The excitement of vacation, parties, religious services, choirs, festive decorations, and family gatherings make for a wonderful season of sharing and good will to others. Our city Christmas Parade is scheduled for Saturday, December 11, and I hope to see many of you there. We are combining two of our city publications, the Mayor's Newsletter and The Star, into one comprehensive magazine citizens can use to reference city information and activities in our city. This magazine will be published four times a year, and we hope you like the new look. We thank every citizen that exercised their privilege of voting in the Motor Vehicle Rental Tax election. With the passage of this tax collection on short-term rental cars, the City of Euless anticipates collecting about three million dollars a year. We expect the new Consolidated Rental Car facility at the airport to open in late spring. This is truly a win-win for all. We especially want to thank the citizens of the Education Committee for all the tireless, long hours and diligent work they volunteered to help pass this election. As we have said many times before, volunteers are our best assets! We have included the names of the newly appointed Board and Commission members. These citizens will volunteer their time and talents to better serve our community. We appreciate those who serve and all the board members who have served us so well in the past. Thank you, thank you. Finally, after much preparation, we are starting our new courts and police building on Highway 10. This project will take approximately eighteen months to complete, but it is one you will be proud of for many years to come. For the sixth consecutive year, we will have Town Hall meetings in January and February. These meetings are open to all citizens, and we hold them in the four corners of the city. This is a great opportunity for you to get to know your city council members and city staff members. We have open question and answer sessions, and we welcome new ideas and suggestions. Our city library continues to offer more and more activities for all ages. Our citizens can choose from books, videos, musical programs, book reviews, educational programs, business information, and many children's activities. The new teen section has been well received, and we continue to receive kudos for our genealogy section. There are special holiday presentations scheduled, so come and enjoy. As this millennium comes to a close, we need to look back and review all the accomplishments made in our City. We are recognized as a progressive, dynamic, and growing city that is respected by others for our government, services, athletics, parks, library, churches, schools, infrastructure, and our development. As we move into the new millennium, I encourage each of you to join together to Build a Better Tomorrow for our future citizens. May you share many blessings in the coming year. The City of Euless is hosting the sixth annual Parade of Lights on December 11, 1999. Parade of Lights is a community event that unites citizens for the Christmas holiday season. Neighborhood Associations, businesses, schools and community organizations join together to light up the streets and spark the holiday spirit in Euless. This annual event has attracted crowds of over 6,000 spectators who line the streets watching the spectacular array of lights. "This event grows each year and I think the community really enjoys watching the creativity of the parade participants," said Ray McDonald, Special Projects Supervisor. "We usually have over 60 participants who definitely spread good cheer and fun to everyone who attends." Vince Vance and the Valiants will be performing at 4:45 p.m. prior to the actual starting of the parade. They will be performing their famous Christmas song, "All I Want for Christmas is You," along with other Christmas carols. The performance will be held at Midway Recreation Center, 300 W. Midway, Euless. The parade will begin at the intersection of Fuller Wiser and Midway Drive and proceed west on Midway Drive to Trinity High School. The schedule for this year's Parade of Lights is as follows: 4:45p.m. — Pre -Parade Festivities in front of Midway Recreation Center, 300 Midway Drive. Vince Vance and the Valiants will perform Christmas favorites. Th Larry Lee Gafford Humanitarian Award ach year, a student from Trinity High School is selected by students and teachers from individual nominations to receive the Larry Lee Gafford Humanitarian Award for their humanitarian contribution to the community. The award is designed to recognize the volunteer work and giving character of a unique senior from Trinity High School. This award was established in 1978 and is sponsored by the Leroy Gaffords and the Euless Police and Fire Associations. Nominations from the public describing a graduating male or female who has excellent moral ,, character will be accepted until January 15, 2000. Leah Benoit, Citizens Police Academy Alumni Association member, was presented the award for the Best Citizens Police Academy Alumni Association Member in the state of Texas by Deputy City Manager Gary McKamie. Euless Fire Department raised more funds for the Northeast Tarrant County Relay for Life event than any other Fire Department in the County. The City of Euless converted its seventeen-year old computer software to be Y2K compliant. Twenty-four Euless residents graduated from the Euless Citizens Police Academy. Parks and Community Services received three awards from the DFW Park and Recreation Director's Association. The Finance Department was awarded the Distinguished Budget Award from the Government Finance Officers Association of America and Canada. Arbor Daze won three awards from the Texas Festival and Events Association. The Police Department held the first Youth Citizen's Police Academy and graduated seven high school students. Public Works delivered 2,543,717,000 gallons of water to Euless residents and businesses. The Police Department successfully implemented the CRIMES computer system. Fire Department received a commendation from the State of Texas Division of Emergency Management for the city's Emergency Operation Plan. American Society of Landscape Architects awarded the Parks at Texas Star with the "Best New Parks Design." Fire Department acquired and placed into service a new Mobile Intensive Care Unit. There were 152 dogs and 258 cats adopted from Euless Animal Services during the 1999 fiscal year. Glenn Porterfield was elected to Place 5 on the Euless City Council. Texas Star Golf Course was named in the Top 40 Golf Courses in Texas by Texas Golf. The North Central Texas Council of Governments presented the cities of Euless, Dallas and Fort Worth, along with DFW Airport, a Regional Cooperation Award. The cities received the award for their Revenue Sharing Agreement, which states that these cities will share any revenue generated from property developed on DFW Airport property within the city limits of Euless. Euless City Council decreased the tax rate to $.514, based on a $100 valuation. Texas Star Golf Course held the Collegiate Players Tour National Championship in August. Over 95 collegiate players from colleges across the country competed for the golf crown. managerloe Hennig. The team from Georgia won the World Series, beating eleven other teams from the southern states. National Night Out was another tremendous success with over 1000 people participating in this national event against crime. Thousands of participants lined the streets for the annual Christmas Parade of Lights. A new Junior and Senior High area was designated in the Euless Public Library to encourage teen patrons to utilize library services. Police Department implemented the Citizen on Patrol program. Finance Department was awarded the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of America and Canada. Westpark Way was expanded to a five -lane road (four lanes and one turn lane) and received extensive landscaping enhancements. The Parks and Community Services department added over 150 trees to city parks. S.H. 157 has been under construction to expand the highly traveled thoroughfare to a seven -lane road (four driving lanes, two parking lanes and one turn lane). Landscaping of the street will begin the first quarter of 2000. Joe Hennig was selected as Euless' City Manager in February and assumed his duties on March 1, 1999. Fire Department conducted 118 fire and arson investigations. Council Member Glenn Porterfield was Glenn Walker elected to Place 5 on the resigned from the City Council, which Euless City Council was previously held by in April 1999. Glenn Walker. No 1999 YEAR IN R EV I EW The City of Euless Planning and Development Department was selected to receive the 1999 "Excellence in Planning Award" from the Texas Chapter of the American Planning Association. Arbor Daze was selected as the eighth largest event in Tarrant County. (by The Fort Worth Business Press) Public Works completed 413,946 square feet of reconstruction and overlays during the 1999 fiscal year. The Euless Public Library implemented ten computer stations with Internet access for public usage. Fire Department received recognition from the International Association of Fire Chiefs Operation Life Safety for outstanding fire safety statistics and zero life loss due to fire in the 1998 calendar year. Softball World hosted nine major adult softball events, with 455 teams staying in Euless. The Euless Library Foundation raised funding for another bronze sculpture, "Once upon a lifetime..." Bill and Boyce Byers were selected as Euless'Volunteers of the Year. The Euless Fire Department received a $1500 donation from Jimmy and Helen Payton and the National Automobile Dealers Charitable Foundation to help purchase a Fire Safety House. The Dallas Stars and Texas Star Sports Centre are joining together to bring the City of Euless a Dr Pepper StarCenter. The ice rink facility will be open in the spring of 2000. As a major headliner of national news, Granny D marched through Euless on her campaign reform trail across the fifty states. Recycle it!l The city uses the mulch throughout the year to maintain city parks and medians. Residents also request mulch from the Parks Department for their gardens and flowers. Residents can dispose of Christmas trees (with no ornaments or lights) at the designated area of Midway Park between December 26 and January 8. On January 8, the city will host a tree mulching demonstration and will give away bags of mulch and tree saplings to the public. Additionally, hot dogs and drinks will be available for free to anyone who participates in the recycling event. Euless Selects New Economic Development Director xperience, knowledge and familiarity with development in the City of Euless were leading factors for the selection of Andrea Baxter as the new Director of Economic Development. Baxter has been an instrumental player on the Euless team for seven years, having contributed to the success of many projects including the building of the Texas Star Conference Centre, the construction of the Parks at Texas Star Athletic Center, the updating of water and wastewater master plans, and the demolition of Western Hills Inn. Baxter graduated from Texas A & M University with an Engineering degree and has been involved in the processes of building and designing developments since she began her career as a Project Manager and Engineer. She began her tenure in Euless as the Assistant City Engineer and has been a significant contributor to the completion of several projects including federal ISTEA projects. By contributing to the development of projects from the infrastructure to completion (from both private to public perspectives), Baxter knows the importance of working with developers on both new and revitalization projects.
