Dear Citizens,
We are so proud to have Fire Inspector Vernon
Gilmore as our Employee of the Year for 2008. Vernon
has never met a stranger and is one of those quiet
leaders that are respected with all ages. He has had
such a varied career and we are so pleased he is with
our Euless Fire Department today. Congratulations,
Vernon Gilmore!
When April comes, you know that Arbor Daze will
be celebrated in Euless. Our celebration is always the last weekend in
April. We'll cross our fingers for good weather. There will be lots of local
talent and good food as well as delightful booths and crafts and many
children's activities. Mark the date of April 25 and 26 on your calendar.
We are so pleased to recognize the special volunteer selections for
2008. All our volunteers are special and each year a committee selects the
Volunteer of the Year, the Business Volunteer of the Year, and the Youth
Volunteer of the year and finally the Lifetime Volunteers of the year. All
the winners this year have dedicated many, many hours of time and talent
to our city. Thank you, thank you each and every one!
Our Parks Department has done such a good job of planting flowers
and trees throughout the city byways and parks. Heritage Park is so lovely
this time of year and many of the plants came from the original site of the
Fuller Home that was located on Route 10. The Historical Preservation
Committee members have Open House for all the facilities at the Park
every second Saturday from one to five in the afternoon. They will also
arrange to show the facilities with large groups by reservation. Both the
Fuller House and the Log Cabin and Barn are so interesting and the
Historical Committee docents share many stories for all to enjoy.
The Euless Library Foundation will be hosting the annual spring book
sale on April 17, 18 and 19. Friday, April 17 will be open from 3 - 5 p.m.
and the cost is $5. Saturday and Sunday events are free and open to the
public. There are many goodies to choose from so come early and enjoy.
All the funds received go back to the library for special programming.
The Library Foundation is still selling tiles for their new History of
Euless Art Project. Many have been sold and more than half of the book
spines have been sold. They only sell for $25 and a family name is painted
on the spine. What a clever gift for a young person.
Each May you have the opportunity to elect council members. We have
two positions open this year and we urge you to vote in the election on
May 10. All election information is listed inside this magazine.
Please read about all the wonderful activities for each and every age in
our city. From athletics, to walking, to reading, to listening to great
entertainment, to walking the dog, to taking senior trips, and even
swimming in the warmer weather, there's so much to do and enjoy. I
hope you will take advantage of the many opportunities available in the
city of Euless.
And, thanks to all our volunteers for helping out in all the many special
events we host. We could not do all we do without you.

The Employee of the Year award is
highly -revered and is given to an
employee by their peers for their
vision and leadership. Fire Inspector
Vernon Gilmore was the 2008
recipient of this award and
exemplifies vision and leadership
not only on the job, but outside of
work as well. City of Euless
employees nominated Vernon for his
dedication to public education 24/7.
In addition, he coordinates the
Citizen Fire Academy, which is a 14 -
week evening program. Vernon is
also the founder and General of the
Fire Department Honor Guard. They
have attended various functions, and
have been praised for their
performance.
In addition, he was praised for his
positive, "whatever it takes" attitude
to promote safety. He takes fire
safety very personally and has made
it a personal mission to educate as
many people as possible. He's highly
respected by both employees and Citizen's Fire Academy
members and has earned every bit of that respect though his
work ethic and enthusiasm.
He is highly regarded by his supervisors, coworkers and the
citizens he comes in contact with. He has a very positive
personal attitude, is very upbeat, helpful and a hard worker.
He goes out of his way when dealing with the public to help
resolve issues that he may encounter. He strives to leave each
contact feeling good about the experience and is an excellent
ambassador. He is in a unique position of having to routinely
enforce city ordinances that are not always favorably received,
but his demeanor is such that people generally walk away
feeling good about the experience.

Euless relies heavily upon the many hours that
concerned residents volunteer to help make our
programs, special events and facilities great! We are very
fortunate to have a dedicated, attentive group of citizens
that tirelessly give back to our community. Volunteers
assist the City in a variety of ways, often working long
hours without pay or recognition for the benefit of
Euless. In turn, the City picks one person each year that
embodies the very definition of a Volunteer to celebrate
the dedication and service of these outstanding people
and the difference they have made in the community.

Euless. Year after year, the
husband and wife duo have
volunteered for Parks and
Community Services special events
ranging from the Bicycle Rodeo to
Arbor Daze to Heritage Park
Christmas. They are also involved
in the Euless Citizen's Police
Academy and Fire Academy
Alumni Associations as well as the Community
Emergency Response Team and Citizens on Patrol.
The Volunteer Business of the Year was awarded to
Euless Chick-Fil-A on Glade Rd. for their continual
support of Euless. Owner Ernie Flores was nominated for
his willingness to help out in any way, anytime and their
continue belief in giving back to the community. In
addition to a major presence at many special events, they
assist the Police and Fire departments by providing
sustenance during major incidents. This is when the
public safety employee's time is of the essence.

The 2008 Youth of the Year was given to
Alnawaz Devani for his varied volunteer
activities throughout Euless. This Trinity High
School student spends time as co-chair for
Monday evening tutoring and serving as a Junior
Scoutmaster for Troop 758. He is also involved
in community service activities such as Youth
Volunteers at the Ismaili Center in Euless and
frequently attends City Council and Town Hall
meetings.
The Lifetime Achievement Award is given to a
person or persons in Euless that have given of
their time and efforts to the City of Euless
throughout their lives. This year, the Lifetime
Achievement Award has been presented to
Jimmy and Helen Payton. These outstanding
representatives of the Euless community were
married in 1950. In 1955, Jimmy became Euless'
youngest Mayor from at the age of 25. Jimmy
served as Euless' municipal judge for eight years
as well as on the original City Charter
Committee which he chaired in 1990, 1991 and
1995. He recently rotated off as Chairman of the
Texas Health Resources Board of Trustees and is
the first honorary member of the Harris
Methodist Health System Board of Trustees.
Helen has served on the Friends of the Library,
the Euless Library Foundation and the Euless
Historical Preservation Committee. She
volunteers as a docent at historic Heritage Park.
They have both served when called upon in any
capacity for the good of Euless.
Our congratulations go out to all of this year's
winners. The dedication of a volunteer's time
and energy cannot be compared and we
appreciate their love and admiration for Euless.

spend to help make Euless great!

The Euless Police Department hosts two week-
long summer camps for children ages 10-12.
There is no cost for registration; however, each
camp session is limited to 50 children. Children
who attend the camp will learn team building,
bicycle safety and navigation skills. As a special
treat, Euless Police Chief Mike Brown will cook a
special lunch on the last day of camp.
Camp runs from 9 a.m. - 1 p.m.
Session I: June 8 - 12
Session II: June 22 - 26
Children must live in Euless or attend a Euless
school. Parents may get applications for the
summer camp at the Police Department, 1102
West Euless Blvd. or at any Euless elementary

Euless is one of 26 municipalities to receive an
upgrade on the general obligation bonds from
rating agency Standard & Poor's. The rating was
increased from an AA- to an AA. This strong
financial endorsement shows the City of Euless
credit profile is strong and Euless is financially
sound.
Euless' convenient access to employment
opportunities throughout the region and
continuing retail and residential development was
recognized by S&P. The fiscal 2009 budget is
balanced and at this time Euless does not plan to
issue additional debt. Emphasis has been placed on
delivering a balanced budget and using cash for
one time projects rather than borrowing money.

S&P explained that Euless is one of several North
Texas cities who upon further review is worthy of
an upgraded rating due to its financial policy
enhancements and its healthy fund balances. A full
report on the City's financial stability published by

The Euless Police Department is a
member of the Child Safety Task

Force and has several officers
certified in the Child Safety Seat
restraint system. The Task Force
determines if the seat is installed
securely in the car, inspects the seat size in relation to
the child and installs child safety seats.
Members of the Child Safety Seat Task Force will be in
Euless from 10 a.m. - 2 p.m. on Wednesday, April 29
in the Incredible Pizza parking lot, 1201 W. Airport
Freeway.
Child Safety Seat checks are available free at any time

Dog Daze 2009
Dog Daze will take place from 9 a.m. - 1 p.m. on
Saturday, May 9 at the Euless Public Works
Facility, 1513 Westpark Way. Veterinarian Gayla J.
Maas will be on site to administer low-cost
vaccinations for Euless dogs. Groomers will also be
available to give your pet a summer shave. Cost for
a small dog is $20 and _
a large dog is $30. All
grooming proceeds
will be used in the
Injured Animal Fund.

Wireless Emergency Network Service
With Texas spring weather upon us, the City of Euless
created the Wireless Emergency Network Service to
notify citizens of emergencies. During actual disasters it
was discovered that text messages will still transmit
when voice messages would not. This became a valuable
communication tool.
In the event of an emergency, a text message will be sent
to the mobile number and/or email outlining the nature
of the emergency. The system will be used for all
hazards such as weather, chemical spills or lost
children. In addition, subscribers will also receive
automatic advisories and watches from the National
Weather Service. Weather notifications of a more
imminent, threatening or specific situation will be
generated by the City.
This technology allows up to 25,000 messages per
minute to be sent. There is no cost to the subscriber
other than fees that cell phone providers may charge to
receive text messages. To sign up, please visit

First, you should know the meanings of the terms that
are used during severe weather. A WATCH is issued when
weather conditions are favorable for the formation of
severe weather. During a watch, keep alert to changing
conditions and prepare to take protective actions. A
WARNING is issued when severe weather has been
reported by spotters or is indicated by radar. During a
warning, take protective actions immediately.
If a TORNADO WARNING is issued for our area, take
shelter in an interior room on the lowest floor of the
building you are in. Abandon cars or mobile homes and
seek shelter in a strong building or lie flat with your
arms over your head in a ditch or low-lying area. Do not
use your car to try to outrun a tornado.
Since our outdoor warning system is not designed to
warn residents who are already indoors, Euless'
Emergency Management office recommends that
residents purchase a weather radio. These radios are
inexpensive, widely available and can be programmed to
alert only for severe weather or other emergencies in our
area.

TRA water line project
The Trinity River Authority has begun
installation of a 60 inch water line that will
serve both Euless and Bedford residents. If you
would like to receive regular updates about this

Keep an eye on your speedometer. New speed limits
have been adopted on two roads and all alleys in
Euless. As traffic increases on Euless roadways and
speed histories are established, speed studies may
be performed to determine if the speed limit should
be increased.
The speed limit on Harwood Road, east of
main to State Highway 360, has increased
from 35 mph to 40 mph.
Gateway Blvd from Mid -Cities to Glade has
increased from 30 mph to 40 mph.
A 20 mph speed limit has also been
established for all alleys.

Texas Star Youth Clinic
The Texas Star staff is ready to help make your
junior the next PGA Tour Player! Our trained staff
will provide hands on group instruction, focusing
on swing fundamentals, set-up, putting, chipping,

Water levels cannot be predicted from one year to
the next and we all need to make an effort to
conserve water. After the drought of 2006, Euless
officials realized that we need to protect this
precious resource by enacting measures that
make sense for Euless residents.
Euless residents now fall under a water
conservation ordinance that prohibits watering
outdoors from 10 a.m. to 6 p.m. all year. The rules
will apply to City
water customers
who use automatic
and non -automatic

irrigation systems
and garden hose -
attached sprinklers
to water their
lawns.
Watering between 10 a.m. and 6 p.m. is an
inefficient method of maintaining yards. Water
from sprinklers and irrigations systems is lost by
evaporation due to heat and wind. In addition,
daylight watering, as well as domestic use, places
additional demands on the water treatment plant.
The ordinance does provide for watering home
foundations, lawns and new landscape plantings
by handheld hose, drip irrigation or soaker hose.

FWWater Conservation Forum
The City of Euless Public Works Department will
be hosting a Water Forum June 25, 2009 at 7 p.m.
in the Euless City Council Chambers. Topics will
include water conservation, landscaping
techniques and storm water reuse. We encourage
all citizens, landscapers, apartment managers and
business owners to attend this great forum.

As the weather turns nicer, we naturally begin
cleaning out our closets, garages and storage sheds
to make way for summer. Please use the following
tips to properly dispose of your items.
Hazardous Materials
If you can't make it to one of the two annual HazMat
Collection days, visit the Environmental Collection
Center (ECC) in east Fort Worth. All you need is
proof of residency. For a complete list of what the
Crud Cruiser and the ECC will accept, please visit
www.euless.org/hazmat or call 817-685-1410.
Recycle/Freecycle
One man's trash is another man's treasure. The
Freecycle network is an excellent example of that.
With a mission to build a worldwide gifting
movement that reduces waste, saves precious
resources and eases the burden on our landfills,
Freecycle is a great alternative to throwing items in
the trash. Freecycle allows members to post specific
items to give away or specific items they need. Log
on and join the HEB Freecycle group. Share your
abundance while de -cluttering your home, and also
by seeing what free options are out there before you
open your wallet and buy more stuff.
Brush and Yard Clippings
Spring is a great time of year to start a compost bin!
When the weather turns warmer, we tend to get out
in our yards and "clean-up" from the winter months.
Between the mowing, raking and pruning that takes
place, you will have more than enough components
for a healthy compost pile. A compost bin can be
easily made by visiting a (Euless!) home
improvement store. You can determine the best bin
for you by visiting www.euless.org/composting.
Place your compost bin out of direct sunlight if
possible. Alternate layers of carbon and nitrogen and
moisten as they are added. Mix the layers with a
garden fork or a rake and moisten any dry
ingredients. After about a week, use a garden fork
and stir the ingredients up to aerate the pile. Keep
the pile moist, but not soaking wet. Repeat for about
four weeks and let the pile cure for two weeks before
using. Enjoy!

Station on Elliot Reeder Rd. in
Fort Worth. Euless residents
must provide proof of residency and may
dispose up to 10 cubic yards of waste. The
Arlington Landfill accepts Euless residents from
7 a.m. - 4 p.m. on Saturdays only. This service
does not include the disposal of hazardous waste
or non-compactable waste such as dense
concrete or rock.

Solid Waste rates will increase from $6.99 to $7.23
and recycling rates will increase from $0.98 to
$1.01 this month. Seniors (age 65 and up) will
continue to receive a 50% discount off the
residential recycling rate. Customers will see the
rate adjustment reflected on the April billing

statements.

CERT
The Community Emergency Response Team
(CERT) is an initiative of the Police and Fire
Departments to ensure that our community is
informed and prepared in the instance of a
disaster.
In 1994 The Federal Emergency Management
Agency (FEMA) began promoting the CERT
concept initially created by the Las Angeles
City Fire Department. Since then, hundreds of
communities across the nation have begun
implementing the use of CERTs.
CERT training promotes a partnering effort
between emergency services and people that
they serve. The goal is for emergency
personnel to train members of neighborhoods,
community organizations or workplaces in
basic response skills. CERT members are then
integrated into the emergency response
capability for their area.
This 20 hour CERT training goes in depth on
subjects such as disaster psychology,
terrorism, medical operations and fire safety. If
a disastrous event overwhelms the city of
Euless, the CERT members can assist others
by applying the basic response and
organizational skills they learned during
training. These skills can help save and sustain
lives following a disaster until help arrives.
CERT teams are invaluable to a community
and will improve the City of Euless'
community emergency preparedness. The
CERT graduation takes place on a Saturday
and participants participate in a mock disaster
drill. This drill replicates problems that may
arise during any type of catastrophe.

Avoid code enforcement violations while complying
with health and safety ordinances.
Euless residents are required to mow and maintain
their property not only from an aesthetic point of
view, but also for health and safety reasons.
Therefore, Euless enforces a city ordinance that
prohibits grass and weeds from exceeding 12 inches
in height.
If you receive a notice of violation, you have 10 days
to resolve the problem. Otherwise, the city will
place a lien on your property for the cost of having
a contractor mow.
Unmaintained lawns and vacant lots attract rodents
and mosquitoes. They can also become a fire hazard
if the high grass becomes dry.

Activity To The police
The Police Department needs your support for
Crime Watch groups throughout Euless. We
encourage our Citizens to form a Crime Watch
Group within their neighborhoods.
Crime Watch groups play a very important role in
the community. It's not only a great way to get to
know your neighbors, but citizens can dramatically
reduce crime by being a second set of eyes for the
Police. Citizens will better understand the types of
crimes that occur in their neighborhoods and learn
how to prevent them.

2009 Summer Reading Club
Libraries: Deep in the Heart of Texas!

The Euless Public Library is the place to be this
summer. Every resident of Euless from babies to teens
to grandparents and every age in between should plan
on reading to earn prizes throughout the summer.
Along with our awesome reading program, we will have
weekly storytimes, craft times and puppet shows. We
also have these terrific performers scheduled:

The Texas Junior Anglers organization will stock
the Wilshire pond with 500 -pounds of catfish. It's
absolutely free, and equipment will be available for
all the kids who need it. Great prizes will be given
out in various age groups and categories. The
tournament is for kids only, but parents may fish
after the competition. Free for all participants.

The Parks and Community Services Department is
proud to offer this exciting new opportunity for the
youth of our community. The goal of the PACS
Partner program is to offer pre -teens an
opportunity to gain valuable life experiences needed
for future employment or for college applications as
they learn work and volunteer skills by actively
participating in various projects related to Parks
and Recreation. Experiences would include things
such as working with plants and trees in our city
greenhouses, learning about and conducting
playground safety checks, coordinating and
volunteering at various special events, and much
more. Get involved, gain valuable work and
volunteer experience and see why we say, "Parks

Over 240 citizens volunteered to participate in the
Greet the Troops program during the week of
February 2 - 8, 2009. For the past four years, the
City of Euless has sponsored this worthwhile
program. On Tuesday, February 10, 2009 one of
Euless' very own, Cpl. Amanda Higdon, 22,
daughter of Barbara and Frank Higdon came home
for her 2 week R & R. Cpl. Higdon contacted the
City to be a part of her very special R & R surprise.
She was picked up and taken to her home much to
her mother Beth's tearful surprise! She graduated
from Trinity High School in 2004 and according to
her mother, "left nine days after graduation." She
is currently serving at Tallil Air Base/COB Adder,
Iraq. Thank you Cpl. Higdon, for your service to
our great country. Look for information on future

The City of Euless Parks and Community Services
Department sponsors a SUMMER TRACK PROGRAM
for students age 6 through High School.
PRACTICE SESSIONS will be offered on weekdays 3 to
4 times a week at Central Junior High School.
Practice will begin the week of May 18.
COMPETITIVE MEETS are scheduled throughout the
area on weekends. All qualifying meets are sanctioned
by the Texas Amateur Athletic Federation (TAAF),
which offers tracksters the opportunity to advance
from local meets to regional meets and then to State
competition at the 2009 TAAF Games of Texas held in
late July.
PRE -REGISTRATION will be held at Midway
Recreation Center, 300 West Midway Drive, from April
13 - May 17. Cost for the program will be $10 per
participant. After May 17, the fee will be $15 per
participant. The fee includes TAAF registration, a City
of Euless Track Team Shirt and professional
instruction. Fee does not include entry fees for meets.
Specific workout and meet information will be made
available at registration.

Historical Artifacts: Donate or Loan
The Euless Historical Preservation Committee is
interested in artifacts for the City's Fuller House
Museum. We're especially interested in items from
between the 1850's and 1930's. You can either donate
or loan your items with the peace of mind of knowing
that your precious heirlooms will be shared with
others in our community. Our most pressing need at
present is for an old Wooden Ice Box. If you have one
you'd like to donate or sell, please contact Mary at

SUMMER SWIM LESSONS
Students receive eight 35 -minute classes of instruction from
American Red Cross instructors. For your convenience, you may
register online at www.euiess.org or in person at the Midway
Recreation Center. Any necessary makeup classes will be held on the

SUMMER ADVENTURE CAMP
Weekly day camp features field trips, swimming, sports, arts & crafts,
team building and more. Campers should bring their own lunch,
snacks, water bottle, change of clothes, swimsuit, towel and sunscreen
in a backpack everyday. Price includes the cost of fieldtrips,
transportation to and from, and one camp T-shirt. You may sign your
child up for the whole summer or just a week! All fieldtrips will be
announced the week prior.
COST: $10 non-refundable, non -transferable deposit per week per
participant. Sibling discount of $5 off the total price for each additional
child you have enrolled for the same week! Deposits will not be
discounted. After registration you will be given a payment schedule to
follow for the summer. Each week of camp will be $75 thereafter.
REGISTRATION: Residents - May 2 at 7 a.m. and Non -Residents -
May 6 at 8 a.m. You must pay a $10 non-refundable, non -transferable
