HomeMy WebLinkAboutEuless Today Winter 20031 0: �� page 4 Jeta,\� � \|\� ess, Hoiia,ay Greetings from Your Mayor Dear Citizens, As we come to the close of our celebrations for our 50th Year of Incorporation, we can look back to the diverse activities and tremendous participation with our citizens. From the beginning of the celebrations, with our Christmas parade, to the final celebration at Heritage Park in December 2003. We are excited about moving into the renovated City Hall and hope you will come see all the improvements at our Grand Re -Opening on Saturday, December 6. This is truly a celebration for all to be proud of. This year we have accomplished many projects, from the City Hall to Main Street and many other streets, new building permits, new busi- nesses new housing developments and best of all, having space for all of our special citizens who volunteered to serve on our Boards and Commissions. We truly appreciate the support of our Main Street businesses. Their new signage is really going to make our Main Street attractive. Now we need for you to support these businesses during construction. Our new fire truck is awesome ... it can go 10 stories high! Many of you enjoyed seeing it at the Fire Department's Open House. And, it is totally paid for out of the receipts we receive from DFW Airport's Car Rental Facility. We are fortunate to have a good, sound budget with a small decrease in the city tax rate. We will continue to complete projects within the five year plan of our cap- ital improvement projects. A copy of the city budget is located in our library if you care to read it. The City Council is most pleased that we were able to place every applicant on a city board or commission this year. We know the time it takes to volunteer your service and we appreciate all you do. If anyone would like to apply for a position, the city secretary keeps all the applications on file for future reference. Our two editors have put together a most informative Euless Today magazine for you. Please read through all the activities available and the valuable information included. You will enjoy reading about past events from our deputy city manager. He has a long tenure with our city, as do so many of our employees. Do check the dates listed on page 13 for our Town Hall meetings. They are most informative and the council and staff look forward to hearing your ideas and even your complaints. We strive to respond positively to all. This year, the Town Hall meetings will be held in our newly renovated City Hall. The city campus lighting is much improved for your safety. Our Veteran's Day celebration was one to remember. Many of our veterans attended and felt the comradeship of others who have served our country. They truly make our city proud. The new Veterans Field at the Parks at Texas Star will be com- pleted and ready for play in early 2005. The youth poster contest, the Trinity High School Drama Department's perform- ance of "Hometown, U.S.A.", Arbor Daze special events, veteran's celebration, library foundation awards tea, the newly renovated City Hall, the Heritage Park events and all of you have made this such a memorable year. I do hope you collected the 50th Anniversary collectible ornament and enjoyed the beautiful book compiled just for the occasion. Both are available in our library. We will be putting together a time capsule of our activities at the municipal com- plex for our future citizens to enjoy. Thank you to each and every person who participated in our 50th year celebra- tions. It has been such a joy to meet so many of you and to share our love of our city. EuIESS MAIN STREET - DONT LET A LITTLE CONSTRUCTION kEEp YOU AWAY! :Z104- ,� 1� Not only is construction moving right along " � on Main Street, it's ahead of schedule! --4% Phase I of the Main Street project included widening the thoroughfare to rXX 1 include medians and cut -ins for left X turns. The eight -foot masonry walls on either side of the roadway are almost omplete. As the work progresses, asix-foot wide path with ornamental pedestrian lighting will be added to the greenspace on the west side of Main St. Phase II of the project includes relocating underground utilities. Once that portion of the work is finished, the roadway between Hwy. 10 and Midway will be widened to accommodate a continuous left -turn lane. After the road work is finished, decorative lighting will be added. We know it's a mess right now, but please remember that the merchants on Main Street are counting on you to help them through this improvement project. When it's all finished, Euless Main Street will be a beautiful front door to our city. Career criminal Ted Walters' final crime spree began in Euless Euless police officers instrumental in ending hostage situation in 1971 By Deputy City Manager Gary McKamie On a Wednesday evening, October 13, 1971, at about 10 p.m., Ted Walters and a female companion were driving a 1962 Plymouth Valiant slowly through Euless on Highway 183 near the Western Hills Inn looking at closed businesses. Walters was a 55 - year -old career criminal whose police record dated back to 1930. His crimes ranged from chicken theft to auto theft to bank robbery. He currently was a fugitive with 4 outstanding warrants for armed robbery and attempted murder stemming from a liquor store Huron Ted Walters robbery in Dallas where he shot the store clerk. Walters was carrying a S&W .38 caliber revolver and a sawed-off 12 gauge Browning Automatic shotgun as he drove through Euless. Euless Police Sergeant Bill Harvell spotted Walters' car on 183 and watched as Walters turned north on 157. Sgt. Harvell stopped the suspicious car on 157 at Toplea Drive. As Harvell walked up to the Valiant, Walters opened the driver's door and began to fire his revolver at Sgt. Harvell. Harvell drew and returned fire, getting off five shots as Walters sped away. Walters turned east onto Villa and stopped at the dead end. Gunshots were exchanged again as Walters and the female fled on foot. The female was apprehended, but Walters escaped. A posse of officers from 13 local and state police agencies searched for Walters throughout the night, but it appeared as if he'd made his escape. Hoyt & Mary Houston lived with their two daughters in rural Bedford along Harwood Road west of 157. On the morning of Thursday, October 14, 1971, Mr. Houston walked to an outbuilding behind his house and found a door ajar. Inside the building laying in a boat he found Ted Walters asleep, covered with a rubber raft. Walters awoke and took Mr. and Mrs. Houston and their five-year-old daughter hostage in their home. The 15 -year-old daughter heard what was occurring, crawled through a bedroom window and ran for help. The Bedford Police responded both of their officers to the Houston home. Walters, in the meantime, had ordered the Houston family into the family sedan. Mrs. Houston was ordered to drive, Mr. Houston was forced into the front right seat and the young daughter sat between her parents. Walters got into the back seat and pointed the sawed-off shotgun at Mr. Houston's head and told Mrs. Houston to drive east on Harwood. As they drove away from the house, they were confronted at gunpoint by the Bedford Police officers. Walters forced the officers to lower their guns or he would kill the Houstons. The officers complied and Mrs. Houston drove east on Harwood and north on 157. Bedford PD notified surrounding agencies of Walters' latest actions. Euless Police Officer Hal Perry and Texas Ranger Tom Arnold intercepted the Houston vehicle as it drove toward Grapevine. They were joined by other officers as they followed the car north on 157 and west on SH 114. The officers were able to force the car from the road at the intersection of 114 and Dove Road. Walters directed Mrs. Houston to drive south on Dove. Euless Police Officer Ronnie Foster passed the Houston car by driving down a bar ditch and then blocked the narrow road ahead of Mrs. Houston. With Perry and Arnold behind the car, Walters was trapped. He continued to place the muzzle of his sawed-off shotgun against Mr. Houston's head threatening to kill him. A brief period of negotiations proved fruitless and the outcome became more predictable. The location of the stand-off at S.H. 114 and Dove Rd. in Southlake. Ranger Arnold called for a scoped 30.06 rifle which he steadied on his car door. He trained the crosshairs on Walters' head through the rear glass of the Houston's sedan, but knew a shot delivered to Walters could cost Mr. Houston his life due to the shotgun trained on his head. Arnold needed Walters to be distracted and move the shotgun away form Houston's head. Officer Ronnie Foster provided the distraction by moving toward the Houston's car. As Foster neared the car, Walters moved the shotgun, providing Ranger Arnold an opportunity. At 8:09 a.m. on October 14, 1971, Texas Ranger Tom Arnold ended the infamous criminal career of Huron Ted Walters with one well-placed shot from a 30.06 rifle. The Houston family was safely rescued. They later moved to Euless where Mrs. Houston still resides. Hoyt Houston passed away in recent years. Not only did the `W 15th Annual Arbor Daze festival break all the attendance records; we broke ground on Phase III of the Parks at Texas Star featuring "Veterans Field"; the Golf Course at d Texas Star hosted the Collegiate Players Tour Championship; the new Baillargeon Audi dealership opened; and City Hall will be finished by the end of the year. 4 SnThear! The city uses the mulch throughout the year to maintain city parks and medians. Residents may bring their own bag to fill with mulch from the Parks Department for their gardens or flowers. Limit one bag per person. The Parks Department may work with residents on additional quantities if available. Residents may dispose of Christmas trees only (with no ornaments or lights) at the designated area of Midway Park between December 26 and January 3. On January 3, the city will host a tree mulching demonstration and will give away bags of mulch and tree saplings to the public.
