Dear Citizens,
Spring is here and how beautiful it is with all the colors of
green and the lovely wildflowers. Having a cold, rainy winter
really makes us appreciate the sunshine of spring days.
If spring is here, can Arbor Daze be far behind? Yes, we are
going to have another Arbor Daze celebration this year but it
will be a different size and of course in a different place. We will
be celebrating our trees and our families.
Welcome
We want to return to a community festival for all ages at our
City Hall Complex. We will even have a family walking event. Do reserve the date and
plan to attend.
We truly appreciate all of you that attended our Town Hall meetings in January. We
heard some really good ideas for cleaning up the city, good ideas for improving on
activities and good ideas that show you care. A big topic was some clean up in south
Euless. We heard you loud and clear. Just know that we will be enforcing our codes
and policing efforts as well as encouraging our citizens to do their part in revitalizing
the neighborhood. Euless is a great city to live and work in. We need to keep up our
homes and yards and the city will do it's best to keep up the streets and sidewalks. Lets
all join together in every neighborhood to do a spring clean-up.
Municipal and school elections will take place in May. The city has two council seats
up for the three-year regular term and one seat that was vacated in January for a two-
year term. Please check the calendar for early voting and the regular election date as
well as election locations.
Congratulations to our employee of the year, David Allen. David not only makes us
proud in Euless but is well known throughout Tarrant County for his talents in
Geographic Information Systems.
And congratulations to our new Police Chief, Michael Brown. Mike is a long time
Euless resident and former police officer in Euless. Mike is committed to our
community and to community policing. Welcome, Mike.
The Fire Department has formed an Honor Guard unit and participates in
community events. What a proud moment it is to watch them perform with such
dignity and honor. Thank you to those who spent so much time and talent in forming
the Honor Guard. We have had a police Honor Guard for some time and they make us
proud too.
Our Public Works Service Center should be completed shortly and it is a building we
are proud of. It is located on south Westpark Way next to the fire station and animal
shelter.
We have several new businesses in Euless and more opening in late spring. We
continue to have new housing units going up around the city. Did you know that Euless
is the fourth largest city in Tarrant County? Did you know there are thirty nine cities
in Tarrant County? Euless continues to be well represented in many facets of
government and community activities. There is so much going on in our city. Welcome
if you are a new neighbor and come meet your other neighbors at our many events.
Our city volunteers are always on call and spring time is no different. Please check
out all the activities listed inside and you should know we have volunteers at every
event. Thank you, thank you.
Please take advantage of all the activities the city provides from the library to the
parks and recreation centers to Open House tours for the Heritage Park and even to
attend the city council meetings. And watch for our new spring Healthy Walks.

City of Euless 2006 Employee of the Year
The Employee of the Year program began in 1993 by City of
Euless employees. This award is highly revered and is given to
an employee by their peers for their vision and leadership. GIS
Manager David Allen is the 2006 recipient of the City of Euless
Employee of the Year award and exemplifies vision and
leadership not only on the job, but outside of work as well.
David Allen has worked in the digital
mapping field for 23 years, eighteen
of those with the City of Euless. He is
well known in his field not only as a
mentor and teacher, but also for his
many strides in developing
interesting applications within
municipal government. He holds a
Bachelor's degree in Architecture
and is the Program Coordinator for
the GIS Program at Tarrant County College southeast. He has
taught all levels of GIS since 1999. He also consults with
TCC's Fire Center Training Academy on digital mapping
issues.

So what the heck is GIS anyway?
Geographic Information Systems is a technological field that
incorporates geographical features with tabular data to
assess real-world problems. It was discovered in the 60s with
the discovery that maps could be programmed using simple
code and stored in a computer. From that evolved the
concept of overlaying mapped features for analysis and
modeling. Today, GIS is an effective problem solving tool and
operates on many levels, the most basic of which is mapping.
GIS Emergency Applications
David was the manager of a project team that recently
received an award for his efforts on a regional emergency
response database. This database will allow a shared Mobile
Command Center to locate an address, view houses or
buildings from all sides, see hydrant locations and identify
street names. David coordinated the data collection and
distribution to emergency response agencies with no budget.

Euless Announces New Police Chief
Euless City Manager Joe Hennig announced in
January that Michael Brown has accepted the
position of Chief of Police for the City of Euless.
Brown has served as Chief of Police for UNT Health
Science Center since 2003. Prior to that, he worked
in the Euless Police Department for 25 years, where
he began as Patrol Officer. He was then promoted
through the ranks to Lieutenant and retired in
Michael Brown was named the new
Euless Chief of Police.
2002. Prior to his tenure with the City of Euless, he
worked for the City of Richland Hills.
"Mike Brown has lived in Euless nearly all his life
and will be serving a city he dearly loves. He will be
a great chief for the employees and a great chief for
the community," said City Manager Joe Hennig.
"We are pleased to have him as an integral member
of our staff."
Brown graduated from Trinity High School in
Euless in 1973. He holds an Associates Degree in
Law Enforcement from Tarrant County Junior
College and a Bachelors degree of Applied Arts and
Science from UNT. He was awarded the Master
Peace Officer Certification in 1997. Brown and his
wife Anicia live in Euless. They have three children:
Clint, Aja and Leland.

Euless Congratulates New Retirees
Zane Cruse retired as a Lieutenant/Paramedic from the
Euless Fire Department with nearly 26 years of service.
Linda Free retired in January with over
25 years of service to the City of Euless.
Bill Richardson retired in September with
26 years of service in the Police Department.

Euless has contracted with
Allied Waste Services for
garbage collection and
Community Waste Disposal
(CWD) for recycling pick
up. The Allied Waste
Services contract will expire
in February 2008 and the
City of Euless is in the
process of revising a Request for Proposal (RFP)
for solid waste and recycling collection in Euless.
The city is exploring competitive opportunities
and has been interviewing possible vendors to
make sure we are aware of every service aspect
that may be available to our citizens. In addition,
staff is currently conducting rate comparisons
and analysis directly aligned with service levels in
other area cities.

"We want to ensure no stone has been left
unturned so that we may come up with the most
cost effective solid waste/recycling rate for our
citizens," said Economic Development Director
Bill Ridgway. "Service will be the main criteria
that will be stressed in the RFP."
The RFP will be sent out this summer. This
process will take several months and the provider
will be chosen four months in advance of the
expiration date. Should a new provider be chosen,
this will allow for transition to the new routes.
The solid waste and recycling will be bid together,
but may be awarded to two carriers.

he Best Composting Recipe
Spring is a great time of year to start a compost bin!
When the weather turns warmer, we tend to get out in
our yards and "clean-up" from the winter months.
Between the mowing, raking and pruning that takes
place, that will provide more than enough ingredients for
a healthy compost pile. Just add the ingredients, bake and
out comes rich, earthy soil for spring flower beds.
Recipe for Composting
Ingredients:
CARBON ITEMS
Pruned shrubs, tree limbs, rose branches
Cardboard
Tree leaves
Shredded newspaper
NITROGEN ITEMS
Grass clippings, weeds (w/o seeds)
Cottonseed meal
Uncooked fruit and vegetable scraps
Egg shells, peanut shells
Used coffee grounds, filters, tea bags
Water
Sun
Directions:
As you are spring cleaning your yard, place those great
ingredients in a compost bin. One can be made by
visiting a home improvement store (in Euless!) and
purchase items. You can determine the best bin for you
by visiting www.euless.org/composting.
Place your mixing bin out of direct sunlight if possible.
Alternate layers of carbon and nitrogen until you are out
of ingredients and moisten as they are added. Mix the
layers with a garden fork or a rake and moisten any dry
ingredients. After about a week, use a garden fork and stir
the ingredients up to aerate the pile. Keep the pile moist,
but not soaking wet. Repeat for about four weeks and let
the pile cure for two weeks before using. Enjoy!

Child Safety Seat Check
The Euless Police Department is a member of
the Child Safety Task Force and has several
officers certified in the Child Safety Seat
restraint system. The Task Force determines if
the seat is installed securely in the car,
inspects the seat size in relation to the child,
installs child safety seats and will replace
unsafe child safety seats free of charge to
parents who need financial assistance.
Members of the Child Safety Seat Task Force
will be in Euless from 10 a.m. - 2 p.m. on
Wednesday, April 11 in the SuperTarget
parking lot, 1401 W. Glade Rd.
Child Safety Seat checks are available free at
any time throughout the year by appointment.

Euless Pride
Euless' great neighborhoods,
nice climate and friendly
atmosphere make it a great
place to call home. However,
just like anything else in life, things get older
and need a little facelift now and again. The
City of Euless is working with a committee to
create Pride in our Neighborhoods, Pride in
our Community and Pride in Euless. The
Euless Pride campaign aims to create a
catalyst for change in the neighborhoods that
may need a little botox here and there. Our
goal for this campaign is through a combined
effort to result in a community we can all be
proud to call home. Please watch for more
information regarding this great program.

Redifun Simulation Inc. (RSI) specializes in visual systems for full
flight simulators. RSI manufactures visual systems for the
commercial flight -training environment and employs engineers
with over twenty years experience each in flight simulation.
Professional Turf Products is a premiere provider of large scale
commercial and golf course tractors, sprinklers and lawn
equipment directly to golf courses, schools, municipalities, parks,
landscape and irrigation contractors, and independent dealers.
Lowe's Home Improvement store opened in early January on
the southeast corner of Highway 121 and Glade Road. Mayor
Mary Lib Saleh assisted in the grand opening ceremony by
sawing a board instead of cutting a ribbon.

Dog Daze will take place from 9 a.m. - 1 p.m. on
Saturday, May 12, 2007 at the Euless Animal
Shelter, 1517 Westpark Way. Veterinarian Gayla J.
Maas will be onsite to administer low-cost
vaccinations for Euless dogs. Groomers will also be
available to give your pet a summer shave. Cost for
a small dog is $20 and a large dog is $30. All
grooming proceeds will be used in the Injured
Animal Fund.

City Council Election on May 12
The City of Euless will be holding two City Council
candidate elections simultaneously on Saturday,
May 12, 2007. The General Election for Place One
and Place Three will be held to elect Council
Members for regular three-year terms. A Special
Election will be held to elect a Council Member for
the unexpired two-year term in Place Six.

Arbor Day Becomes Arbor Daze
The first Arbor Day was proclaimed in the State of
Nebraska on April 10, 1872 through the effort of J.
Sterling Morton. It is estimated that one million trees
were planted in Nebraska on that first Arbor Day. Mr.
Morton believed that trees brought value as windbreaks
to prevent soil erosion, shade from the hot sun, and a
renewable source of fuel and building materials. Today,
Arbor Day is celebrated throughout the United States
and in many other countries around the world.
The roots of the City of Euless celebration of Arbor Day
can be traced to a Home and Garden Expo held in 1988
in the old gymnasium of what is now City Hall.
Attended by some 1,500 residents, the event was
declared a success and plans made to hold an annual
event emphasizing trees and beautification. The
following year, the "How to Grow Lawn and Garden
Show" was held at the newly constructed Midway
Recreation Center. The featured entertainment was a
group of local senior citizens known as the Spice of Life
Band. Instruments included spoons and a washboard.
The small festival grew in the ensuing years and in 1992
was moved to the grounds of City Hall with name of
"Leisure Fair presents Arbor Daze of City Hall." The
festival began to experience exceptional growth as the
attractions increased and big name musical acts were
featured. The Dixie Chicks, Mamas and the Papas,
Chubby Checker, and Little Richard were among the
acts offered for the free concerts of City Hall. By 1998,
Arbor Daze had evolved from a small community event
to a major regional event attracting over 100,000
people. The overwhelming attendance to hear Three
Dog Night, The Four Tops, Martha and the Vandellas
and The Association signaled the end of Arbor Daze at
City Hall.
In 1999, Arbor Daze was moved to a 200 -acre site on
Airport Freeway at Highway 360 to better accommodate
the crowd. The larger venue allowed acts such as The
Beach Boys, (2000 and 2003), The Righteous Brothers
(2002) and The Four Tops (2001) to be offered. The crowd
continued to grow to over 200,000.
During the years of Arbor Daze on the Airport Freeway at
Highway 360 site, many local residents expressed the
opinion that the festival had grown much too large. Many
wished for the "Good Ole' Days" when Arbor Daze was at
City Hall. In response to these other concerns, city
officials used 2006 as a year to consider what the Arbor
Daze of the future should be.
The 2007 Arbor Daze Festival will return to its "roots"
with an event for the Euless community. It has moved
back to the City Hall Complex and will be a festival to

North Texas Strikes It Rich
Due to recent improvements in technology called
hydrofracture technology, gas drilling has become more
of a reality for oil and gas operators. Barnett Shale is a
massive natural gas deposit that occurs naturally deep
under approximately seven counties in North Central
Texas and including northeast Tarrant County. The
Barnett field stretches from Dallas west approximately
5,000 square miles and produces about 1.2 billion cubic
feet of natural gas a day according to some industry
reports.
Many residents in Euless may have gas reserves
underneath their homes. If mineral rights to the home
you own were obtained at the time of purchase, you may
be contacted by a drilling company for a drilling lease
option. In anticipation of the gas drilling, the City of
Euless created a Gas Drilling and Production Ordinance
with safety and quality of life at the forefront.
The City of Euless has recently leased 339 acres of land in
and around Texas Star Sports Complex to XTO that are

eligible for gas extraction. XTO will have access to gas
reserves under the golf course and Parks at Texas Star
fields. Crews won't drill on city property. Instead, XTO will
lease land in Fort Worth to drill horizontally and reach gas
reserves under city property.

It Ain't Easy Being Green
With the ever increasing population and influx of cars,
highways and flights from DFW Airport, the challenge to keep
Euless green is increasing daily. The City of Euless is meeting
that challenge through innovative programs, policies and
procedures that not only save valuable tax dollars, they make
Euless a more sustainable place to work and live. We wanted
to share a few of our green features with you.
Euless has earned recognition for being environmentally tree -
friendly as a White House Millennium Community and is the
only nation to be recognized twice by the National Arbor Day
Foundation for its Arbor Day celebration.
In 2006 over 100 pounds of red wiggler worms were given to
Euless residents. This was not an attempt to send them
running and screaming the other direction. It was part of an
education opportunity called Compost-ology, The Science and
Fun of Backyard Composting. Euless provided hands-on
learning opportunities in order to reduce the amount of yard
waste put in local landfills. The result was a decrease in
garbage collected and yard waste returned to the earth as
nutrient rich mulch.
City of Euless fleet currently operates 37 vehicles on Liquefied
Petroleum Gas as an alternative fuel source. These units are
driven on propane in daily usage 70% of the time. This fuel
alternative results in kinder emissions to the environment.
Policies have been implemented that city vehicles will be of a
Low Emissions Vehicle, Ultra Low Emissions Vehicle or a Zero
Emissions Vehicle type. Approximately 95% of the fleet meets
this mandate.

Euless is one of the few, if not the only, jail in
the region that has sky lights inside of cells.
Euless is working towards a complete conversion
of traffic signals from incandescent to LED type
fixtures. Currently all pedestrian crossing lights
and 98% of the city's signals have been
converted. This will reduce the average dollar
cost and energy consumption by 75%.
Incandescent fixtures use 150 watts of electricity
compared to LED fixtures that use 8 watts.
Euless was the first city in Texas to provide
apartments with a recycling alternative. Euless
residential structure is made up of approximately
45% apartments. This accounts for nearly half of
the population and an even larger percentage of
potential waste to be sent directly to landfills.
Euless residents who live in apartments are
offered the opportunity to recycle the same
materials accepted in the single family curbside
program as well as the hazardous waste
collections twice a year.
TIPS for Saving Energy and Money at Home
1. Add a new item to your recycle bag such as
steel cans, plastic bottles or junk mail.
2. Replace light bulbs with compact fluorescent
bulbs. The corkscrew -shaped bulbs are a bit more
expensive up front, but use 75% less electricity.
3. Add 4-6 inches of mulch around your plants,
which can cut water use by about 25%.
4. Maintain your vehicle. Properly inflated tires
and well -tuned engines will save gas and curb
excessive emissions.
5. Shorten your shower by one minute. A family
of four, each showering for five minutes a day,
uses 700 gallons a week; this is enough for a
three-year supply of drinking water for one
person.

animals from the Fort Worth Zoo. Their
Zoologists will bring out different animals

Free lunch for 18 years and younger!
There is no need for: registration, meal
ticket, proof of age or income
Helping your child get the nutrients
they need.
The summer Food Service Program provides
free meals to all children age 18 and younger.
These meals provide essential nutrients for
active growing kids. To participate in the free
meal program, all kids have to do is show up
at a serving site. The entire meal must be
consumed at the serving site, absolutely no
"to go" lunches are available. Locations and
times will be announced soon.

SKATE LIKE A "STAR" CAMP
Learn the basics of Ice -Skating. Skaters will learn basic forward
and backward skating, swizzles, one foot glides and stops.

CITY OF EULESS SUMMER ADVENTURE CAMP
Weekly day camp features field trips, swimming, sports, arts &
crafts, team building and more. Campers should bring their
own lunch, snacks, water bottle, change of clothes, swimsuit,
towel and sunscreen in a backpack everyday. Price includes
the cost of fieldtrips, transportation, and a camp T-shirt. You
may sign your child up for the whole summer or just a week!
COST: $10 non-refundable, non -transferable deposit per
week per participant. Sibling discount of $5 off for each
additional child you have enrolled for the same week! Deposits
will not be discounted. After registration you will be given a
payment schedule to follow for the summer. Each week of
camp will be $75 thereafter ($55 for weeks 1 & 6).
REGISTRATION: Residents, May 5, 2007 at 8:30 a.m. and
Non -Residents, May 9, 2007 at 8:30 a.m. In order to hold
your child's spot, you must put down a $10 non-refundable,
non -transferable deposit per week per participant.

SUMMER TRACK PROGRAM
The City of Euless Parks and Community Services
Department sponsors a SUMMER TRACK PROGRAM for
students age 6 through High School.
PRACTICE SESSIONS will be offered on weekdays 3 to 4
times a week at Central Junior High School. Practice will
begin the week of May 21.
COMPETITIVE MEETS are scheduled throughout the area
on weekends. All qualifying meets are sanctioned by
the Texas Amateur Athletic Federation (TAAF), which
offers tracksters the opportunity to advance from local to
regional and then to State competition at the 2007 AT&T
TAAF GAMES OF TEXAS to be held in Williamson County,
July 26 — 29.
PRE -REGISTRATION will be held at Midway Recreation
Center, 300 West Midway Drive, from April 17 —May 26.
Cost for the program is $10 per participant. After May 26
the fee will be $15 per participant. The fee includes TAAF
registration, a City of Euless Track Team Shirt, and
professional instruction. Specific workout and meet
information will be made available at registration.

AMERICAN RED CROSS — LIFEGUARDING
Are you 16 or older and looking for a great summer job or challenging career? Through
classroom learning and hands on practice, you will learn: surveillance skills to help you
recognize and prevent injuries, rescue skills, First Aid and professional rescuer CPR training.
Class will also cover professional life guarding responsibilities like interacting with the
public and addressing uncooperative patrons. Classes will meet at Midway Recreation
Center Pool. Participants must register 7 days prior to class. Bring a sack lunch, towel,

Personal Flotation Devices
Although, personal flotation devices,
i.e. water wings, raft, inner tubes, etc.,
offer fun and enjoyment, many
accidents and drownings have been
attributed to the use of these devices.
Therefore, the City of Euless does not
allow the use of any flotation devices.
The only exception to this policy would
be Coast Guard -approved flotation
devices.
Swimming Pool Reservations
Pools may be reserved for private parties
during non-public swim hours. Only adults
may make reservations.
Rental Rates: $90 (2 -hour rental)
Includes lifeguard fee up to 50 swimmers.
Splash Island is NOT available for rental.
Depending on group size additional guards
may be required. For each additional
lifeguard, a fee of $10 per hour will be added
to the reservation cost.

DEEP WATER DYNAMICS
Deep -water aerobics offers you a program which improves
overall aerobic fitness, cardiovascular endurance, flexibility,

HAPKIDO
Hapkido, the art of coordinated power, is a comprehensive
Korean self-defense system involving joint locks, pressure
points, throws, kicks, and strikes. Hapkido, a "soft" martial art,
seeks to gain advantage over an opponent through techniques,
avoiding the use of strength against strength. This class is
designed for beginner through black belt and beyond. Do not

Midway Park
300 West Midway Drive
Midway Park is one of the first parks that the City of Euless
had in its park system. The twenty-two acre park has
transitioned from a neighborhood park with few amenities
to a community park with many recreational opportunities.
Home of the Midway Recreation Center and pool, this park
is rich with history. Midway Park was home of boys baseball
and girls softball for Euless citizens for nearly forty years.
In fact, Midway Park was the home of the very first boys
baseball state tournament ever played in Euless.
We've recently added new play equipment to the
playground as well as the tot lot and we're currently
working with our Engineering Department on a new trail
system that will connect on the east end with the Main
Street greenbelt trail and on the west side to Milam Drive
and with connection points to the north that will create a
much safer route into the park from the Midway Park
neighborhood.
