Dear Citizens,
Now that all the elections are over we can settle
down and enjoy the delightful holidays ahead. We have
so many activities listed inside this issue of Euless
Today for all ages.
Our Boards and Commissions have been appointed
by your City Council and we truly appreciate all those
who give of their time and talents to serve our city.
The Volunteer Selection committee has for the first
year selected Volunteers of the Year for the city of Euless. In the past we
have selected Volunteers under the guidelines of United Way, but this year
our Volunteer Selection committee has chosen a Volunteer of the Year,
Youth Volunteer of the Year, Business Volunteer of the Year and finally the
Lifetime Volunteer for the city of Euless. Do read all about their talents and
service to our city.
The Citizens Fire Academy members have completed their classes and
are ready to join the Fire Alumni Association. Both the Fire and Police
Alumni Associations do so much to support the Fire and Police Officers, as
well as our citizens. If you are interested in joining one of the academies,
now is the time to sign up for the next class.
This year the city will sponsor two Town Hall meetings in January and
February. The meetings will be held in the City Hall Council Chambers and
all are invited to attend. Check the schedules inside of Euless Today.
We are delighted to have Gary McKamie, Deputy City Manager, continue
his stories of yesteryear. Gary served as our Police Chief before becoming
Deputy City Manager and has served in our city for many years and has
many stories to tell.
We are excited about all the new businesses in Euless. We encourage you
to visit and welcome them to our city. The Heritage Town Center is filling
up with interesting places to shop and dine, along with other businesses
throughout the city.
Main Street is looking beautiful. The landscaping is completed and looks
great. We so appreciate all the Main Street businesses that replaced their
signage with the Monument signs.
The Harwood Road overlay is complete and all of Harwood Road now
looks attractive. The next two road projects will be Glade Road and Pipeline
Road. We have put up EULESS monument signs at the entrances to the
main thoroughfares in the city with additional landscaping. The Parks and
Development departments have been busy.
We hope you will participate in the city's annual Christmas Parade on
December 4th. We have one of the largest parades in Tarrant County. Do
come and bring a chair and enjoy the festivities. Also, the following
weekend is the Heritage Park party in the Fuller House and the Himes Log
House. There are many other great activities as well planned for our
citizens.
Our city is doing well with lots of excitement and good things happening
for the next year. We want to say "thank you" to all our volunteers and
encourage others to participate in BUILDING A BETTER TOMORROW for
all our citizens.

The City of Euless is proud to have such a dedicated and hard working
group of citizens in our community. Volunteers are selflessly motivated
to do good in their community. It is a thankless job and we hope to show
our gratitude with these awards.
The awards program celebrates the dedication and service of truly
outstanding volunteers and recognizes the contributions that these
individuals have made to their communities. Three new categories were
added this year to expand the boundaries of recognition, the Youth of the
Year and Business of the Year in Euless.
The Volunteer of the Year committee, consisting entirely of Euless
residents, had a tough time picking just one person in each category.
Many lifelong community members were nominated for their numerous
contributions to the city. These residents are at every event and ask
nothing more in return than to make Euless a better place to live.
Ray Kunze was selected as the City of Euless Volunteer of the Year for
his numerous contributions to Euless, especially for the Parks and
Community Services Department. Mr. Kunze has chaired the Arbor Daze
Premiere Night for the past 7 years. He literally works year-round going
to shows, signings and other events to get donations for the auction.
Ray Kunze received the 2004 Volunteer of the Year for his year-round
work on the Arbor Daze Premiere Night.
"I'm proud to work on the event. It's allowed us to raise a lot of money
and take the event to another level," said Mr. Kunze. "I don't do it for me.
I'm not in it for my name being known or for a pat on the head, it's just
what I want to do. It's the right thing to do for Euless."
He also plays a major role in Arbor Daze as the front gate concert
security coordinator. He volunteers each year and continues to evaluate
and suggest ways to make it better and safer for our patrons. On top of
all this, Ray willingly volunteers for the Parade of Lights, baseball
tournaments, the Games of Texas, concerts in the park, the outdoor
summer musical, the Texas Trash Off and just about every other event he
is available for.
Briana Lynch received the Youth of the Year award
for her work with the Euless Library.
"In honor of his pledge to the City of Euless,
commitment to Parks and Community Services and
desire to make Euless a better place to live, Ray is truly
what this award is about ... giving back to the community
in a positive way," said Ray McDonald, Director of Parks
and Community Services for the City of Euless.
Briana Lynch received the Youth of the Year award for
her work with the Euless Library. Ms. Lynch is in the
seventh grade at Euless Junior High. As a junior
volunteer this summer, she took the time to learn
numerous different jobs, from staffing the Summer
Reading Club desk to preparing for programs to acting in
plays. She eagerly served as a last minute substitute
when other volunteers could not work their shifts. Ms.
Lynch completed nearly 80 hours of volunteer work.
"Briana only recently moved to Euless and has been
using the Euless library for a few months," said Youth
Librarian Janet Frey. "Within only a few visits, she had
introduced herself to most of our staff and started
helping us with library projects."
The Business of the Year was awarded to Super Value
Pharmacy. Owner Pete Allen is known for always
supporting Euless with his time and efforts. Super Value
has been in Euless for 27 years and was recently
expanded and remodeled.

When asked why he enjoyed volunteering, Mr. Allen
replied, "We have come a long way over the past years
and made big strides to improve our community. I
continually want to work towards Euless being the best
it can be."
Willie Mae McCormick received the first-ever
Lifetime Contribution Award.
In addition, the committee has instituted a new
award this year for the first time ever, the Lifetime
Contribution Award. This award was given to Willie
Mae McCormick for her lifetime contributions to the
City of Euless. When you think of firsts in Euless, the
name that immediately comes to mind is Ms.
McCormick. She was the first person in her family to
finish high school, first female engineer at LTV, first
female Councilperson and first female Mayor Pro Tem.
She moved to Euless in 1948 and has been a pioneer
not only for women, but for Euless and it is only
natural that she breaks new ground with this award.
The City commends these award winners for all of
their contributions to Euless and congratulates them
on being selected for their awards.

For the last 30 years, the City of Euless has
purchased treated water for our community from
the Trinity River Authority of Texas (TRA).
TRA provides regional treated water service to
five contracting cities with a population
numbering over 180,000. Created in 1955 as a
political subdivision of the State of Texas, TRA
provides valuable services to the public including
wastewater treatment, water treatment,
recreation and reservoir facilities.
In December TRA will be increasing its cost
$0.20 per 1000 gallons of treated water to the
City of Euless and the other four contracting
cities. It will be necessary for the City of Euless
to "pass through" this rate increase to our water
customers. Rate increases will become effective
on December 1, 2004, and will first be noticed on
your January water bill.
Most households will not see an increase in
their water bill of more than $2 per month.

Acme Brick has recently located their sales,
marketing and accounting offices to Euless. They
have purchased and are currently renovating the
old Furr's Cafeteria site on the south side of SH
183 between Ector and Industrial. Acme
anticipates opening in January of 2005.
Krispy Kreme Corporation will be expanding
their current 16,500 square foot distribution
facility located on Westpark Way, with an
additional 10,000 square feet for the
manufacturing of bakery products.
In the retail sector, Starbucks Coffee recently
opened their doors on 183 west of FM 157 as
well as the .99 Only Store on the corner of Main
and Harwood.
"I think it is very beneficial to the city to have
companies with great national reputations locate
here," said Bill Ridgway, economic development
director. "Whether it's a new development or a
redevelopment of a site, we are thrilled that they
chose Euless."

Some Things Change and
Some Things Never Change

Bill Byers is a lifelong Euless resident, long
time Euless businessman, and former Euless
City Councilman. He recently found a copy of
the City of Euless proposed budget for fiscal
year 1961 - 1962. The year that budget was
adopted, John F. Kennedy was inaugurated as
our 35th President. The Dow Jones Industrial
Average reached a high of 734. The average
cost of a new home was $17,220. A postage
stamp cost 4 cents, a gallon of gasoline 31
cents, and a gallon of milk 49 cents.
The 1961-1962 budget was adopted by Mayor
J.S. Anderson, and Council members Roy
Braswell, Bill Byers, Bobby Fuller, and H.M.
Huffman. The total budget of $113,497,
provided for a tax rate of 70 cents and
included salaries for 13 city employees. A
new police car and radio was to be purchased
at a total cost of $2,925. Euless had no public
water or sewer system and fire service was
provided by volunteers.
Many things have changed in Euless since
1961. Today a new police car equipped with
radio, laptop computer and all related
equipment will cost in excess of $40,000. The
number of employees has increased to 368
but the tax rate has decreased to 49.5 cents.
While this 43 year old budget reflects the
significant growth of our community and the
cost to handle such growth, it also provides
insight into the impact that long-term
residents and employees have had in serving
the citizens of Euless for two generations. Bill
and Boyce Byers remain active volunteers in
the community. Two of their sons, David and
Randy, retired from the city after a combined
total of over 55 years service in the Fire,
Police, and Public Works departments. Harry
Cassell, an employee of the city in 1961, was
the father of current City Council Member
Veva Lou Massey. Blackie Sustaire, the city's
first Police Chief and later City Manager, was

the father of our current Municipal Court Manager
Teresa Alexander. Bill Thompson, a police officer in
1961, is the father of current Fire Department
Battalion Chief Gary Thompson.

These families, along with many others, have
played key roles in providing service to Euless
residents for 43 years. F*
Loretta Getchell, has been promoted to Assistant
City Manager for the City of Euless. Getchell has served
as Finance Director for the City of Euless since
September, 1997.
"In her seven years here in
Euless, Loretta has proven
herself to be an exceptionally
talented and caring Director.
Her management of multiple,
diverse areas of our operation
more closely reflect that of an
Assistant City Manager," said
City Manager Joe Hennig.
As Assistant City Manager, Getchell will directly
supervise Finance, Human Resources and Insurance,
Municipal Court, Purchasing and Risk Management,
Information Services and the Water Office.
Getchell holds a Bachelor's Degree in Business
Administration from the University of North Alabama.
She is also a Certified Public Accountant and a Certified
Government Finance Officer.

The H -E -B Teen Court is an alternative system of justice which offers

front porch or in a yard for more than 24 hours is a
violation of the city's zoning ordinance?

trash and debris on a property are violations of the
city's weed and trash ordinance?

...that a motor vehicle or trailer located on
private property or on the street must be in
operating condition, and display both a valid license
plate and an inspection decal or it is in violation of
the city's inoperable motor vehicle ordinance?

...that all buildings are required to meet certain
building maintenance code requirements relating to
life, health and safety?
DID YOU KNOW...
...that you need a city permit to erect a fence,
deck, accessory building, carport, garage enclosure
or remodeling on your property? Zoning approval is
required and a permit may be applicable.
DID YOU KNOW...
...that garbage must be at the curb by 7 a.m. of
your scheduled pick-up day, but not before 7 p.m.
the day prior to your scheduled pick-up? Emptied
containers are to be removed from the curb no later
than 8 a.m. on the day after the scheduled pick-up.
If you would like additional information on these
issues or see possible violations, please contact Code
Enforcement at 817-685-1625. To assist us in
resolving any complaints, it is helpful for callers to
give specific addresses for the properties in violation
so that we can inspect the appropriate property.
Please note that all of these violations require us
to notify the owners of the properties, usually by
certified mail, and provide them with a specified
amount of time to correct the problems. This
process can sometimes be lengthy because of special
circumstances, absentee owners or legal action.

BOOK DROPS
Drops are located inside the library by the checkout desk
and outside on the west side of the building, off of
Sheppard Drive. The outside drop is available 24 hours a
day and on holidays.

LOST CARD
The replacement fee for lost cards is $2.
Report a lost card immediately to avoid being charged for
its unauthorized use.
LOST OR DAMAGED ITEMS
You are responsible for lost or damaged items.
You will be charged the current replacement cost plus a $5
processing fee. Removing labels, barcodes or other
identifying marks is considered damaging an item. Normal
wear and tear is expected. Examples of damage that will be
charged include, but are not limited to, water damage,
chewed or torn pages and marked pages.
TO PLACE A HOLD OR CHECK AN ACCOUNT
You must have a Euless Public Library card and a password.
You may get a password, in person or over the phone, at
any of the service desks.
TO PLACE A HOLD
• Find an item you want in the library catalog
• Select "Place Request" under the item display
• Enter account number and password
• Click "Submit Request"
• When finished, log out of your account
If the item is "In," it will be pulled from the shelf the next
morning. You will receive a call from the automated
notification system within 24 hours. Items can be picked up
at the check-out desk, or call and make arrangements for a
drive -up window delivery.
If the item is "Out," it is held for you upon its return. You
will be notified by the automated notification system when the
item is available for pickup. The time period will vary based on
your position on the holds list.
Items will be available for pickup for 3 days after you receive
notification.

• Click on the "Patron Account" tab at the top of the
online catalog screen
• Enter your library card barcode number and your
password
• Choose the appropriate tab to see items checked out, a
list of holds, or to see if you owe any fines
We offer many databases that you can access from home
through Euless Public Library's Virtual Library. Go to our
library page www.euless.org/dept/library/library.htm, click on
Online Catalog and then E -Sources (the tab above the search
screen). Click on the database, and enter your library card
number and password when prompted.

RECYCLING EVENT

Don't throw away your Christmas tree; Recycle it! The
■ city uses the mulch throughout the year to maintain
city parks and medians. Residents may bring their own
* bag to fill with mulch for their gardens or flowers.
Limit one bag per person. The Parks Department may
work with residents on additional quantities if
available. Residents may dispose of Christmas trees
only (with no ornaments or lights) at the designated
area of Midway Park between December 26 - January
15. On January 15, the city will host a tree mulching
demonstration and will give away bags of mulch and
tree saplings to the public. Additionally, hot dogs and
drinks will be available for free to anyone who
participates in the recycling event For more

The City of Euless annual Arbor Daze festival has
received four awards from the Texas Festivals and
Events Association for the development of the Arbor
Daze festival and the educational, volunteer and
* fundraising programs associated with it.
■ The awards are for:

* • Best New Fundraising Program — Mother's
Day May Day Plant Sale and Tree Give Away
The Texas Festivals & Events Association is the
official state chapter for Texas and New Mexico of the
International Festivals and Events Association
(IFEA). Festivals and special events promote
community fellowship, encourage family
* interaction, and maintain our rich and diverse
cultural heritage.
The Best Environmental Program was given to the
annual Tree Giveaway at Arbor Daze for the
* promotion of planting trees. Each year Arbor Daze
gives away thousands of trees. These trees are
grown in the Parks Department by horticulturist
Jimmy Beck and staff.
The Best Volunteer Program is a great honor to
receive. Volunteers are the backbone of the Arbor
Daze Festival. It requires approximately 600
volunteers to operate the festival. Jerry Poteet,
Volunteer & Event Coordinator said, "The City of
Euless Parks & Community Services Department
® has benefited greatly from the amount of citizen
involvement in the special events that are offered. It
is truly a community effort. This award expresses
appreciation for all their hard work throughout the
years."
The Best Educational Program was received for the
Forestry Exhibit. This area is coordinated by Ralph
Klein, the City of Euless Arborist. Children can not
only get a free tree to plant but also receive information on
how to properly plant, prune and maintain the tree
throughout its life. There are examples of properly pruned
and improperly pruned trees. The area is designed to teach
children about overall tree health and how important they
are to the environment. In addition, through a partnership
with SBC, laptop computers were set up to demonstrate
information on the internet that is available on tree care.
This allowed the education to continue beyond Arbor Daze.
The Best New Fundraising Program was awarded for the
Mother's Day May Day Plant Sale and Tree Give Away. This
event was organized after the 2004 festival was rained out.
The Parks Department gave away Arbor Daze trees and sold
the plants from their annual plant sale. This event was a
great success and it raised approximately $2,500 for next
year's festival.
Euless has organized the Arbor Daze celebration for the past
16 years, offering the largest non-alcoholic, free, family-
oriented festival for citizens in Texas. Next year's
festival will be held April 22-24, 2005. '°-

SCUBA DIVING - OPEN WATER CERTIFICATION
Anyone can do it! Scuba is a family oriented, non-competitive,
recreational activity for ages 10 years and up! The class consists of
home study, classroom sessions, swimming pool sessions and four dives
at an open water location (such as a local lake or a trip to Cozumel).
After registration, participant must come to We B Divin' to complete
legal and medical releases and to purchase their student materials and
personal gear. Student materials will cost between $300-$400. On the
4th week of class, participants must go to Clear Springs Scuba Park in
Terrell (Class will be held on Saturday & Sunday).The use of the major
gear (BCD, Regulator, Tanks, Weights, Wet Suit) is provided as part of

COMPOST-OLOGY:
THE SCIENCE & FUN OF BACKYARD COMPOSTING
Composting is a process of recycling nature's organic waste
(e.g., leaves and grass) into a rich soil amendment. It is
important that Euless residents compost their organic waste
to reduce the volume of natural resources needlessly sent to
landfills for disposal. It's easy to learn how to compost. Our
free workshops teach effective composting and
vermicomposting methods. Workshop attendees will receive
a free workbook, compost bin, thermometer, worm bin and
worms. This class is free to Euless residents only but,
registration is required one week before the date of each
class. This class is provided through a grant from the Texas
Commission on Environmental Quality and the North
Central Texas Council of Governments.
