year with many goals and
services for our citizens.
For the seventh year in a row,
our tax rate will remain at
.047 per $100 of property
valuation. Please read all

about your city finances.

Tax Rate Remains the Same for FY2013-2014
The City of Euless is pleased that the
Fiscal Year 2013-2014 operating budget
will continue all existing programs and
services for citizens and maintain the
current tax rate of 474t per $100 of
property valuation. This budget was
prepared emphasizing the City's
mission to: Provide our citizens the
most efficient services possible to
protect and enhance the quality of life
through planning and visionary
leadership.
During 2010 and 2011, the City
experienced significant revenue losses
due to declines in appraised values and
sales tax revenues. During that time, the
City reduced personnel and operating
expenditures to maintain a balanced
budget with no change in tax rates. We
are very pleased to report that we
have seen improvement in our
financial condition during the last
couple of years and expect this
trend to continue into the next
budget year. A copy of the budget
is on file in the City Secretary's
Office, on the City's website, and in
the library for citizens to review.
General Fund
The General Fund is the largest
fund with budgeted operating
expenditures of $33.8M which
supports primary governmental
functions. The majority of the
revenues for this fund are derived
from property taxes and sales taxes.
Other revenues include franchise
fees, fines, permits, and other
.miscellaneous sources. Based on
City Tax Rate History values provided by Tarrant
0.52 Appraisal District, the appraised
0.51 values for FY2013-2014 have
0.50 increased 3% over the prior year.

maintenance, development services, library p
services, city administration and general
overhead which includes utilities, audit
services, appraisal and tax services, and other
expenditures that are not department specific.
The General Fund budget includes $2.5M for
capital expenses that are funded from excess
reserves. These reserves will primarily provide
funding for equipment for streets and fire,
computers, court automation, facility
improvements, and fitness equipment for the
senior center. The FY2013-2014 budget also
restores some funding for infrastructure
improvements.
Water & Wastewater Fund
The second largest operating fund is the Water
and Wastewater Fund with operating expenses
of $20.7M. This fund covers the cost of
purchasing potable water from Trinity River
Authority (TRA), reclaimed water from the City
of Fort Worth, the cost of wastewater treatment
by TRA, and all expenses associated with water
production and distribution, meter reading,
billing and collections, debt payments,
overhead expense, and infrastructure
replacement.
Adjustments have been made to the volume
charges for both water and wastewater. These
increases are implemented to cover the overall
increase in the City's cost of operating the
system which are primarily attributed to
increases in the cost of water from our supplier,
Trinity River Authority. The water volume
charge will increase 194 for each 1,000 gallons
of water usage for all tiers of residential and
commercial customers. Reclaimed water will
increase 104 per 1,000 gallons consumed. In
addition, the wastewater volume charge will
increase 364 per 1,000 gallons. As a reminder,
residential wastewater charges are capped at
90% of water consumption not to exceed
12,000 gallons per month.

The Euless City Council established a rate stabilization
fund designed to help offset fluctuations in water rates.
For FY2013-2014, a rebate of 254 per 1,000 gallons
will be granted to single-family residential customers
on monthly water consumption of up to 15,000
gallons. This rebate can only be guaranteed for one
year and will be evaluated annually. In an effort to
encourage conservation, the rebate credit will not
apply to irrigation -only meters.

Car Rental Fund
The Car Rental Fund is the third largest operating fund
and is solely supported by a 5% tax authorized by
Euless citizens in 1999 on the short-term rental of
motor vehicles. A portion of these funds is allocated
by the Euless City Council to reduce debt, maintain a
stable tax rate, and cash flow numerous capital
projects. These funds have a direct reduction on the
property tax rate of approximately 5.34. FY2013-2014
transfers are budgeted to fund capital items including:
street overlays, Cullum Drive construction, design of
the Glade Parks Trail Connection, and the Community
Powered Revitalization Program.
Capital Improvement Projects
The FY2013-2014 capital budget
includes funding for street
improvements, enhancements to
sidewalks and facilities to accommodate
citizens with disabilities in accordance
with the Americans with Disabilities
Act, wastewater and water line
replacements, payment for the
extension of the reclaimed water system,
and a water meter change -out program.
In the water and wastewater fund,
wastewater line replacement is
scheduled for Denton Drive and water
line replacement is planned for El
Camino Real. The City's reclaimed
water system provides the opportunity
to utilize non -potable water for
irrigation purposes and conserves
valuable potable water resources. The
project will be implemented in six
phases with the first phase completed in
2014. Upon completion, the reclaimed
water line extension will provide
reclaimed water service to several multi-
family properties from Harwood Road
to Mid -Cities Boulevard.
Funding from Texas Star has also been
provided for the resurfacing of the
greens on Texas Star golf course in the
summer of 2014. Euless held a Town
Hall meeting in June to seek input from
citizens in the preparation of this
budget. This city-wide budget
preparation effort emphasized the
importance of continuing to provide
quality services to citizens while
maintaining a stable tax rate. We
believe this is a financially sound
budget that meets our primary goals
and objectives of continuing all existing
services, attaining appropriate staffing
levels, and maintaining reserve levels in
accordance with the City's fiscal
policies.
Public Works Director
Selected
The City of Euless is pleased to announce that Hal
Cranor will serve as the new Director of Public
Works. Cranor has worked as the Public Works
Executive Director for McKinney since 2005. Prior to
that, he was the Public Works Director in Rockville,
Maryland for nine years and in Burlington, Iowa for
two years. He retired from the U.S. Army Corps of
Engineers as a Lt. Col after 21 years of service to our
country.
As Public Works Director, Cranor will direct, manage
and oversee the operations of Engineering, Street
Maintenance, Water Utilities, Drainage and Animal
Control. He will also be responsible for the
preparation and utilization of the department's
budget, staff and equipment.
Cranor holds a Master's degree in Civil
Engineering/Construction Management from North
Carolina State University and a Bachelor of Science
in Geology from Arkansas Technology University.

Community Blood Drive

Mobile Blood Drive. Every day, close to 800 patients
in North, Central and East Texas require timely blood
