Dear Citizens,
Spring has finally come to Euless just in time for our
Arbor Daze celebration. What a crazy winter season with
rain, snow sleet, hot and cold weather.... I guess the old
r" adage of "if you live in Texas just wait a moment and the
weather will change." We do enjoylots of weather changes in
Texas and that adds to the joy of living here.
With the springtime we hope you have enjoyed the
amenities of our beautiful parks. We have added new walking
trails, new park benches and lots of new plantings not only
in the parks but also along the streets and city hall campus.
Our library is in the process of being renovated with additional space and new
carpeting. The library is such an active place for citizens of all ages and we hope you
take advantage of the many offerings. Our staff is quite knowledgeable and can
assist you with your needs. There are several classes offered and most of them are
free. All the concerts are so special and all free. Please read all about the many
activities.
The Euless Library Foundation has decided on its newest art project for the
library. It will be a beautiful wall tile about six feet by eight feet depicting the
history of Euless. The Euless Historical Committee will join with the Foundation
in selecting the historical sites to be depicted. Tiles may be purchased by any citizen
and the prices vary from $25 to $900 depending on the size selected.
The library has one tile of the Log Cabin already and is on view for all to see. This
is such a unique piece of art and all citizens can support the art and have your
family name on the tile.
We congratulate our Employee of the Year Cary Stevenson. He is truly a caring
Euless employee. He has worked for our city for twenty five years and never missed
a day of work. We are so proud of him.
We are sending many good wishes to our retiring Fire Chief Lee Koontz and
thanks for his many years of service to our city. Please read all about the many
innovations Chief Koontz has initiated in our Fire Department. He had truly been
a leader not only in our city but in our community and our state. His lovely wife
Lark, has added so much joy to our many celebrations representing "Sparky" the
Dalmatian fire dog. Thanks Chief and Sparky!
We also congratulate the Fire personnel for the awards they received at the Fire
Awards Banquet. They are listed inside the ma azine and each award is so special
to the firefighters and to our city. Many thanks1rom all our citizens to each of you.
A special honor at the ceremony was given by our Medical Director Dr. Yamada to
our "911 Response Team." How fortunate we are to have such dedicated members
on our team! Congratulations to all.
Our next park in the city will be the Dog Park. The Park will be located inside
the Villages of Bear Creek Park and there will be a divided area for large dogs and
small dogs. We hope you will read all the rules of behavior for the dogs before you
visit the park and we hope we have added all the amenities you have requested.
Our Texas Star Golf Course continues to win accolades from the golf world and
we so appreciate our staff for making it one of the very top municipal courses in the
Metroplex. We are undergoing a complete renovation of the Texas Star Conference
Centre. You will see a lot of construction when you visit but the Texas Star will
remain open during the construction and you may hear a hammer or two. It will
be completed in about eight months and then be able to accommodate much larger
crowds as well as many smaller groups. After ten years it needed some tender loving
care as well as more room for our clients.
Each spring we have municipal elections as well as school board elections. We
are fortunate in Texas to have early voting for two weeks prior to Election Day. The
times and schedules are listed inside and early voting will take place in the Euless
library. On Election Day, May 10, 2008, there will be voting in the Euless Library as
well as Bear Creek Elementary School. You may vote for city council positions and
school board positions.
As you read through the EULESS TODAY magazine please note the many
activities happening in our city. We need and appreciate all the volunteers that
support these activities. We could not do it without our volunteers and volunteers
have fun and friendships to share. Won't you become one of our special volunteers?
Do take time to enjoy the interestingspring weather, the beautiful Texas
wildflowers and the many activities availabe to each of our citizens.

The City of Euless is filled with great employees and Cary
Stevenson is no exception. He is the embodiment of hard work,
determination and loyalty. Stevenson is a Field Tech III for the
Euless Parks Department and has dedicated 25 years of service to
this city.
Do you ever notice how good our grounds look? Stevenson and
his crew are responsible for maintaining the park grounds
throughout the city which include mowing, trimming, picking up
trash, cleaning all pavilions, grills and picnic stations, and
making sure that our parks are safe for our citizens. Much of what
he does rarely receives recognition and he does what is asked
without question. He just does it. He has never turned down an
additional responsibility or request from his supervisors. He'll do
whatever is asked of him and never complains.
Stevenson has never once called in sick. He's always the first one
at the shop, ready to go to work
and he makes sure that everyone
else is ready also. On cold, winter
mornings, Stevenson starts each
truck, turns on the heaters and
defrost so that when the work day
begins, everyone will be ready tox

Fire Chief Lee Koontz
retired in March after
26 years with the city.
During his tenure Chief
Koontz emphasized the
need for education and
safety in the fire
service.
Fire Chief Lee Koontz
Chief Koontz has retired after 26 years of service.
served as Fire Chief for 20 years and has
dedicated a total of 26 years to Euless. He is one
of the longest tenured Fire Chiefs in Tarrant
County.
Under his leadership, Koontz oversaw many
aspects of Firefighting including Search &
Rescue, Inspections, Investigations, Suppression
and Rescue, Hazardous Materials Response,
Vehicle Rescue (extrication) and Advanced Life
Support Emergency Medical Service on both first
response vehicles and Mobile Intensive Care
Units (MICU). This is in addition to promoting
public education of fire safety at every
opportunity.
Koontz was personally responsible for leading his
department through the transition to EMS
response in 1988 and provided cross training for
all personnel to provide both Fire and EMS
response. He now ensures that the latest training
is provided to his staff on a weekly basis.
In addition, the Euless Citizen's Fire Academy
began under Chief Koontz's guidance, as well as
the Alumni Association that supports the Fire
Department in many capacities. The ECFAAA
members play a vital role in helping to build
better citizen involvement and participation as
well as public education in Euless.
With his announcement, City Manager Gary
McKamie stated, "Lee has been the Fire Chief for
an amazing 20 years. He built the Euless Fire
www.euless.org
Department into what I believe to be the best
Fire Department anywhere. He started the
Paramedic service in the late 1980's and directed
our recent ISO rating which we think will result
in a significant rating upgrade. His commitment
and dedication is greatly appreciated and his
impact on emergency services has been
extremely valuable."
Most currently, Koontz has led the charge of
reclassifying Euless' Insurance Services Office
(ISO) rating. This was accomplished through his
firm understanding of the evaluation process and
his work to assure that fire infrastructure was in
place to support fire protection in the
community. Currently rated at a three, the ISO
visited Euless in December and we have high
expectations of receiving a higher rating in the
summer. This may lower insurance costs for
residents on the fire portion of their insurance
premium.
The Police Department needs your support for
Crime Watch groups throughout Euless. We
encourage our Citizens to form a Crime Watch
Group within their neighborhoods.
Crime Watch groups play a very important role
in the community. It's not only a great way to
get to know your neighbors, but citizens can
dramatically reduce crime by being a second
set of eyes for the Police. Citizens will better
understand the types of crimes that occur in
their neighborhoods and learn how to prevent
them.
Crime Watch groups lead many citizens into
joining our CPA/CFA/CERT programs and may
even lead to an area for volunteer work within
the City.
If you are interested in starting a Crime Watch
group, please call Officer Hoerth or Officer
Parker by calling (817) 685-1536.

The Euless Police Department hosts two week-
long summer camps for children ages 10-12
living in Euless. There is no cost for registration;
however, each camp session is limited to 50
children. Children who attend the camp will
learn team building, bicycle safety and
navigation skills. As a special treat Euless Police
Chief Mike Brown will cook a special lunch on
the last day of camp.
Camp runs from 9 a.m. - 1 p.m.
Session I: June 9 - 13
Session II: June 16 - 20
Parents may get applications for the summer
camp at the Police Department, 1102 West
Euless Blvd. or at any Euless elementary school.
For questions, please contact Officer David
Parker at 817-685-1536.
With Texas spring weather upon us, the City of
Euless created the Wireless Emergency Network
Service to notify citizens of emergencies. During
actual disasters it was discovered that text
messages will still transmit when voice messages
would not. This became a valuable
communication tool.
In the event of an emergency, a text message will
be sent to the mobile number and/or email
outlining the nature of the emergency. The
system will be used for all hazards such as
weather, chemical spills or lost children. In
addition, subscribers will also receive automatic
advisories and watches from the National
Weather Service. Weather notifications of a
more imminent, threatening or specific situation
will be generated by the City.
This technology allows up to 25,000 messages
per minute to be sent. There is no cost to the
subscriber other than fees that cell phone
providers may charge to receive text messages.
To sign up, please visit www.euless.org/wens.

Even with the record rains last
summer, Euless residents should not
take water for granted. It proves the
point even more that water levels
cannot be predicted from one year to
the next and we all need to make an
effort to conserve water. After the
drought of 2006, Euless officials
realized that we need to protect this
precious resource by enacting
measures that make sense for Euless
residents_
Effective July
2007, all
Euless water
customers
fall under a
new water
conservation
ordinance
that prohibits watering outdoors from
10 a.m. to 6 p.m. year-round. The new
rules will apply to City water
customers who use automatic and
non -automatic irrigation systems and
garden hose -attached sprinklers to
water their lawns
Watering between 10 a.m. and 6 p.m. is
an inefficient method of maintaining
yards. Water from sprinklers and
irrigations systems is lost by
evaporation due to heat and wind. In
addition, daylight watering as well as
domestic use, places additional
demands on the water treatment plant.
The ordinance does provide for
watering home foundations, lawns and
new landscape plantings by handheld
hose, drip irrigation or soaker hose.
For more information please contact
the Public Works department by
calling 817-685-1694.
The City of Euless has continued solid waste
service with Allied Waste Services for garbage
disposal and Community Waste Disposal for
recycling. The City of Euless' new guidelines for
solid waste collection will
begin in March.
Euless has renewed for five
years with a rate increase of
$1.51 per month. The new rate
remains one of the lowest in
the region. Customers will see
the rate adjustment reflected
on the April billing statements.
Seniors (age 65 and up) and
residents who are permanently
disabled will continue to
receive a $0.49 discount off the
residential rate.
Residents north of Harwood will continue to have
solid waste pick up on Tuesdays and Fridays with
recycling days changing slightly. Those living south
of Harwood will have Monday and Thursday solid
waste pick up days. Please see the map on the
second page for more detailed information in
specific neighborhoods.
Residents will continue to receive "take all" service
twice a week and curbside recycling once a week.
"Take all" service means bulky items, such as brush,
furniture and household appliances will be
collected with the regular garbage.
With these new guidelines, an additional bulky
waste service has been added. Up to ten cubic yards
of acceptable waste may be dropped off on
Saturdays at the Allied Waste Services Transfer
Station located at 6200 Elliott Reeder Road in Fort
Worth up to four times a year. The transfer station
is open to residential customers each Saturday
from noon - 4 p.m. Proof of residency such as a
current water bill or valid driver's license is
required. This service does not include the disposal
of hazardous waste or non-compactable waste.

The City of Euless welcomes leashed dogs in all of
its parks. But now owners of well-mannered
canines can take advantage of the new fenced Dog
Park at Villages of Bear Creek Park where
unleashed dogs can have more room to run and
play. With just over 50% of Euless residents living
in apartments, we recognized the need to provide
man's best friend with some room to roam.
The double -gated, fenced, 3 -acre off -leash dog
area will be divided into two sections, one
section for large dogs over 40 pounds and the
other for small dogs less than 40 pounds. Each
section will provide shaded areas, wash stations,
drinking fountains for both humans and dogs,
doggie bag dispensers, and many fun play
features. When outside the dog park enclosure,
all animals are required to be restrained on a
leash at all times. This includes arriving and
departing the dog park.
The dog park will open six days a week during
daylight hours. It will be closed on Thursdays
for maintenance. For dog park rules and
regulations, please call 817-685-1429 or visit
www.euless.org/pacs. You'll be in the doghouse
if you don't visit this great new park. It's a

Barnett Shale in North Texas
Due to recent improvements in technology called
hydrofracture technology, gas drilling has become
more of a reality for oil and gas operators. Barnett
Shale is a massive natural gas deposit that occurs
naturally deep under approximately seven counties
in North Central Texas and including northeast
Tarrant County. The Barnett field stretches from
Dallas west approximately 5,000 square miles and
produces about 1.2 billion cubic feet of natural gas
a day according to some industry reports.
Many residents in Euless may have gas reserves
underneath their homes. If mineral rights to the
home you own were obtained at the time of
purchase, you may be contacted by a drilling
company for a drilling lease option. In anticipation
of the gas drilling, the City of Euless created a Gas
Drilling and Production Ordinance with safety and
quality of life at the forefront.
If you are contacted and have questions regarding
gas drilling or leases, the City of Euless can not
offer legal advice, but may be able to answer any

We all need a little face lift now and again. The
ten-year old Texas Star Conference Centre is doing
just that. Renovations began at Texas Star
Conference Centre in February. The construction
will be paid for by car -rental tax revenues. The
renovation and expansion will take nearly a year
until completion. This will not affect the golf
course, Raven's Grille or the Pro Shop.
The expansion on the south side of the building
will begin first and is scheduled to be complete
during fourth quarter of 2008. A full-sized
catering kitchen will be added along with an
additional conference room to allow for capacity
of 300 guests. In addition, two break-out rooms
will be added for groups of 20 or less and improved
audio-visual equipment including three mounted
projectors and drop down screens will be installed
throughout the conference centre.
The Raven's Grille will then move to the southern
end of the building. The chef's will take over the
full-sized catering kitchen and the small
conference room will be used as Raven's Grille.
The small kitchen will be increased to more than
one and a half times its current size and the patio
will be extended and enclosed with the capability
of opening windows during nice weather. North
side construction should be completed around
February 2009.
Showing our dedication to the environment,
green building techniques will be used during the
renovation of the conference center. Sound
deadening panels made from recycled polymers
will be installed as well as low water urinals,
toilets and sinks. Fluorescent lights will be
replaced with incandescent light bulbs and all
appliances will have an Energy Star rating from
the government. A new air conditioning system
will also allow for more energy efficiency.
These changes are much anticipated by all who
use Texas Star and will allow us to continue to
provide great service in a quality facility to our
existing clients and new clients.

Four Hours in History
What does four hours in history mean to you? For
the Historical Preservation Committee it could
mean scanning one hundred historical photos for
the "Historical Album," giving a tour of Heritage
Park, transcribing an oral history recording of the
area, or helping maintain the grounds of Calloway
Cemetery. To the Committee, four hours a month
means the preservation of the area's history for
generations of Euless residents to come.
The Historical Preservation Committee is currently
working with the Euless Library Foundation on the
"Historical Mural" to be displayed at the Library.
This is a great opportunity for you to help sponsor
the project by buying a tile in memory of a loved
one, commemorate an event or have one made with
your family name on it (see Library section for
details).
Work has begun on a "Historical Photo Album" of
the surrounding area. Hundreds of photos of
homes, properties, people, etc. are in the process of
being scanned. If you have old photographs and
would like to include them in the Euless historical
album, your photos will be scanned and returned to
you within seven business days.
