Are you ready to enjoy our millennium event? The Council and staff have been diligently working to bring extra goodies to our community for the best Arbor Daze festival ever! Mr. Robert Stanton, Director of the National Park Service, and Jim Hull, of the Texas Forest Service, will be our very special guests for the opening ceremonies on April 28, 2000. The City of Euless has been designated the Official State of Texas Arbor Day celebration for 2000. What an honor! Our new police chief, Leonard Carmack, came on board in January as did our new city judge, Lacy Britten. They are both a great addition to our staff and we have included articles about each of them in this publication. We thank Judge George Boring for serving us for twenty-five years and our police chief Gary McKamie for his twenty-five years in the police department (Gary has been promoted to Deputy City Manager). And our longest tenured employee at the City of Euless, Julia Wakeley, retired in March after thirty-five years of serving in the Leisure Services department. We wish her happy days in retirement. We have completed our seventh year of Town Hall meetings at schools in each area of our city. We appreciate those citizens who attended and provided input at these meetings. We also appreciate all the time and talent of our Council and staff who participated in the meetings. Over 200 citizens attended the MasterWorks Music Series event in the Euless Public Library, "The Magic Flute." Excitement abounded and what a thrill to see our young people enjoy the art of music. The next MasterWorks Music Series event will be listed in The Library Times, a newsletter located in the library. Did you read about the latest award regarding our Texas Star Golf Course? Golf veek magazine rated thirty municipal golf courses in the United States and Texas Star was selected as number fourteen. Only one other Texas golf course was selected in the Top 30 Municipal Golf Courses. Kudos to our entire golf staff. Have you driven by the Parks at Texas Star lately? The newest addition is the Dr Pepper StarCenter ice facility. The building encompasses two full size hockey rinks, stadium seating, a pro shop and many other amenities. We anticipate the facility opening April 27, 2000. Since Euless residents passed the Motor Vehicle Rental Tax last November, we will begin collecting sales tax on the giant car rental facility at Dallas/FortWorth Airport that opened in March. It is a beautiful building located in the Euless city limits of the airport. We will reap many benefits from this new Rental Car Facility. The City Council has called for a joint election with the school district for May 6. We encourage you to exercise your right to vote because it truly does make a difference. We have a great city and it is because you take the time to express your opinion through your vote. Together we can Build a Better Tomorrow when we become involved with our city. He has received many honors during his career including the Heritage Award for Outstanding Public Service and the Outstanding Hero Award for Leadership in Parks, Recreation and Conservation. Stanton is the fifteenth person to serve as Director of the National Park Service since the agency was established in August 1916. Vince Vance and The Valiants Micro Sirens Weather conditions rapidly change in North Texas, which keep most local natives actively watching for notifications or other indications of inclement weather. The City of Euless wants to provide the best notification system possible to local residents and businesses to insure their safety during dangerous situations. The Office of Emergency Management believes that micro sirens in resident's homes and businesses provide one of the best notification systems in the city. Micro sirens are an emergency notification device that alerts local residents of severe weather or other man made disasters, such as hazardous material related incidents. It is an electronically operated alarm with a battery back up (8-12 hours) in the event of a power outage. "Micro sirens expand our ability to reach our residents quickly in the unfortunate event of an emergency," said Joe Hennig, City Manager. "We are able to provide residents with specific information pertinent to our city. We can also provide directions if residents need to take cover or remain in their house until the emergency is over." The micro sirens alert residents on three different levels of activation: condition green, yellow and red. New Judge Presiding in Euless City Officials have selected a new judge to preside over the Municipal Court in Euless. Lacy D. Britten will be judging municipal cases in the Euless courtroom for the next two years. Britten owns The Britten Law Firm in Bedford and has been practicing law since 1992. She has been practicing in the areas of criminal defense (adult and juvenile), education/ school law, wills and trusts, and general business law. "I am very honored and pleased to have the opportunity to serve the City of Euless as Municipal Judge," said Britten. "I have enjoyed getting to know the employees and wonderful people in the city." Prior to The Britten Law Firm, Britten was a Field Sales Representative for the West Group and was the First Assistant/Chief Felony Prosecutor for Ellis County and the District Attorney's Office. She obtained her J.D. Degree from Baylor University and became licensed to practice law in the State of Texas in 1991. "She brings many opportunities to Euless and is a great addition to the city." 7 Census The City of Euless is encouraging citizens to complete the census form they receive in the mail and return it to the Census Bureau. It significantly impacts the federal funds delegated to our community, which in turn significantly impacts Euless residents. City Council and School Board Elections he City of Euless has • te May called an election on May 6, 2000, for two places on the City Council. The City of Euless and the HEB School District will have a joint election allowing for residents to conveniently vote at one time for both the city election and the school district election. The two places on the City Council that are open for three-year terms are places five and six. Place five has been held by Glenn Porterfield, who was elected last May when Glenn Walker resigned from the Council. Porterfield has officially filed to run again for Place five. Place six has been held by Katie Edwards, who was elected in November 1995 and re-elected in May 1997. Edwards has announced that she will not be seeking re-election due to other commitments. Carroll Coles Scott, Veva Lou Massey and Sandra Pring have filed to run for Place 6. NO SPRING REVIEW - Home Fire Safety Check By Michael Logan, Fire Marshal pring is the season that many choose to do their major house and attic cleaning. It is also a good time of the year to assess your home fire prevention practices. The following are a few basic tips for you to follow to help insure a fire safe environment in your home. Smoke Detector Check: It's a proven fact that working smoke detectors save lives. There are many Euless citizens that can testify to this fact. If you do not have a smoke detector in your home, you may call the Euless Fire Department to obtain a free smoke detector. If you are living in a rental property, State Law requires that the property owners provide smoke detectors at the entry of each of the bedrooms. If smoke detectors have not been provided or the property owner refuses to comply with your request to provide them, then you may contact the Fire Marshal's Office for assistance. If you need any assistance in regards to the placement of smoke or heat detection devices, call the Euless Fire Department at (817) 685-1600. A working smoke detector is your best chance for survival in a night fire. Operation E.D.I.T.H. (exit drill in the home): One of the best ways to insure that you and your family can survive a home fire is to have an escape plan and practice it at least twice a year. Each and every member of the family needs to know what to do in the event of a fire. First, have a plan of action. Discuss escape routes with all family members and how to use them. Second, have a meeting place outside the home where every member will gather after the escape. Third, practice your plan. This is very important, especially for the children in the household. These procedures are being taught in our elementary school fire safety education program so any practice that you do in the home only re -enforces the survival techniques being taught. Identify and locate hazards or potential hazards: We generally feel secure in our homes. However, when it comes to fire hazards our homes rank near the top. The storage of flammable or 10 combustible liquids I i FIRE SAFE is an ever present danger in our garages, kitchens, laundry rooms, storage buildings and pool sheds. The best prevention method is to follow the safety rules printed on the labels, use common sense in the use and dispensing of the product, and in the storage methods. As you go about your spring cleaning, be sure to properly discard paints, aerosols, thinners, gasoline, oil or other flammable, combustible or hazardous type materials. The City of Euless participates in a drop-off environmental collection program of household waste. The Environmental Collection Center (ECC) is located at 6400 Bridge Street, Fort Worth. The ECC is open on Thursdays, Fridays and Saturdays and residents must provide proof of Euless residency. You must practice Fire Safety to be Fire Safe: The possible loss of life by fire or a serious fire injury to you or a family member depends on your actions or non -actions. We encourage families to get into "the walk around habit." If you or a family member is a smoker, make sure that matches or lighters are kept where children can not reach them. Do not leave any open flame devices unattended, such as candles. Never leave cooking materials on the stovetop or place portable space heaters near combustible materials or unattended. Fires are generally caused by human error. By being conscious of your actions, following sound safety practices, and knowing what to do in an emergency, you have a heightened awareness to protect your family and home from a serious fire event, injury or death. New Police Chief Leads Officers Since the commencing of the New Year, there has been a new police chief at the helm of the Euless Police Department. With over twenty-four years of law enforcement experience, Leonard Carmack was selected as Euless' Police Chief because he is a qualified and committed police officer who has dedicated his life to law enforcement. He is very familiar with the City of Euless, as he has served his entire career in the neighboring city of Irving. He served as an Assistant Chief of Police in Irving since 1995. His responsibilities included the areas of Field Operations Bureau, Administrative Bureau and Investigative Services Bureau. "The Euless Police Department is recognized as an exceptionally professional organization," said Leonard Carmack. "I am honored to have been selected as a member of their team." Carmack is a graduate of Abilene Christian University and also attended the Federal Bureau of Investigation (FBI) National Academy. He received his Master Peace Officer Certification in 1995 and is a member of the International Association of Chiefs of Police. He has served in Leonard Carmack multiple capacities in the Irving Police Department, which will provide enhanced insight and knowledge to the Euless Police Department. "We had a number of well-qualified applicants who were considered for the position," said Deputy City Manager Gary McKamie. "We felt that Leonard is a perfect fit for our department and our vision for the future." Carmack retired with the City of Irving at the end of 1999 and assumed his new role as Euless' Police Chief on January 4, 2000. This will be the second Dr Pepper StarCenter in the Metroplex, joining the Dallas Stars existing training facility in Valley Ranch. This 95,000 square foot facility has two regulation -sized ice rinks, seating for up to 600 spectators, a viewing area and party rooms. A concession stand will be included to serve not only the needs of the facility, but will also be accessible from the outside, allowing Parks at Texas Star visitors to take advantage of the available refreshments. In addition, a pro shop will be available with the latest Dallas Stars, Texas Rangers and Texas Star merchandise.
