detectors installed and our Fire
Department wants to remedy that!

neighborhood blitzes to inspect

patriotism, love of country and
willingness to serve and sacrifice for

Special City Council Election
December 9

The City of Euless will be holding a special election on Tuesday, December
9, 2014. The Special Election for Place Five will be held to elect a Council
Member to fill an unexpired term (expiring May 2015).
Early voting by personal appearance will begin on Monday, November 24,
and will end on Friday, December 5, 2014, and the hours designated for
early voting by personal appearance shall be as set forth below:

Fiscal Year 2014-15 Budget
Highlights at a Glance
Here are a few key features in the budget for the
current fiscal year that runs through Sept. 30, 2015:
• Decrease of a quarter -cent in property tax
rate - Down from 47 cents to 46.75 cents
per $100 of assessed value
• No reduction in services or programs for
residents
• Funding for significant capital improve-
ment projects, including:
• Wastewater line replacement at
Crane and Town Creek drives
• Replacement of 24 -inch water
valves
• Construction of Glade Parks Trail
Connection (pending grant approval)
• Municipal Plaza Phase 1 Improve-
ments
New budget reduces property tax rate,
maintains all services and programs
Thanks to economic improvement, expanding
economic development, new construction, rising
property values and sound management, the Euless
City Council approved a Fiscal Year 2014-15 budget
that lowers the City's property tax rate. This is Euless'
20th consecutive budget without a tax rate increase.
Even with a lower property tax rate - dropping from
47 cents to 46.75 cents per $100 of assessed value -
this budget allows Euless to continue all current city
services, programs and projects without cuts.
The City and its residents will benefit from an
increase in appraised values of $191.5 million or 6.7
percent over last year. The latest report from the
Tarrant Appraisal District values property in the City
at more than $3.05 billion compared to 2013
property tax roll of almost $2.86 billion.
This budget builds on the momentum made possible
by last year's budget, which provided funding to
complete numerous notable programs and projects
that residents can now enjoying and will benefit
from for years to come, including:
• The Natatorium at the Family Life Center
• Additional digital services and products for
the library
• Newly resurfaced greens at world-class Texas
Star Golf Course, which re -opened on Oct. 1
• First phase of a reclaimed water system
expansion that provides non -potable water
for irrigation
• Improvements to sidewalks across the city,
including addition of more than 200 ADA -
compliant wheelchair ramps
The FY2014-15 budget maintains focus on similar
programs and services to meet the needs of Euless'
diverse community.
The average appraised value of a single-family home in
Euless has risen 4.18 percent from $145,388 last year
to $151,470 currently. The estimated City tax bill for
the average Euless home is $566.50 in the upcoming
year.

Increases are necessary to cover higher costs of water
from the Trinity River Authority, as well as rising costs
of production and day-to-day operations.
A 30 -cent increase per thousand gallons is effective in
all tiers. However, for single-family residential
customers, a rebate from the city's water rate
stabilization fund will offset much of the higher cost.
This fiscal year the fund will provide a monthly 32 -
cent rebate per thousand gallons on the first 15,000
gallons used. To encourage water conservation, the
rebate credit will not apply to irrigation -only meters.
The City Council created the water rate stabilization
fund to help offset rate fluctuations. The rebate is
guaranteed for only one year and is evaluated
annually.
In addition to the higher water consumption rates,
there is also a .50 cent increase in the residential
water meter base charge. Changes in wastewater rates
include a .50 cent increase in the base rate and a 14 -
cent increase per thousand gallons.
Managing water use and keeping rates affordable is a
major task for all municipalities in North Texas, most
of which have tiered rate structures that charge more
per unit as water usage increases. This is a way for
cities to encourage conservation and a way for
residents to manage water bills.
Another conservation measure being used across
North Texas are water restrictions. In Euless, Stage 1
restrictions are in effect. Adhere to the restrictions and
you'll not only help conserve water resources, you'll
also help keep your water bills as low as possible.
Programs, projects and services
enhance community's quality of life
To support today's residents and residents of future
generations, the new budget invests in vital areas such
as public safety, school partnerships, recreation and
fitness, and public engagement, as well as ongoing
street maintenance, and capital improvements such
as public facilities and water system improvements.
In addition, the City is continually looking for
redevelopment opportunities throughout Euless.
Budget addresses wide variety of needs
A new Police Department mental health/mental
retardation liaison will coordinate, facilitate and
perhaps even help avoid incidents involving people
who have emotional or psychiatric needs, says Chief tl
Mike Brown. The liaison will be shared with Hurst F
and Bedford police departments. Chief Brown says
officers are "dealing with more people with mental u
issues," which "consumes a lot of our resources." The
liaison, who will be a qualified and credentialed
mental health professional, will be called on to help
in such incidents. The liaison will work to become
familiar with residents known to have such needs and
help them "stay plugged into the systems of support"
and "to stay out of crisis," Chief Brown says.
A Career Preparation Program with Trinity
High School offers selected students the
opportunity to serve in an intern -like role with
the City of Euless to explore a public service
career.
To enhance fitness opportunities at the Family
Life Center, treadmills and some weight
equipment will be replaced.
Euless will again celebrate its heritage as a
"Tree City USA" recipient at Arbor Daze, the
award-winning, family-oriented festival that
promotes the city's commitment to
beautification and improvement of the
environment through tree -planting and urban
forestry education.
Technology upgrades in the City Council
Chamber will allow residents to view recorded
meetings on the city's government access TV
channel, Euless Cable 16, Uverse, online and on
mobile devices.
Capital Improvement Program
Construction of the Glade Parks Trail
Connection could begin as soon as next summer
pending approval of a state grant, says Ray
McDonald, Director of Parks and Community
Services. The 7/10 -mile section will connect
where the current trail ends east of SH 121. It will
run west under the freeway overpasses to and
through the Glade Parks development to
Heritage Road to connect with the Colleyville
trail system. McDonald says the connection will
be a step toward regional linkage and a way "to
connect eventually with the Cotton Belt Trail,"
which follows the route of the old Cotton Belt
Railroad line through Colleyville, Grapevine and
North Richland Hills.
Water system infrastructure will be improved
with replacement of three 24 -inch water valves
in Cinnamon/Anice/Fuller-Wiser area.
Wastewater lines will be replaced at Crane and
Town Creek Drives.
Municipal Plaza Phase 1 improvements will
enhance visitor convenience and accessibility to
public buildings at the Municipal Complex.
