We are fortunate to be able to provide all the services for our citizens in spite of the economic down turn. As the economy slowly recovers the city council has approved two exciting projects for the 2013 year. Do read all about the aquatics center and the natatorium. We anticipate a May opening for the the outdoor aquatics center and fall opening for the indoor portion. Thanksgiving and Christmas will be here before you know it. Don't forget Raven's Grille at Texas Star for your special outings. Let them cater your parry or better yet, reserve a lovely room at the Conference Centre and let the staff take care of everything. The General Fund budget includes $1.9M for capital expenses that are funded from excess reserves. These reserves will primarily provide funding for police and fire equipment, computers, court automation, and fitness equipment for the senior center. The FY2012- 2013 budget also restores funding for infrastructure improvements. Water and Wastewater Fund The second largest operating fund is the Water and Wastewater Fund with operating expenses of $19.6M. This fund covers the cost of purchasing potable water from Trinity River Authority (TRA), reclaimed water from the City of Fort Worth, the cost of wastewater treatment by TRA, and all expenses associated with water production and distribution, meter reading, billing and collections, debt payments, overhead expense, and infrastructure replacement. Adjustments have been made to the base rates and volume charges for both water and wastewater. These increases are implemented to cover the overall increase in the City's cost of operating the system. The water base rate will increase 50(r for a standard sized residential water meter and the wastewater base rate will increase by 50C The tiered rate structure for water usage of residential and irrigation customers, first implemented in 2009, continues to encourage efficient water use and conservation. A 15C increase in the water volume charge has been implemented for the top two tiers, which includes residential or irrigation usage over 15,000 gallons monthly. In addition, the wastewater volume charge will increase 13(t per 1,000 gallons. For FY2012-2013, a rebate of 12C per 1,000 gallons will be granted to single-family residential customers on monthly water consumption of up to 15,000 gallons. This rebate can only be guaranteed for one year and will be evaluated annually. In an effort to encourage conservation, the rebate credit will not apply to irrigation -only meters. Car Rental Fund The Car Rental Fund is the third largest operating fund and is solely supported by a 5% tax authorized by Euless citizens in 1999 on the short-term rental of motor vehicles. A portion of these funds is allocated by the Euless City Council to reduce debt, maintain a stable tax rate, and cash flow numerous capital projects. These funds have a direct reduction on the property tax rate of approximately 64. FY2012-2013 transfers are budgeted to fund capital items including: the construction of new aquatics facilities, street overlays, public safety radios, and the Community Powered Revitalization Program. Capital Improvement Projects The FY2012-2013 capital budget includes funding for street improvements, enhancements to sidewalks and facilities to accommodate citizens with disabilities in accordance with the Americans with Disabilities Act, wastewater line replacements, extension of the reclaimed water system, and construction of aquatics facilities at the Euless Family Life Center at Midway Park. Wastewater line replacements are scheduled along Ross Avenue, Slaughter Lane, E. Huitt Lane, and W. Huitt Lane. The City's reclaimed water system provides the opportunity to utilize non -potable water for irrigation purposes and conserves valuable potable water resources. The extension of this service is a priority of the FY2012-2013 budget. The project will be implemented in six phases with the first phase scheduled for 2013. Upon completion, the reclaimed water line extension will provide reclaimed water service to several multi -family properties from Harwood Road to Mid -Cities Boulevard. Funding has also been provided for the construction of new indoor and outdoor aquatics facilities which will be located at the Euless Family Life Center at Midway Park. The outdoor facility is scheduled for completion in time for the 2013 summer swim season, with the anticipated opening of the indoor facility scheduled for fall 2013. The outdoor facility will include a lazy river, slides, shade structures, aerobic opportunities and much more. The indoor facility will include a lap pool and a current channel to meet the needs of senior citizens, as well as a slide and spray features for children. Euless held a town hall meeting in June to seek input from citizens in the preparation of this budget. This city-wide budget preparation effort emphasized the importance of continuing to provide quality services to citizens while maintaining a stable tax rate. We believe this is a financially sound budget that meets our primary goals and objectives of continuing all existing services, attaining appropriate staffing levels, and maintaining reserve levels in accordance with the City's fiscal policies. Holiday Trash and Recycling Schedule During the Thanksgiving holiday, normal Thursday �a. trash and recycling collection will shift to Friday, $ November 23. Midway Dr. The parade begins at 6:30 p.m. at Midway Dr. and Fuller -Wiser. It will travel west on Midway and end at Trinity High School. Celebrate the spirit of Texas at this year's Christmas Parade of Lights. Even Santa Claus won't miss this year's spectacular display of moving lights. Organizations of all kinds may enter floats in the best parade in Texas! Let your imagination run wild as you consider this year's theme - A Nutcracker Christmas. Members of the Euless Historical Preservation Committe will conduct guided tours of the 160 year-old Himes Log House, McCormick Barn and the Fuller House—all decorated for the holiday season. You can listen to local choirs sing your Christmas favorites, visit our petting zoo and enjoy great arts and crafts. Kids can visit with Santa Claus and make their own Christmas ornaments.
