Greetings from Your Mayor
Dear Citizens,
Spring in Euless means Arbor Daze is just around the
corner. Can you believe this will be our sixteenth year to
celebrate the National Arbor Day celebration with our own
Arbor Daze special celebrations? And, what a lineup of
- entertainment we have both at the nighttime events, but also
during the daytime schedules. Do read further about all the
free entertainment available. Let's hope the weather will be
as great as last year. Don't forget to get your parking pass for
Euless citizens.
Our 50th year celebration has ended, but what a great
year we had! So many of our citizens attended the numerous events we held during
the year and there was enough variety to satisfy everyone. Thank you all for your
support and attendance at our events.
Main Street construction is coming along on time and looking good. We should
be completed with this project in early summer. We do hope you have seen much
improvement. We will complete the project with landscaping and lighting. And, we
thank all the businesses for agreeing to put the monuments signs in front of their
businesses. Please continue to visit our Main Street Merchants and get to know
them, especially during this construction.
Our Fire and Police Departments have selected their outstanding officers for the
years 2003 and we, too, congratulate these officers for their continued service to our
city. They never get enough "thanks."
We are so pleased to have been selected by Pat Summerall Productions as a
"Champion City." We were on CNN news and in Forbes magazine. Euless continues
to gain recognition for the great city we are because of our citizens and our city
government. All of us continue to make this happen.
Each month in our city, the employees recognize an "employee of the month." At
the end of the year, they select one outstatnding person to be the "employee of the
year." The selection for 2003 is Johnnie Green. Johnnie is our Parks Superintendent
and you can all see his expert talents in our parks. Thank you, Johnnie!
Our new Communications/Marketing Manager is already on board with this issue
of Euless Today. Betsy Boyett is a Euless resident and she is anxious to get to know
you all. If you are having a special meeting that is city related and would like to have
Betsy attend, please call her. Do read about her talents on page 11.
The Euless Wine Sales Committee is preparing a petition drive to have a local
option election called in the city of Euless. The election would allow for a
proposition to sell wine for off -premise consumption in grocery and convenience
stores. Details are on page 10.
We are so fortunate to have our own Gary McKamie add special stories of the city
from the past in our Euless Today. Gary is a longtime Euless resident, former Police
Chief and now he's the Deputy City Manager. He is a wealth of information about the
events in Euless' past. We thank Gary for sharing his knowledge of Euless history
with us in each issue.
Springtime is also municipal election time. Because of the latest legislative
rulings, we will be having our election the third Saturday in May instead of the first
Saturday in May. We will have city council elections as well as school board elections
at both of our polling places. Please exercise your right to vote. We also have early
voting for your convenience, so come out and vote.
We have so much going on with new businesses, new developments, new parks
and a great vision for our city. Volunteers are our greatest asset and we encourage
each of you to get involved.
As always, we are Building A Better Tomorrow for our citizens.

Memories of 50th Anniversary celebrating the
incorporation of the City of Euless

70hen the City Council and staff began to discuss how we
would celebrate our 50th Anniversary, we decided to
celebrate all year long with many activities in order to
showcase our city.
A committee was formed consisting of former Mayors Jimmy Payton
and Harold Samuels, former Mayor Pro Tem Willie Mae McCormick,
Council Member Leon Hogg, City Manager Joe Hennig, Deputy City
Manager Gary McKamie, City Secretary Susan Crim, Director of Parks
and Community Services Ray McDonald, General Manager of Texas
Star Golf Course and Conference Centre Glenda Hartsell -Shelton,
Communications/Marketing Manager Lori De La Cruz and Mayor Mary
Lib Saleh.
The committee discussed memories from the past and the events we
would pursue during the year of 2003. And what a busy year it was! The
committee worked together in planning with great ideas and diligently
performed the many tasks associated with the events.
We began with the Euless Christmas Parade of Lights in December
2002, and our entry float announced that we were beginning the
celebration of the city's 50th anniversary.

play was written after many interviews with citizens and former city
leaders. The musical took hours of practice and showcased the talents
of all involved. It was a great performance.
In May, the Euless Library Foundation hosted a reception to honor
all those who participated in the poster contest and the Trinity High
School musical. During the reception, the book on the history
of Euless was presented to all who attended. It was made
available to all citizens at city offices and the post office.
The City Council and staff began to review plans for the
renovation of Building A on the municipal campus. The
building was originally a recreation center and had seen
many changes through the years. The concept was
approved and the city staff members in Building A were
moved to several other locations while renovation began.
In the past, Pre -Council meetings were held in Building A
and the Council meeting was held in the old Courts room
in Building B. Plans for all meetings of the City Council
would be in Building A, which would be called City Hall.
During the summer months we gathered the names of
veterans residing in the city. Invitations were sent to them
De La Cruz. to join with city leaders in celebration of Veterans Day
with the groundbreaking of a new baseball field at the
Parks at Texas Star. At the last minute, the threatening
rain caused us to cancel the outdoor activites including a
military fly -over. Instead, we moved into the Dr Pepper
StarCenter where we had standing room only with
veterans from every branch of service. City leaders
announced that the new and largest field at the Parks at
Texas Star would be called "Veterans Field." The veterans were honored
with a choral tribute by the North Euless Baptist Church Choir and
each received a commemorative Euless lapel pin designed especially for
veterans.
The grand finale of our city's celebrations was the opening of the
renovated City Hall in early December. All citizens were invited to visit
our new facility, beautifully decorated for the holidays. The artwork of
the brick city seal in the entryway plus the water feature just outside
the entrance were truly impressive.

The following weekend, we had an open house at the Heritage Park
Christmas event and invited all the previous mayors and city council
members. We met in the Ruth Millican Center and had standing room
only of citizens and dignitaries. All the former mayors spoke on events
during their time in office.
In January, we announced a poster contest for all Euless students,
and the Hurst -Euless -Bedford Independent School District encouraged
the students to participate. The winners were to be recognized at the
Annual Arbor Daze auction in early March and all participants were

The Trinity High School Drama Department performed
Euless... Hometown, USA at the 50th Anniversary Night on
April 24, 2003. The Harmony Choir and the Elementary
Honors Choir also performed.
The facility included many added features such as security for staff
members, ample meeting rooms for citizens, staff and business
meetings, a beautiful Council Chamber and a Pre -Council room with
new maps and electronic presentation screens.
In early 2004, City Council and staff moved from a paper agenda to
a paperless system provided on CD. The agenda is also projected onto
two large screens in the Council Chambers so that the audience can
follow the agenda and view presentations comfortably.
This City Hall is the centerpiece of the municipal campus and the
visionary planning is evident throughout the facility.
The 2003 Christmas Parade of Lights was led by all the former
mayors and the present mayor and city council members along with 90
other entries.
The final celebration of the 50th Anniversary was held at the
Heritage Park Christmas celebration. The Fuller House — the first

brick house in Euless — and the Himes Log House, along with the
Ruth Millican Center, are located in the park. The day included
activities from the early days of Euless along with local choir
performances and, of course, beautiful Christmas decorations.
This year of celebrations will long be remembered by all those who
participated in the numerous events. A time capsule with memorabilia
from Euless' history will be placed in a large rock in front of City Hall.
Hopefully, when it is opened 50 years from now, citizens will appreciate
all the time, talent and dedication citizens put forth to make Euless the
great city it is. We stand among other communities in Northeast
Tarrant County as the leader in city administration and leadership.
As we continue to Build A Better Tomorrow for our citizens, I want
to thank all those who participated in our 50th Anniversary celebration.
I especially want the thank the members of the committee who devoted
many hours of planning and atttendance at all the events. My hope is
that our future leaders will have the vision and the wisdom to continue
to make Euless great.

Community Information
The Euless Wine Sales Committee, an 84 -member volunteer
group, is preparing a petition drive to have a local option election
called in the City of Euless. The election would allow for a
proposition to sell wine for off -premise consumption in grocery and
convenience stores.
The local option election ballot will have one proposition.
Proposition One asks voters to decide whether to allow the legal sale
of wine for off -premise consumption at retail grocery and
convenience stores. Currently city ordinance allows for the off -
premise sale of beer only.
In order for an election to be called, the EWSC must collect 3,000
signatures for the wine sales petition to meet the state
requirements, as outlined by the Texas Alcoholic Beverage Code

The Champion City designation is awarded to small cities in
America that are extremely well-managed and excel in community
involvement, cooperative endeavors and quality of life aspects such as
the availability and high caliber of parks, recreational opportunities and
community events.
The "Champion City" program is an extension of Pat Summerall's
Champions of Industry — a recognition award for excellence in
business practices. Over the last eight years, companies across the
country have attained "Champion" status because of their integrity,
ingenuity and proven leadership in their respective industries. In 2003,
the Champion Program was expanded to include cities, as well.
The Pat Summerall Productions' Selection Committee noted that
several specific accomplishments were recognized as they considered
the City of Euless for this designation. In particular, they noted the
continuing parntership with DFW International Airport, the excellent
partnership with the HEB ISD, the dedication to the comunity in
providing parks for sports and recreational activities and the city's
involvement with the highly recognized and awarded "Arbor Daze"
celebration.
Mayor Mary Lib Saleh said, "This is an honor that recognizes our
city for the dedication and commitment to family and youth, which
have long been part of our mission in the City of Euless, as well as
recognition of continued exemplary management."
On February 26, Euless was featured on CNN Headline News and in
Forbes magazine as a "Champion City" award winner.
In addition, Pat Summerall Productions produced two videos for
Euless — a two -minute and a seven -minute — that staff will utilize to
promote economic development in the city. You can view the two -minute

"According to the Texas Wine and Wine Grape Industry, 60% of
all wine sales in Texas take place in grocery stores," said Economic
Development Director Bill Ridgway. "It has been estimated by local
store managers that as many as eight customers per day leave Euless
grocery stores to shop in neighboring communities that allow them
to purchase wine with their groceries."
The group will start obtaining signatures on March 27 and will
continue through April 17. They will be stationed at Harvest Food
Store, Albertson's and Kroger in Euless every day, 11 a.m. – 8 p.m.,
during this time frame.

Each year, Euless employees nominate the peer they feel
have given of themselves over and beyond the call of duty in
the past year.
In 2003, Johnnie Green, Manager of Parks, was
named Employee of the Year.
One colleague noted that Johnnie's "vision and
leadership" have helped establish the Euless Parks
Department as one of the most highly regarded parks
departments in the Metroplex. "The entire Parks &
Community Services Department relies on Johnnie when it
comes to figuring out how to make something work," the
nominator continues, "he also gives up lots of weekends to
support staff at special events."
Another co-worker said that "Johnnie is the `behind -the -
scene' person who makes sure that all the city facilities, city
parks, athletic fields and medians are well-groomed and
looking attractive for the citizens of Euless."
"Johnnie is a tremendous asset to Parks and Community
Services as well as the entire City of Euless," was a common
thread that was woven through all of the nominations for
Johnnie Green.
Congratulations, Johnnie on this much -deserved honor.

Betsy Boyett, new
Communications/
Marketing Manager
Betsy Boyett was hired in February to
be Euless' Communications/Marketing
Manager. She is responsible for the
marketing, communications and public
relations program, which includes creating
advertising, graphic design and brochure
development as well as public speaking and
news development She also serves in the
capacity of the City's web coordinator. This
is in addition to assisting the City Manager
Betsy Boyett on various day-to-day tasks.
Boyett's previous work experience is
with the City of Southlake, Pavlik and Associates and the Arlington
Chamber of Commerce. She has a bachelor's degree in Advertising and
Public Relations from Texas Wesleyan University in Fort Worth. She
recently completed a 40 -hour intensive Economic Development
Institute which is fully accredited by the International Economic
Development Council and is the second step towards E.D. certification.
While working for Southlake, Ms. Boyett volunteered with the
Southlake Chamber of Commerce in many capacities and recently
completed an eight-month class called Leadership Southlake where
she initiated a commercial recycling plan. Involved with community
initiatives, she was also involved in the Southlake DPS Citizen's
Academy alumni, the Southlake Employee Fund Committee and the
Southlake Communications Committee. She is a member of the North
Texas City Management Association, Urban Management Assistants of
North Texas and the International Association of Business
Communicators — Fort Worth chapter.
She is a former volunteer with Big Brothers Big Sisters of Tarrant
County, River Legacy Park Living Science Center, Arlington Youth
Services and Expanding Your Horizons (weekend gathering for young
girls to encourage their skills in science and math) and has served on
the Scholarship Committee for the Society of Professional Journalists.
Away from the office, Betsy, a Euless resident, plays softball,
rollerblades and spends time fixing up her home.

the "Old Iron Bridge"
in South Euless park

As you drive through South Euless Park today, you notice a very
attractive "Old Iron Bridge" spanning the creek which borders the park.
Most Euless residents don't know what a long, colorful history the
bridge has. Many have never seen it.
The "Old Iron Bridge" was built in 1889 by the King Iron Bridge
Company in Cleveland, Ohio. It was first erected over the Trinity River
on the road, now known as F.M. 157, allowing horse-drawn wagons to
travel between eastern Tarrant County communities.
In the early 1930s the bridge was disassembled and moved to span
Little Bear Creek on Euless -Grapevine Road, now known as North Main
Street. The road improvements also included "paving" the dirt road
with red gravel from the Morrison Farm nearby. The old bridge served
Euless for over 40 years.
By the mid 1970s the bridge had fallen into disrepair and its 14 foot
width no longer provided for adequate traffic capacity. The City Council
planned to replace the bridge with a wider, more modern bridge and
scheduled construction to begin in late 1974. The old bridge was to be
scrapped.
Mr. Charles Hunt, whose home is on North Main near the bridge,
began a campaign to save it. Hunt formed a "Save the Bridge"
committee and convinced the Euless Bicentennial Steering Committee
to adopt the bridge as a bicentennial project. Former Euless Mayor
Warren Fuller joined the effort and secured funding from Tarrant
County to move the old bridge from Little Bear Creek to its present
location in South Euless Park in January 1975. The noble efforts of Mr.
Hunt, Mr. Fuller and other Euless residents helped preserve a key piece
of Euless history.
The erection of the old iron bridge and red gravel paving provided a
major improvement for North Main Street in the 1930s. Today, seventy
years later, Euless residents are beginning to see another major
improvement for North Main Street.
In 2002 right-of-way was acquired and several structures removed
to make way for the new street. A major sign program replaced most of
the pole signs with attractive monument signs. The
unsightly overhead utility lines which cluttered
North Main have been relocated. In 2003, the total
reconstruction of Main Street from S. H. 10 north

to Harwood Road began. The new street will be o
wider and safer with turn lanes, sidewalks, -
decorative lighting, new traffic signals and

attractive landscaping. o
In 1974 Hunt and Fuller went the extra mile to
save the Old Iron Bridge. Throughout this spring,
we all need to go the extra mile to help the North
Main Street merchants who are being impacted by
the road construction process. Our continued

Construction on Phase III of the Parks at Texas Star, the blue portion,
has begun.This phase includes a 250 -foot baseball field (Veterans
Field), two T ball/coach pitch fields and three youth soccer fields.

The City of Euless, in cooperation
with five Northeast Tarrant County
cities, is hosting the 2004 Games of
Texas July 22-25.
This is a Mini -Olympics that will enable athletes from all over the
state of Texas to compete in almost as many events as there are in
the real Olympics.
This is where we need your help. There will be more than 20
Olympic type sports at about 27 venues. The Volunteer Committee
currently needs 800 volunteers to cover every need for this event.

CITY OF EULESS SUMMER ADVENTURE CAMP
Weekly day camp featuring field trips, swimming, sports, arts & crafts,
team building and more. Campers should bring their own lunch,
snacks, water bottle, change of clothes, swim suit, towel and sunscreen
in a backpack everyday. Campers must wear non -marking tennis shoes
and socks to camp everyday. Price includes the cost of fieldtrips,
transportation to and from fieldtrips, and one camp T-shirt. Parent may
purchase an additional T-shirt for $10. NEW!!! You can sign your
child up for swimming lessons and sport camps and we will see
to it that your child gets there! You may sign your child up for the
whole summer or just a week!
COST: A $10 non-refundable deposit per week per participant. Sibling
Discount of $5 off for each additional child you have enrolled for the
same week! Deposits will not be discounted. After registration you will
be given a payment schedule to follow for the summer. Each week of
Summer Camp will be $75 thereafter per participant.
REGISTRATION: Residents, May 1, 2004 at 8:30 a.m. and Non -
Residents, May 5, 2004 at 8:30 a.m. Please be prepared to pay a $10 non-
refundable deposit for each week.

NEW! KAYAKING CLASSES
ACA Certified Instruction conducted by Cutter Aquatics
Kayaks, paddles and lifejackets are provided. No experience necessary.
Participants or parent/guardian must sign American Canoe Association
Waiver. Participant must bring swim suit or clothes that can get wet,
water shoes or old tennis shoes, hat, sunglasses with head strap, water,
a towel to sit on or a small folding chair. To get directions or for more

Registration at Midway Recreation Center must be completed two days
prior to class.
Kids Only Kayaking: It's simple to handle a kayak on your own. Learn
strokes and safety on the lake. Children must be at least 10 years old
and able to swim.
Get Started Kayaking: Learn about kayaks — types, costs,
transporting; learn safe exiting and self rescue; try white water kayaks
and sea kayaks; learn basic strokes and techniques. Children under 13
are welcome with a parent.
Kayak Family Fun: For Mothers' Day or Fathers' Day plan a family
outing. Learn the basics of kayaking together for a discounted price.
Children should be 7+ years old, with a parent or guardian and able to
swim.
Kayak Quick: This short two-hour weeknight class gives adults a
quick introduction to the sport.
Women Only Kayaking: Get out on the water and away from it all.
You'll have a blast. Lunch on the water is included.

Summer Track Program
The City of Euless Parks and Community Services Department
sponsors a SUMMER TRACK PROGRAM for students age 6
through High School.
PRACTICE SESSIONS will be offered on weekday evenings 3 to 4
times a week at Trinity High School.
COMPETITIVE MEETS are scheduled throughout the area on
weekends. All qualifying meets are sanctioned by the Texas Amateur
Athletic Federation (TAAF), which offers tracksters the opportunity to
advance from local to regional, and then to State competition at the
2004 TAAF GAMES of TEXAS in COLLEYVILLE.
PRE -REGISTRATION will be held at the Midway Recreation Center,
300 W. Midway, from April 26 – May 28. Cost is $10 per participant.
After May 28, the fee will be $15 per participant. The fee includes TAAF
Registration, a City of Euless Track Team Shirt and professional
instruction. Specific workout and meet information will be made
available at registration.

This exciting, new program for all ages offers a fun way to increase endurance as well as
meet new people. Our veteran coaches provide structured practices to enhance swimming
skills. Team members should be able to swim 25 meters of free style without assistance.
The Texas Amateur Athletic Federation holds circuit swim meets which are held on
Saturdays during the month of June and early July. The Regional meet will be mid-July. For
more information on the Euless EELS and to join the parent support group, call Bev

Personal Flotation Devices
Although personal flotation devices, i.e. water
wings, raft, inner tubes, etc., offer fun and
enjoyment, many accidents and drownings
have attributed to the use of these devices.
Therefore, the City of Euless does not allow
the use of any flotation devices. The only
exception to this policy would be Coast Guard
approved flotation devices.
Swimming Pool Reservations
Pools may be reserved for private parties
during non-public swim hours.
Only adults may make reservations.
Rental Rates: $90 (2 -hour rental)
Includes Lifeguard fee up to 50 swimmers.
Depending upon group size and patrons
attending, additional Lifeguards may be
required. For each additional Lifeguard,
a fee of $10 per hour will be added to
the reservation cost.

Swimming Pool Party

his or her birthday party at one of our beautiful Euless swimming pools!
No more hassles, Mom and Dad ... just come out and enjoy the day while
your kids have fun. We will provide pizza, punch, the birthday cake and
a whole city swimming pool for your child's special day. All parties last
for 2 hours, $175 for up to 12 children, $3 for each additional person.

ATexas Star Birthday
Be a "Texas Star" and have your son or daughter's birthday party at the
beautiful Parks at Texas Star Pavilion. This party will include pavilion
usage and one hour of batting cage usage. We will provide hot dogs,

clean up! All parties last for 2 hours, $175 for up to 10 kids, $5 for each

Fashion Show Party
Let your daughter have a party she will never forget! We will provide
room and clean up. Party includes the following: Modeling lesson, outfit

Spa Time Party

The City of Euless teamed up with Experiential Pathways Inc. to provide
outdoor education opportunities for our youth. This dynamic team will
take your child on a safe journey through the wilderness and introduce
outdoor navigation skills as well as a chance for your child to explore
the world around them. PARTICIPANT MEETINGS ARE
MANDATORY TO ATTEND. This ensures the utmost safety for the
child and a chance for parent/guardian to meet the facilitators and ask
any questions. Enrolled participants will meet at Midway Recreation
Center and then be transported to and from the destination. For more

Destination:Wichita Mountain Wildlife Refuge, Lawton, OK
This will be a trip to the first National Wildlife Refuge in the United
States. This park is situated in the foothills of the Ouachita Mountains,
and is part of the National Grasslands Area. On the trails are free
roaming buffalo, elk, longhorn cattle and wild turkey. Participants will
have the opportunity to climb around and through the giant boulders,
learn how to navigate with the use of a compass, learn camping skills,
outdoor cooking skills and the safe way to navigate boulders and rocks.
We will also take a night hike for stargazing and to learn about
constellations. Food and camping equipment provided. Participants
will need to provide pillows and blankets for sleeping.
