You will have improved information on current projects and programs. The city budget has been final- ized and we applaud our staff along with the City Council in providing a budget our citizens can be proud of with no cuts to services or programs. Have you visited our renovated Euless Family Life Center along with the new Fitness Center? We await the opening of the Senior Center. Now that it is cooling down enjoy our many parks and trails. Thanks to our volunteers! r • MEOff a'a et MON of EUESS a FY2011 Budget Approved Without Property Tax Increase Although the FY2011 budget will be challenging, this budget continues all existing programs and services for our citizens, and maintains our current tax rate of .47(. A copy of the budget is on file in the City Secretary's Office, the city's website, and the library for citizen review. General Fund The General Fund is the largest fund and supports primary governmental func- tions. As Euless becomes more dependent upon sales tax revenue, we are more sus- ceptible to downturns in the economy, which has been evident during the last couple of years. Property tax revenue represents 29% of the total General Fund. Overall property tax revenue is projected to be approxi- mately $827,000 less than the current year, due to a 5.2% decrease in our over- all property values. This shortfall has been offset by a transfer from the car rental fund, as well as a portion of gas royalties received from mineral leases on city owned property. In addition, the FY2011 Permits Other 3% Prop Tax Fines/Fees 8% 32% 14°/ Sales Tax 29% budget includes a drawdown of $1,519,962 in excess reserves to fund capital expenses. Water and Wastewater Fund The second largest operating fund is the Water and Wastewater Fund. The FY2011 budget includes rates sufficient to cover the overall cost of operating the system. The remaining revenues are derived from interest earnings, sanitation, recycling, and other user fees. FY2011 budgeted expenses for the Water/Wastewater fund includes a 2.73% increase over the current budget and covers the increased cost of purchasing water from Trinity River Authority (TRA), the cost of wastewater treatment by TRA, all expenses associated with water production and distribution, meter reading, billing, debt payments, overhead (continued on page 4) Holiday Schedule The Library will be closed Nov. 25 & 26 for Thanksgiving. False Alarms are Alarming False alarms have become a great concern for law enforcement agencies everywhere. In 2008 the Euless Police Department responded to over 1,800 false alarms. While police are responding to alarms that turn out to be false, they are less available to respond to alarms that are valid. In order to reduce the number of false alarms, Eu- less now requires anyone with an alarm to have a per- mit with an annual renewal. We hope this encourages alarm users to properly use and maintain their systems so they will reduce false alarms. False alarms consume officer time, waste fuel, increase the risk of accidents and reduce the qual- ity of police service to other areas with a greater need for officer presence. Our goal is to make Euless a safer place to live for all of our citizens. Check Your Smoke Detectors The Euless Fire Depart- ment reminds you to change the batteries in your smoke detectors, carbon monoxide (CO) detectors and hazard warning radios when you change your clocks for Daylight Saving Time on November 7, 2010. This simple step greatly increases your chances of escaping safely from a house fire or a gas leak. It is critical to test detectors regularly and replace the batteries at least once every six months. Safety experts also recommend replacing detector that are more than ten years old. Since then, Fuzzy's has become a franchise with locations all over the Metroplex and in Lubbock. Now, Fuzzy's is coming to Eu- less! Car Rental Fund The car rental fund is our third largest operating fund and is solely supported by a 5% tax authorized by Euless citizens in 1999 that is imposed on the short-term rental of motor vehicles at the ' -' ' Car Rental Facility at reduce debt, ' ' ' DFW Airport. Based on Council direction, a portion of these funds support general government operations and general obligation debt service, which has a direct reduction on the property tax rate of approximately 5.41$. A portion of these funds will be transferred to the Streets Capital 4 Project Fund for the construction of Baze Road, Ash Lane and county overlay projects. Additional funding has also been included for the city overlay projects, the Community Powered Revitalization program (formerly ER) and the special legal fund. This revenue source has allowed our city to make improvements throughout the community that might not have been possible otherwise. Capital Projects Several capital projects have been recommended. These include funding for flooding mitigation, annual wastewater line replacements, and the construction of Rio Grande Boulevard, which ultimately will become an extension of Harrington Garden Parkway from Glade Road to Mid Cities Boulevard. Preparation of this budget included a city-wide effort to cut cost, without impacting the quality service provided to our citizens. While we believe this budget allows us to accomplish this goal, we do not anticipate a quick recovery. We continue to take cost saving measures in the upcoming budget year and we are confident that we can manage FY2011 with limited resources. Christmas Parade of Lights - An Out of This World Christmas Saturday, December 4, 6:30 p.m. Celebrate the spirit of Texas at this year's Christ- mas Parade of Lights. Even Santa Claus won't miss this year's spectacular dis- play of moving lights. Or- ganizations of all kinds may enter floats in the best parade in Texas! Let your imagination run wild as you consider this year's theme - "An Out of this World Christmas." Winning floats will be announced on the Euless website the following Monday. Participants are asked to attend a safety meeting on November 15. The Parade begins at Midway Dr. and Bear Creek Parkway. It will travel west on Midway and end at Trinity High School. Exergaming for Life - Sport Wall Sport Wall is a more physical style of the Simon game from the 80's. Simon is a game hand held that challenges the user to memorize a color pattern and repeat it. Today, the game is played against a 6 foot tall wall that you have to memorize the color pat- tern, run up to it and repeat thepattern with your hand, a ball, a noodle or bean bag. Then you run back, tag your teammate and hope they do the same only faster than the team that you're competing against. The Sport Wall can be found, along with two active gaming flight simulators, a four player dance sys- tem, Jackie Chan X Sports Package and two Wii Sta- tions at the Midway Family Life Center. The Euless Family Life Center is open seven days a week and ready to serve you. The exergaming room is for everyone from youngsters to seniors. The most important thing is that we stay active and there's no better way to do it than to participate in active play.
