Well, we have some great ideas for cooling off inside this newsletter. We hope you are watching the new Senior Center going up in Midway Park next to the Midway Recreation Center. This center is the next phase of the Family Life Center at Midway Park. There was some delay due to all the rain and snow this winter, but the staff is working diligently to catch up and have this new center ready by the end of the year. The City Council has passed several new ordinances this season and we do hope you will read all the details. The animal ordinance was in response toT TT the many complaints received at City Hall. The Illicit Discharge ordinanceIV7, V L S will help to protect our waterways from pollution. '"aft. As you drive throughout our city you will notice several great restaurants going in. Some of the new restaurants include Tequila Rain on Main Street and Fuzzy's Tacos on Route 10 by Softball World. All of our Euless restaurants can be found on the Euless website at www.EulessTx.gov. Good things are happening in Euless. Don't forget Raven's Grille at Texas Star is always a great place for a local meal! Our golf course continues to be rated with the best and the Raven's Grill offers some summer goodies. Do you all know that the Raven's Grill at the Texas Star Golf Course is open seven days a week for breakfast, lunch and dinner? It's a fun place to sit on the porch and watch the golfers come in on the 18th hole. I am very excited about an upcoming ceremony on Sunday, October 24 to unveil an official Texas Historical Marker to the Euless School. This school was in existence from 1913-1955 and was at the site of the current South Euless Elementary School campus. This is only the second school in the district to be recognized by the state and would not have been possible without the cooperation of the City of Euless, HEBISD, the Texas Historical Commission and the Euless Historical Preservation Committee. All are welcome to attend this great event! Many of our citizens have donated tiles for the Historical Tile Project that will hang in our library. The project has been spearheaded by the Euless Library Foundation. The annual meeting of the Foundation will be on September 17 with Scott Murray as a special guest that evening. All the finished tiles will be on display and they are so beautiful. Do check with the library for details. And, don't forget to sign up for appointments to the Boards and Commissions. For information on volunteering for a Board please call the City Secretary's office. Applications must be received in September. Z As the economic downturn continues to unfold, it has affected everyone both locally and nationally. City revenues stem primarily from property tax and sales tax with other revenue sources including car rental tax, fines, fees, licenses and permits. Since the recession began in the fall of 2008, sales tax revenue has declined by over $2.2 million, which is a 15.5% decline. The Council chose to hold the tax rate for the current year despite declining property values. As the recession began, the City took action quickly to reduce expenditures to maintain a balanced budget. These reductions included hiring freezes, early retirement incentives, reduction in workforce, reduction of capital expenditures, elimination of all non- mandatory travel and training as well as significant reductions by each department. The goal has been to absorb all of these reductions internally without impacting the service level to citizens. We hope these reductions have been transparent to you. We are very pleased that sufficient reductions were achieved during FY2009 to end the year in a positive position and we expect the same results for FY2010. As we prepare the FY2011 budget, we are facing additional declines in sales tax revenue and are expecting further erosion in the property tax base. For the third year, the departments are once again making reductions in an effort to offset the expected shortfalls. All programs and services are being evaluated to determine what, if any, changes should be recommended. Like many of our citizens, we are looking for savings opportunities and spending wisely. We appreciate the input regarding the budget at the recent town hall meeting. As we continue through the budget process, the City Council and City staff remains committed to providing our citizens the most efficient services possible. 817-685-1400 Public Safety Events New Citizen's Fire and Police Academy The Citizens Fire and Police Academies (CFPA) have been combined into one class: The Euless Fire and Police Academy. The next class begins August 5. The fourteen -week class takes place from 7:00-10:00 p.m. on Thursdays with a graduation dinner on November 4. If you have burning questions like, "Why does a fire engine sometimes respond with an ambulance on a medical call?" or, "What is a sphygmomanometer?" If you are itching to know what "nystagmus" is or what the "psychophysiological detection of deception" is, then sign up for the Citizens Fire and Police Academy. You got questions? We got answers! Call 817-685-1600 or 817-685-1536 for an application. Public Safety Open Houses The Euless Police and Fire Departments will both host Open Houses from 10 a.m. - 2 p.m. on Saturday, October 2. The Police Open House will be held at 1102 W. Euless Blvd., and the Fire Open House will be held at Fire Station #3, 202 S. Main St. Both events will have activities for children, tours of the facilities, and members of the Citizen's Emergency Response Team, Citizen's Fire Academy, Citizen's Police Academy and Citizens on Patrol. Plus, visit with clowns from the S.A.F.E.T.Y. Troop, along with Sprinkles, the police department's new safety clown. These events are free and everyone is invited! National Night Out The 27th Annual National Night Out, America's night out against crime, will be observed the evening of Tuesday, October 5 in Texas. Neighborhoods across Euless are sponsoring block parties, cookouts and visits from police and fire representatives. Over 35 million people in more than 11,000 communities across all fifty states participated last year. So, turn www.eulesstx.gov your porch light on, organize a block party and "fight back" against crime in your community. Firefighters r from all three stations and the fire safety clownswill be out visiting various organized block parties around town. Fire Prevention Week Fire Prevention Week will be observed this year on October 3-9. The Euless Fire Department's S.A.F.E.T.Y. Troop will be presenting their annual fire safety program at the elementary schools throughout the city during Fire Prevention Week. Proclamations have been signed by U.S. Presidents every year since 1925 proclaiming the week in which October 9 falls as Fire Prevention Week. The City of Euless is currently accepting applications for volunteer positions on various Boards and Commissions to be appointed in October 2010. Time and frequency of meetings vary, depending upon the board or commission on which you serve. The following Boards and Commissions will have openings: Civil Service Commission, HEB Teen Court Advisory Board, Historical Preservation Committee, Library Board, Parks and Leisure Services Board, Planning and Zoning Commission, and the Zoning Board of Adjustment. Applications and additional information on these boards are on the website www.eulesstx.gov/cso. You may also contact the City Secretary's Office for an application at (817) 685-1434. Applications must be completed and returned to the City Secretary's Office by Friday, October 1, 2010. 5 Wear a Seat Belt and use a Child Safety Seat =� New occupant restraint laws went into effect in Texas recently that will help provide better safety. • All occupants, no matter their age or where they are seated in a vehicle, are required to wear a safety belt. • A motorcycle operator is prohibited from carrying a passenger younger than 5 unless the child is seated in a sidecar attached to the motorcycle. • Any child younger than 8 years old is required to be restrained in an approved child passenger safety seat, unless that child is at least 4'9" tall. • A child under the age of 18 is prohibited from riding in the back of an open bed pickup. Every year, more than 90,000 children under age 8 are injured in car crashes, and more than 1,000 are killed. In fact, auto accidents are by far the leading cause of death for American children. Not installing a Safety Seat Correctly A safety seat won't do its job if it's not installed correctly. Among the most common mistakes: Not buckling the car seat in tightly enough, and not using the right type of seat belt to secure your child in his booster seat. Check to be sure that car seats won't tip forward or slide from side to side more than an inch, and that boosters are secured with a lap -and -shoulder belt. Better yet, use an anchoring system if you can. By law, all car seats and vehicles manufactured since September 2002 must be compatible with the LATCH system — or "lower anchors and tethers for children." This system combines the previously existing top tethers with lower anchors, built into the rear of the car. Some cars built between 1999 and 2002 also have the system. Toddler/booster combo seats are required to have both the upper and lower attachments; booster seats are not required to work with LATCH. Owners of earlier model cars may want to consider having their car retrofitted with the LATCH system. Check with your local auto dealership for information on cost and feasibility. Don't Blow Lawn Clippings In the Street � 1- ANW10'Am ` O p Greetings good citizens! I am the Drain Defender, and I'm here to fight for truth, justice and a clean waterway. Even the great metropolis of Euless can't be spared the ravages of Illicit Discharge. (evil music plays in background). Illicit ' discharge (evil music) is the kryptonite of our waterways. Lawn clippings, leaves and other debris often clump, contributing to flooding in your neighborhood. It is your responsibility to make sure that nothing but untainted rainwater flows from your yard into storm drains. You have great powers to protect innocent waterways and become a symbol of hope! Recently, the Euless City Council passed an Illicit Discharge Ordinance, which makes putting anything other than clean storm water in a storm drain illegal. This includes blowing lawn clippings in the street or placing items in the gutter to wash away. Just read this issue of the Daily Planet for more ways to live clean and green. Up, up and away! www.eulesst:x.gov What's the Big Deal About Storm Drains? Do you know the difference between storm drains and sewers? Sewers or wastewater lines carry "black water" that comes from toilets, sinks and washing machines. This black water travels via underground pipes tor treatment plants. Typically, we don't see these pipes or openings. Storm drains are visible from the street and lead to a separate pipe system. They divert rain runoff into large pipes that lead directly to creeks and rivers, and ultimately empty into the ocean. Unlike sewers, there is no treatment or filtering of this water between your yard and the waterway. If you've used chemicals on your lawn or garden, they may contaminate the water that runs off from rains or your sprinkler system. When lawn clippings decompose, they release carbon and nitrogen that feeds undesirable algae, which, in turn, use up oxygen in the water and kills fish. The best option is to mulch your lawn clippings into the lawn which will break down quickly and provide valuable fertilizer. Or, you can bag lawn clippings and compost them. It is recommended that you not put these bags out for the trash. This contributes to landfill problems. Be a Crud Crusader! On Saturday, Oct. 2, bring your crud to the Crud Cruiser at the Euless Municipal Complex, 201 N. Ector Dr. from 9 - 11 a.m. Space is limited. The mobile collection unit can accept material from approximately 125 households. If the unit reaches its capacity before you arrive, you may deliver your materials to the Environmental Collection Center (ECC) located at 6400 Bridge St. in Fort Worth. You may also bring any small electrical appliance you would like to recycle, such as computers, monitors, radios, VCRs, stereos, clocks, hair dryers, lawnmowers, and office equipment. Additionally, these revisions provide authority for animal control officers to remove animals from vehicles if conditions pose a threat to the health and welfare of the animal. The amendment updates the list of prohibited animals to include turtles and provides regulations regarding the keeping of bees. This fee was previously $50. • Residential landscape irrigation permit fees will be calculated based on the square foot of the landscape to be irrigated. This will allow residents to only pay for the area that they are irrigating. • Residential water heater replacement will be set at a flat fee to provide a fair and consistent fee based on the heater rather than the value of the labor. • Fence permits are only required if a new fence is being constructed or if new posts are being put in place. Fence permit fees will be charged based on the linear foot and fencing type. In many cases, the reported value of work varies widely. By providing a set formula, we can standardize the valuation of work conducted and provide an equitable fee for the resident. The recreation center portion of the new Midway Park Family Life Center opened June 2 with the other two components to come on-line in the coming months. The recreation center features a renovated lobby and classrooms as well as locker rooms and restroom facilities. The most exciting feature of the recreation center is the new Teen Room featuring interactive games such as Wii stations, SportWall, and two flight simulation stations. The other features soon to be opened will be a new 5,000 square foot fitness center with state of the art cardio machines as well as strength equipment, and a stretching area. The senior center portion of the project is due to open before the end of the year. The new senior center will have classrooms for all types of activities for seniors as well as a game area, kitchen, 5,000 square foot ballroom, library, computer room, and an assortment of new class offerings and activities for seniors. Ensure your precious heirlooms are displayed and enjoyed by visitors to the Fuller House Museum by donating them to the Historical Preservation Committee. Certain items may be purchased depending on Museum needs. The Committee is also interested in acquiring a life size exhibit horse to display an old leather fly net. If you know of anyone interested in donating or selling one please contact the City. The Committee is compiling a contact list of students who attended the Euless School (currently South Euless Elementary School) between 1914 and 1955; please contact the City if you or anyone you know attended the school between these years. Many people in Euless know that Calloway Cemetery is one of the oldest cemeteries in the area. What most people don't know is that Calloway has a Texas State Historical Marker, it was once located inside the Euless city limits and many of the Euless founding families are buried there. The Committee is looking to you for help in locating various "lost burials" on the property. Most of these burials are half a century or older, and due to the burial methods of the time, vandalism to the marker text, family members moving away, etc., the Committee is unable to locate several "lost burials" on the property. If you or someone you know has any information regarding old burials at Calloway Cemetary, please call Ofa-Mary at 817-685- 1649. Clown, beloved icon of fire safety edutainment in the Hurst -Euless -Bedford area, retired from clowning May 2009 following the spring clown season. Snuffy devoted fifteen years to entertaining and educating elementary school children on the dangers of uncontrolled fire. After graduating from clown college in 1995, Snuffy set off on a personal goal: to reduce - through educational puppetry and clowning - the loss of life, property and injuries caused by fire and other dangers. After seven years at the Southlake Fire Department, he came to Euless where he was instrumental in forming the Euless Fire Department's Safety And Fire Educators Training Youth (SAFETY) Troop in 2003. The Troop teaches such safety behaviors as what to do when your clothes catch on fire; not to play with matches and lighters; how to test and service your smoke alarms and how to escape a burning home. Their audiences are the students in the first thorough sixth grade in Euless elementary schools. In 2009, the SAFETY Troop presented twenty-eight shows to a total audience of nearly ten thousand elementary school -aged children in Euless. It was their greatest year in numbers of programs and numbers of audience members. Division Chief Dale Skinner, Snuffy's closest friend, says, "Snuffy will be greatly missed. We love you, man." Snuffy will stay on in a consulting capacity as Clown Emeritus advising and supporting the Troop.
