Greetings from Your Mayor
Dear Citizens,
What a wonderful summer we have had thus far ... hot and
cool with lots of activities and a great schedule of events for
the rest of the summer. We want you all to participate in the
' varied schedule of events we have planned for our citizens.
And, of course, we need your help as volunteers. If you have
-41 never volunteered for events in our city, you have truly
missed a treat. Our volunteers are very special people.
Main Street renovation has begun and we know there will
be an inconvenience for a short time but please understand
that things will be better soon and our businesses on Main
Street need your help. Most of our business owners are long
time residents and depend on you to make their business prosper. Let's support
them even if it means a little inconvenience in construction.
Main Street Revitalization is the second project that was included in our last
Bond Election. Harwood Road was completed first, now Main Street and the last will
be Pipeline Road. We are in the engineering phase for Pipeline now. Main Street will
take one year to complete and then we begin on Pipeline Road.
This newsletter focuses on our special volunteers in Euless. We are so proud of
our volunteers and it is with pride that we recognize Jimmy and Helen Payton as the
Volunteers of the Year for the city of Euless. If you know the Paytons, you will know
their life is dedicated to serving others not only in business affairs but also our great
city.
The United Way also recognized Vicki Baum with the highest award given by
United Way for service to others. Vicki is truly a unique and beautiful person who
gives beyond the normal call of giving. Please read about both of these gracious and
giving families who make our city a better place to live.
Have you noticed our city hall recently? We are in the process of renovating City
Hall as another part of our 50th year celebration. It sorely needed much attention
and this was a perfect time to renovate. We hope to dedicate the new City Hall in
December and hope you will all come and see the improvements.
We celebrate along with many other cities across the United States National
Night out. This is a time for neighborhoods to get together to know one another and
stamp out crime. Last year we had 48 neighborhood groups participate in National
Night Out ... and hopefully we will have more this year. Please call in for
information... and we will be there with the city's support. It really is a fun time to
get together with your neighbors. There were plenty of hot dogs, dips, watermelon
and ice cream last year. Come be a part of the great neighborhood watch party.
We are adding a new column of interest in this edition of Euless Today. Our own
Gary McKamie who serves as our Deputy City Manager, served as our Police Chief,
and has 30 years of service to our city, will write a column on his memories in the
development of our city. You may be surprised at what he remembers but you will
surely enjoy his memories. Thank you, Gary, for agreeing to write this column.
In November we will be celebrating Veteran's Day as another special part of our
50th anniversary. We are planning to dedicate a new ball field at the Parks at Texas
Star in honor of our veterans. We would like to include all those veterans who have
served in any area of our Armed Forces to be a part of the ceremony. We need your
names and addresses so can we include you in the ceremony. So please call Linda
Turbeville at 817-685-1423 to register.
The Games of North Texas will be in our city the last week of July. These youths
are the future Olympians of America. What a terrific opportunity for the cities of
Euless, Bedford, Hurst, Colleyville, Grapevine and North Richland Hills. We are
truly working together for our future citizens. But, we need volunteers — 700
volunteers. Please lend a few hours of your time to support the Games. Call Jerry
Poteet at 817-685-1449 to volunteer for an activity. It will be a great time and you
will benefit for your volunteering. I'll be there volunteering, too.
There are so many things going on in our city in recreation, library, the Games,
and even at City Hall. Please read all the information inside and participate in
whatever you can.
We truly are Building A Better Tomorrow for our citizens. Have a great summer!

What's a little construction? Especially when the
results are going to be fantastic!?
In about one year, Euless' Main Street will be trans-
formed into a five -lane, pedestrian -friendly thorough-
fare. Before the road construction began in June, the
changes were already noticeable. After TXU moved the
electric utilities behind the businesses and removed the
wooden poles, it was as if the sky opened up above Main
Street. Where the poles created a sense of driving
through a valley of poles and wires, the openness is
unbelievable.
Main Street from Harwood south to Midway is the
first phase to be rebuilt. When finished, this portion of
the roadway will consist of two lanes in each direction
and a landscaped median with restricted turn lanes. On
the west side of the road, an eight -foot masonry wall
will be constructed along the property line of the exist-
ing homes in order to reduce traffic noise. In addition,
the remaining greenspace between the wall and the
roadway will include a six-foot wide path and ornamen-
tal pedestrian lighting.
On the east side of the street, the existing wooden
fences will also be replaced with a six-foot masonry wall
and the sidewalk will be replaced.
Beginning around January, construction will shift to
the roadway between Midway and Hwy. 10. A center
turn lane will be added to facilitate traffic flow through
the area and decorative lighting will be added.
Main Street is on its way to becoming a beautiful
front door to Euless.

business. It's going to be messy and it's
going to be a tad inconvenient, but our
merchants are counting on you.

Vicki Baum earns United Way Hercules Award
Tarrant County's highest honor for human service
accomplishment goes to Euless resident

For a dozen years, Vicki Baum has helped families of
critically ill children get the help they need. Even
multiple sclerosis hasn't diminished her dedication to the
World Life Foundation, which provides transportation to
young patients.
"The last five years she's had MS, and sometimes she's
on the phone working from her bed, but they never know
it," said her husband, Lou Baum. "She may be in a
wheelchair or using a cane, but she doesn't let it stop
her. She really is my hero."
Her efforts earned the Euless resident this year's
United Way Hercules Award, the group's highest
volunteer honor. Her husband nominated her for the
award, and it was presented on May 22 at the United
Way's annual dinner, when dozens of other volunteers are
also recognized.
Baum oversees 15 volunteers and day-to-day
operations of the World Life Foundation, which she
founded with her husband in 1991. They were inspired by
their daughter, Catherine, who was born in 1985 with a
metabolic disorder so rare that doctors can pinpoint only
about 35 people with it worldwide.
"She had a liver disorder where an enzyme was not
produced that was imperative to continue life," Baum
said. "Because there were so few people with this in the
world, there was very little information available."
Frustrated by their doctor's inability to answer their
questions, the Baums asked why someone didn't do
something to find answers.
"And he said, `Why don't you?"' Lou Baum said. "He
said, `Why don't you and Vicki form a foundation and try
to find these answers."'
They began by tracking patients with metabolic
disorders, but their focus shifted to helping families
reach medical specialists. They were fortunate to be near
doctors who could help Catherine, who defied predictions
that she'd never walk, talk or live past childhood. But the
Baums knew that other families were struggling.
"There are so few doctors who specialize in metabolics,
and we realized other parents probably were having
trouble finding treatments because they lived too far
away," Baum said. "To know there is a treatment
available and you can't get there is devastating."
She acts as a

families
understand

happening to
their children.
"She can
talk to doctors,

medical terms and turn around and explain it to the
families in language they can understand," Baum said.
"She's the link between medical science and the day-to-
day needs of the families."
This year, the foundation has helped 850 families.
Although some needed help with transportation, most
were seeking information or referrals to other agencies.
Peggy Bohme, last year's Hercules winner, was on the
committee that chose Vicki Baum for this year's award.
Bohme is executive director of The Warm Place in Fort
Worth, a grief support center for children and their
families. She said she found Baum's tenacity and
dedication heart-warming, especially considering her
own family's medical problems.
"She changed something that was a terrible hardship
for her family to something good for all these other
children," Bohme said. "Also, with her having MS she
could just have easily have said, `This is it. I'm done.' But
she didn't. We need more people like her willing to do
the things that change the lives of children."

unveiled in 2003. We are requesting names and addresses of
current or former residents of Euless who have honorably
served in the Army, Navy, Air Force, Marines or Coast Guard.
Although individual names will not appear on the memorial,

ceremony in the fall of 2003.

Euless recognizes Jimmy
and Helen Payton as the
2002 Volunteers of the Year
It's been 73 years since Jimmy Payton came to Euless
at the age of six months. The grandson of J. R. Fuller,
Jimmy has continued his grandfather's legacy, along with
his wife, Helen, to contribute to his community.
"I feel that everything we do is a partnership," says
Jimmy Payton. "When they get one of us, they usually get
both of us."
Jimmy and Helen Payton were married in 1950. Soon
after, Jimmy became Euless' youngest Mayor in 1955 at
the age of 25. After his two-year term, he made a deal
with the Mayor Pro Tem Ernest Millican, Jr. Since Euless
didn't have a municipal court judge,
Jimmy volunteered to serve for "a
couple of years" until the city hired
one, as long as Millican would run
for Mayor.
As it turns out, Jimmy ended up
serving as Euless' municipal judge
for eight years.
Helen and Jimmy are still very
active in the community. Whether it's
volunteering as docents at the Fuller
House and Himes Log House for the
Historical Preservation Committee or
serving on the Library Foundation,
Jimmy and Helen Payton are two of
Euless' most valuable resources.

Helen and Jimmy Payton
Jimmy and Helen Payton have served in many capacities in Euless, Tarrant
County and the state of Texas over the past 50 years. They have both served when
called upon in any capacity for the good of Euless.
Jimmy served as Mayor of Euless from 1955 to 1957, Municipal Judge for eight
years, served on the original City Charter Committee, as well as Chair of the
Charter Review Committee in 1990, 1991 and 1995, currently serves on the city's
50th Anniversary Committee and further serves on the Texas Health Resources
Board of Trustees and is the first honorary member of the Harris Methodist HEB
Board of Trustees.
Helen has served on the Friends of the Library, the Euless Library Foundation
and has served on the Euless Historical Preservation Committee since 1993.
Jimmy and Helen assisted in the purchase of the Euless Mobile Fire Safety
Trailer and an Automatic External Defibrillator through a generous donation in
conjunction with the National Automobile Dealer's Association.

In early 1970s, farm was site of largest police raid in Euless history

The last two years have brought significant growth to Euless as the single-
family housing market has boomed. In spite of a generally weak economy, low
interest home mortgage rates have fueled a flurry of new home construction.
More than 1,300 single-family residential lots have been approved.
As these homes are built and families begin to move in, the hustle and bustle
of modern suburban family life will fill the subdivisions. Many may think that
the sounds of children at play, lawnmowers and soccer moms' SUVs have
replaced the peace and quiet of the land which had previously been rural
pastureland. In some cases, there is a history of raucous activity within those
rural pastures, which most have not known or perhaps forgotten.
One such example can be found along Baze Road. A new, exceptionally nice
subdivision will be built on the "Thousand Oaks" property. This subdivision will
have 21 lots for custom homes nestled among the post oak trees. Thirty years
ago, Baze Road was a narrow, gravel road extending south from Glade Road and
ending at the Baze Farm. The area was rather remote with the sounds of cattle
and horses being the predominant noises ... until the weekends.
On weekend nights, men and women from across North Texas would gather
in a secluded barn on Thousand Oaks Farm, west of Baze Road in Euless. The
crowd would sometimes exceed 200 with cars and trucks parking along Baze
Road, often completely blocking the narrow road. The peaceful night air was
interrupted by the sounds of men loudly shouting and cursing as they placed
their bets and the sickening sound of roosters fighting to Lite death.
The "sport" that attracted the crowds to Thousand Oaks Farm 30 years ago
was cockfighting. This sport, as well as the gambling which accompanied it, was illegal in
Texas. It resulted in the largest police raid in Euless history.
In 1973 or `74, officers from Euless, Hurst, Bedford, the Texas Rangers and the Tarrant
County Metro Crime Squad closed down the Thousand Oaks Farm cockfight and made more
than 80 arrests.
The arrested participants were transported to City Hall in buses borrowed from a local
church. The Euless jail, with a capacity of 16, was too small to hold the crowd, so court
hearings were conducted in the night and most participants were released on bond. Most of
those arrested were later fined.
The same post oak trees that provided a secluded setting for a violent, cruel and illegal
sport 30 years ago will soon provide shade for 21 families in beautiful new homes.
Perhaps progress isn't that bad.
Lawn Mowing and Maintenance
Avoid code enforcement violations while
complying with health & safety ordinances
Euless residents are required to mow and maintain their property not only from an
aesthetic point of view, but also for health and safety reasons. Therefore, Euless
enforces a city ordinance that prohibits grass and weeds from exceeding 12" in height.
If you receive a notice of violation, you have 10 days to resolve the
problem. Otherwise, the city will place a lien on your property for
the cost of having a contractor mow your property.
Unmaintained lawns and vacant lots attract rodents and
mosquitoes.They can also become a fire hazard if the high
grass becomes dry.

ultimate sports festival for Texas amateur athletes. Patterned after the
Olympics, the Games of Texas is a challenging four-day competition
among Texas' Olympic hopefuls. Twenty events, with sports as diverse
as gymnastics and ice hockey, will take place across the cities of
Bedford, Colleyville, Euless, Grapevine, Hurst and North Richland Hills
Come celebrate as we welcome the athletes to the Games of Texas at
our Opening Ceremonies where entertainment, the torch lighting and a
fireworks display will kick off the events.

AMERICAN RED CROSS BABYSITTER'S TRAINING
This course addresses safety issues, preventing injuries and illnesses,
