapors to escape from your tank into the atmosphere.
9. Do not mow the lawn or use gas powered equipment in the morning. Lawn care machines produce a
significant amount of pollution -one hour of operation equals 50 miles of car driving. Use electric or
hand powered models.
10. Limit chores. Try not to use oil-based paints, varnishes, degreasers, or lighter fluids.

Himes Log Cabin
Seeking to preserve Euless' history, Shirley
Melson Himes has donated the Himes Log Cabin to
the City and the City is currently restoring one of the
oldest surviving structures in our area. Andrew
Jackson "Andy" Himes constructed the Himes Log
Cabin around the 1850's. The house was originally
built with oak wood and only had one room with a
loft for sleeping. It was eventually expanded into a 2
bedroom house with modern materials that
accommodated a family of the twentieth century.
The Historical Preservation Committee
recognized the significance of restoring the original
log cabin into something that could be shared by
future Euless generations. The Himes family donated
the house to the city with the assurance that the
original oak wood and frame would be restored
closely to its original state. After considerable
research, the City learned about the quality of
restoration by Bill Marquis who is well known across
the state for restoring historical sites. Marquis was
hired by the City to restore the Himes Log Cabin,
which is located in Heritage Park. The Himes Log
National Night Out
Citizens across the nation will be turning on their
porch lights, sharing ice cream with neighbors and
spending time outside in their neighborhoods as
they come together for National Night Out. This
special night has been designated for Tuesday,
August 1, and the Euless Public Safety Departments

House has original items from when Euless was
founded through the twentieth century.
"Restoring the Himes house is yet another way we
can preserve Euless' history for future generations,"
said Mayor Mary Lib Saleh. "We know that youth and
adults alike will want to visit this house with such
important historical significance."
City Officials hope the Himes Log Cabin will also
be a museum that future generations will want to
visit to learn about Euless' history. For additional

police -community partnerships, crime and drug
prevention awareness, and safety and neighborhood
unity. National Night Out will be held on Tuesday,
August 1, and residents are encouraged to notify the
police department if your neighborhood plans a
picnic or social gathering so police officers can be in

Dixie Majors World Series in Euless
The City of Euless is proud to host the Dixie Majors
World Series from July 29 -August 3, 2000. Dixie Boys
Baseball, Inc., selected the Parks at Texas Star as the
site for this year's Dixie Majors World Series after
having such a successful Dixie Pre -Majors World
Series at the ballpark last year. Last year's tournament
brought hundreds of families from across the
southwest region into the City of Euless to cheer their
fifteen and sixteen year old youth in this major
tournament.
The Dixie Majors World Series will have the best
seventeen to eighteen year old youth teams
competing for their state to win this coveted baseball
championship. The event will host teams from across
the south including Alabama, Florida, Virginia,
Tennessee, Louisiana, Georgia, North Carolina, South
Carolina, Arkansas, Mississippi, Texas and a host
team from Euless.
"By hosting such a premier event in boys baseball,
Euless and the Parks at Texas Star are being
recognized as one of the leading amateur sports
centers in the country," said Rick Herold, Director of
Parks and Community Services. "We are pleased to
have such a positive relationship with Dixie Boys
Baseball and hope that this partnership continues for
many years to come."
Dixie Majors Baseball was developed by the Directors
of Dixie Boys Baseball (ages 13-14) because of the
growing need for a program for Dixie Boys Baseball
graduates. After playing on a medium sized field in
the Dixie Boys Baseball program, they graduate to a
regulation -sized field in the Dixie Majors and Dixie
Pre -Majors Baseball. The objective in developing
Dixie Baseball was to make available an organized
baseball program for boys graduating from other
youth baseball groups. It permits these boys to
continue in a supervised athletic program competing
with boys of their own age and ability.
The opening ceremonies for the World Series will
begin at 7:00 p.m. on Friday, July 28, at the Parks at
Texas Star, 1501 S. Pipeline. There will be a parade of
the teams onto the field with an exciting fireworks
presentation. Opening ceremony tickets are $10.00
and can be purchased at Midway Recreation Center,
300 W. Midway. The World Series will begin on
Saturday, July 29, and will be held at both the Parks at
Texas Star and Trinity High School (for the first two
days; Parks at Texas Star for final tournaments). Daily
admission for adults is $4.00 and Senior
Citizen/ Children (under 6) admission is $2.00.
Admission tournament passes can be purchased for
the entire event with adult passes being $12.00 and
Senior Citizen/ Children passes being $6.00.

p.m. outdoors in the Library Amphitheater.
End of Summer Ice Cream Party
Children of all ages are invited to an ice cream
party in the library meeting room on August 1 at
2:30.
Romance Authors to Speak
Romance readers won't want to miss this evening
with romance authors August 21 at 7:00 p.m.
Featured authors will be Shelley Bradley, Shauna
Swendson and Jane Graves.
Literary Lone Stars
Some of the best-known Texas authors will be
speaking in a panel presentation at the library on
September 18 at 7:00 pm. Each of the authors has
written about Texas history, and their books include
fiction and non-fiction topics. Authors confirmed at
press time include Stephen Harrigan, author of the
critically acclaimed novel The Gates of the Alamo,
Elizabeth Crook, author of The Raven's Bride, a novel
about Sam Houston's first wife and Gregg Cantrell,
author of Stephen F. Austin, Empresario of Texas,
considered by many to be the definitive biography of
Austin. Authors will be reading from their works and
there will be time for questions from the audience.
Books will be available for purchase and signing. You
won't want to miss this outstanding author event!
Teen Read Week
The Euless Public Library will be joining with
other libraries around the country to celebrate Teen
Read Week, October 15-21. A variety of special
events, appealing to teens will be offered. Call the
Youth Services Desk at 685-1492 for Jr. High events
and the Reference Desk at 685-1489 for High School
events.
LIBRARY FOUNDATION GALA
The Library Foundation will hold a casino
Gala on October 28, 2000 at Dr. Pepper Star
Center. The foundation supports the City
Library with funds for special projects,
programs and artwork. The foundation the two
bronze statues in the Library Garden. The
foundation is working to purchase additional
statues for the Library campus. Membership in
the foundation is open to all citizens. For more

• A complete Parks Master Plan qualifies the department for
additional points in the grant application process.

Texas Star Concert Series
The Texas star Music Series is back with your favorites and some
new exciting talented performers. One concert per month will be
held from September through March.
September 23 Gary P. Nunn @ the Dr Pepper StarCenter, the
progressive country singer and songwriter.
October The artist for October will be announced soon.
November 18 Tab Benoit, talented guitar player and rock'n blues
singer @ the Dr. Pepper StarCenter
December 31 Trout Fishing, will bring in the New Year with there
fun and enjoyable style of music

CHILI N' WITH SANTA & RUDOLPH
(Ages 2 and over)
Come one, come all to eat dinner with Santa and his reindeer. Mrs.
Clause will be serving her famous chili, frito pies and holiday
punch. Rudolph will make a special fly -by from 5:30-6:30pm. Bring
your own camera. Christmas entertainment will be provided in the
gym. Please register by December 7th.

"TRAILS OF TREATS"
(and Carnival Games)
(Ages 8 & under)
Come walk the trail of adventure and excitement within Midway
Recreation Center. Hold your friends hand as you cross the river
of fish to the cave of birds and then crawl to the end of the trail
where you will enter a carnival of games and treats. All children
must be accompanied by an adult. Please register by Friday,
October 27th. (Costumes are optional.)
