Where Does the Sidewalk End?
By Kathy A. Goolsby, Special Contributor
It's a single sentence found deep
within the city's ordinances, but for
people like T.J. Griffin, how well
residents adhere to it can mean the
difference between an easy outing
and a wasted day spent backtracking
in search of unobstructed sidewalks.

"It's truly a safety issue for all kinds of people,"
he said. "The reason we have sidewalks is to
keep people off the streets, and if you block it,
you've negated the fact that we even have a
sidewalk."
Many Euless neighborhoods have sidewalks,
said Mr. Stinneford. Blocked sidewalks can be
especially problematic in older
neighborhoods with smaller driveways, or at
houses where the garage is used for storage or
has been converted to a living space.
"The cars start filling out the driveway and it
can be tough to traverse the sidewalks," he
said.
He and other members of the Citizens on
Patrol program frequently see vehicles that
violate the ordinance. They leave courtesy
tickets on the vehicles to remind drivers that
it's illegal to park there and to ask them not to
do so in the future.
If the problem persists, they notify the Euless
police department, and officers come out and
speak with the homeowner where the vehicle
is parked. If that doesn't solve the problem,
the police will issue a citation for the
violation, which carries a $100 fine.
The ordinance applies to any vehicle blocking
the sidewalk, including trucks, boats and
motorcycles, said Mike Brown, Euless' Chief
of Police. The department has issued citations
for the offense, he said, but only after several
warnings.
"What we really want is compliance, and if we
ask real nice, most people will comply," Chief
Brown said. "But some people just don't
understand. They think that's their driveway
so they should be able to park there."
But the city has jurisdiction over sidewalks,
said former City Councilmember Charlie
Miller, adding that blocked sidewalks are an
ongoing problem in his Twin Creek
neighborhood. Mr. Miller has lived there since
soon after it was built in the early 1980s.
More people are becoming aware of the
ordinance, he said, but he still makes regular
calls to the police when he sees a violation.
"I've called three times just this week," he said.
He's heard people say they really didn't know
they weren't supposed to park across the
sidewalk, so raising awareness is important.
Mr. Griffin agrees, and said people probably
don't think about the problems they cause when
they fail to comply with the ordinance.
"I think people just don't realize when they
block the sidewalk that people like me can't get
around as well," he said. "Until you meet
someone or know someone in my situation, you
don't realize how important it is to keep the
sidewalks clear."
