a n , Jr., Councilmen Bobby F u l l e r , H. M. Huffman, Roy Braswell, and Lee Roy Nix. Also present were Mayor-elect J. S . Anderson, Councilmen-elect 8. L. Byers and B i l l y F. Owens.
V i s i t o r s i n attendance were Messrs. Charles Hinton, J i m Forrester, Leon L e v i a t t , Woodrow Thompson, Russell Crawford, Hershel Morgan, Dan Peters, W. L. Bondurant and
James Cribbs. The Council meeting was opened w i t h a prayer by Mayor-elect J. S. Anderson. 1 . The minutes of the council meeting of March 28, 1961, and the c a l l e d meeting o f

i s the oldest and has about 62,000 miles on it. With reference t o minutes o f A p r i l 6, 2. M r . Charles Hinton and M r . Jim Forrester appeared before the C i t y Council and submitted
a preliminary p l a t o f the second section o f Westwood V i l l a g e to the Council for approval. A motion was made by Councilman F u l l e r and seconded by Councilman Braswell that
t h i s preliminary p l a t be approved subject t o them i n s t a l l i n g a s i x foot wide four inch concrete V shaped eighteen inch deep a t center drain. This t o be on a f i f
t e e n foot drainage easement between Lots 11 and 12. A l l Councilmen present voted i n favor of t h i s motion. M r . Hinton stated that he had intended t o complete the paving on
F u l l e r Drive w i t h i n s i x t y days, but would get i t done i n t h i r t y days i f a t a l l possible. This drainage d i t c h i s temporary and w i l l be taken up again
when the t h i r d increment i s up f o r approval. A motion was made by Councilman Nix, and seconded by Councilman F u l l e r , t h a t the Audit Report by Weaver and Tidwell f o r
the C i t y of Euless f o r the year ending January 31, 1961, be approved. A l l Councilmen present voted i n favor of t h i s motion. 4. I A motion was made by Councilman F u l l e
r , and seconded by Councilman Huffman, t o approve Resolution No. 39 c e r t i f y i n g the r e s u l t s of the C i t y Election held A p r i l 4, 1961, as canvassed by the Mayor
i n the presence of the C i t y Council and that said r e s u l t s were as follows:

Therefore it was resolved that the canvass of the results of the said election
be and is hereby approved and that J. S. Anderson,having received the highest
number fo votes for the office of Mayor is hereby declared elected to said office
of Mayor for a term of two (2) years or until his successor is duly elected and
qualified, and that Billy F. Owens and Billy L. Byers, having received the highest
number of votes for the office of Councilmen, are hereby declared elected to
said office of Councilmen for a period of two (2) years, or until their successors
are duly elected and qualified. All Councilmen present voted in favor of this
motion.
5.
The Oath of Office was administered by Mayor
Ernest Millican, Jr., and notarized by Attorney James Cribbs to the Mayor Elect
and following Councilmen elect: J. S. Anderson, Mayor; Billy F. Owens,
Councilman; and Billy L. Byers, Councilman.

A motion was made by Councilman Huffman, and
seconded by Councilman Byers, that Councilman Fuller be elected Mayor Pro -tem.
All Councilmen, except Councilman Fuller, voted in favor of this motion.
7.
Mayor J. S. Anderson made the following
appointments: Police Chief, W. M. Sustaire; Fire Marshal, Grover Howard; City
Corporation Judge, Jimmy C. Payton; City Secretary, W. E. Flippo; City Attorneys,
Bondurant and Cribbs; City Engineer, W. A. Elliott, Jr.
A motion was made by Councilman Byers, and
seconded by Councilman Fuller, that these appointments be approved. All
Councilmen present voted in favor of this motion. The Aoth of Office was
administered by Attorney W. L. Bondurant.

Mayor J. S. Anderson appointed the following
Councilmen to serve in these capacities: Bobby Fuller, Finance Commissioner;
H. M. Huffman, Building and Street Commissioner; Billy F. Owens, Fire Commis-
sioner; Roy F. Braswell, Health and Welfare Commissioner; Billy F. Byers,
Police Commissioner.

A motion was made by Councilman Byers, and
seconded by Councilman Fuller, that the City write Mr. Ernest Millican, Jr., a
letter, to be Y
signed b the Mayor and all the Councilmen, expressing the appreciation

of the City of Euless by their duly elected present Mayor and present City
Councilmen, for his many years of unselfish work that he has contributed to the
steady growth and welfare of the,City of Euless. All Councilmen present voted in
favor of this motion.
10.
A motion was made by Councilman Braswell,
and seconded by Councilman Huffman, that we send a check to the Texas Municipal
League for $76.00 for 1961 membership in the League. Four Councilmen voted in
favor of this motion, with Councilman Owens not voting.
11.
A motion was made by Councilman Owens, and
seconded by Councilman Braswell, that the Council meetings continue to be held
on the second and fourth Tuesday nights in each month, but will convene at
8:00 p.m., instead of the present time of 7:30 p.m. All Councilmen present
voted in favor of this motion.
12.
A motion was made by Councilmen Owens, and
seconded by Councilman Fuller, that the meeting adjoun;at 10:50 p.m. The vote
in favor was unanimous.
