Bobby F u l l e r , Roy Braswell, H. PI. Huffman, B i l l y Byers and B i l l y Owens. The council meeting was opened w i t h a prayer by Mayor Anderson. The minutes of the r e g u l
a r c o u n c i l meeting o f A p r i l 11, 1961, and the special c a l l e d meeting of A p r i l 12, 1961, were read by the C i t y Secretary and approved by the Counci 1. M r . and
Mrs. F. 0. Genseke appeared before the C i t y Council i n connection w i t h the Champion Mobile Home Adjusters, represented by M r . B i l l Champion, moving rriobile homes on the
Woods property on FM 157, using one of the u n i t s for the mechanic and watchman to l i v e i n and one f o r t h e i r o f f i c e . M r . Champion explained t o the Coucnil that
he had leased p a r t of the property for f i v e years from Ray Woods for h i s mobile home business and a t the time he was t o l d by M r . Ray Woods that he had talked t o Mayor
M i l l i c a n t h a t he had understood that i t would be a l l r i g h t for h i s watchman and mechanic to l i v e i n one of the t r a i l e r s . He was informed by the Council
that t h i s was r e s i d e n t i a l property and to do t h i s would be i n v i o l a t i o n of C i t y Zoning Ordinance No. 33. M r . Champion asked the C i t y Council t o give
him u n t i l May 9, 1961, the next r e g u l a r c o u n c i l meeting n i g h t , to consult h i s attorney on h i s p o s i t i o n on h i s lease. The Council deferred any action
u n t i l the next r e g u l a r c o u n c i l meeting on May 9, 1961. 2. The C i t y Council discussed the Animal Ordinance No. 94. They were informed that there was a good p o s s
i b i l i t y o f a v e t e r i n a r i a n moving to Euless and opening an o f f i c e here. The C i t y Secretary was i n s t r u c t e d to publish a n o t i c e about the requirements
of the ordinance on vaccination, dog license, keeping dogs up-or under leash. The Oity Secretary was a1.m i n s t r u c t e d to publish the requirements of Ordinance No. 93 on c u t
t i n g weeds and high grass. 3. A motion was made by Councilman F u l l e r , and seconded by Councilman Owens, to approve the appointment o f Jack Hauger as F i r e Chief and W. 0.
Murray as Assistant F i r e Chief of the Euless Volunteer F i r e Department f o r a period of two years. James Cribbs, who recommended that the Volunteer F i r e Department By-laws
be changed t o conform to t h i s action by the C i t y Counci. A l l Councilmen present voted i n favor of t h i s motion. They were sworn i n by C i t y Attorney

Fire Chief Jack Hauger said, as the new
fire siren was a 71 H.P. instead of a 5 H.P. as on the old fire siren, that
they would need a new magnetic starter and approximately sixty feet of No.
6 wire and conduit. They can get this wiring done by the Euless Electric
Company for $3.00 per hour if they can do it at hours when they are not
working on other jobs, and the material will be at cost to them. It was
estimated that the total cost would be $70.00 to $80.00 for the entire job.
As this is less than $100.00, Fire Commissioner Owens could authorize it
without any action by the Council.

A motion was made by Councilman Owens, and
seconded by Councilman Fuller, to approve the election of their own officers of
the Euless Volunteer Fire Department as elected in January, 1961. The vote in
favor was unanimous.

The City Council discussed the garbage disposal
Ordinance No. 43, which provided that garbage must be in approved type containers,
not to exceed thirty gallons with a tight fitting lid and placed where they will
be readily accessible to the collectors. The charge for this service to be
$1.50 per month for two weekly pick -ups from single family residences with an
additional charge of $.25 for each additional pick up. The Council discussed
Chapter 16 of Ordinance No. 43 with reference to burning trash. This chapter
forbids the burning of garbage or any kind of trash within the City of Euless
city limits. Mr. James Cribbs, City Attorney, is going to get information
on how Arlington handles these items and bring it to the Council at the next
regular meeting on May 9, 1961.

Mr. McKever, President, and Mr. Morgan, Vice
President of the Midway Park Homeowners Association appeared before the City
Council requesting that the City police be permitted to patrol inside the
park. The City Council discussed this with the City Attorney, James Cribbs,
and he stated that inasmuch as the park is not in the City of Euless, it was not
possible for city police to patrol inside of the park, they would have no
jurisdiction and that it was not within the power of the City Council to
authorize them to do so. The park would have to be annexed by the City for this
to be done.

Mayor J. S. Anderson appointed the following
men to the Planning and Zoning Commission: Warren Fuller, Chairman; Alter
Horton, Edward A. Smith, Dan Peters, and Al Simmons.
Mayor Anderson appointed the following men
to serve on the Zoning Board of Adjustment: Herger Massey, Henry Usleton,
Bob Braswell, and Search Dobkins.
A motion was made by Councilman Owens, and
seconded by Councilman Braswell to approve these appointments. The vote in favor
was unanimous.

Mr. Brandon, representing the Midway Garage,
appeared before the City Council requesting permission to open a used car lot
on the back part of Lot 6 of the Ross Cannon property, as this will be just
south of Raymond Fuller's ice and hamburger stand and Foye Gray barber shop
building. The used car lot will open out on South Main Street, will be graveled,
well lighted and have a chain fence for protection of their cars. A motion was
made by Councilman Huffman, and seconded by Councilman Owens, to approve this
request as listed above, but will not be transferrable. The vote in favor was
unanimous.
10.
The City Council discussed with City Attorney
James Cribbs the necessary steps to take to go home rule. It was brought out
that the Texas Power and Light Company has 1308 meters in the City of Euless and
the City has asked the Texas Electric Service Company for this information on the
part of Euless they serve but we have not received this information yet. The
census count by the Wesleyan Guild showed a total of 4913 as of March 30, 1961,
and this does not include thirty new families and some residents north of Harwood
Road, which would indicate we possibly have several hundred above the 5000
necessary to go Home Rule. Mr. James Cribbs said that their office would
prepare a list of the necessary steps to be taken in Euless to go Home Rule
and they would furnish it to the Council by the next regular council meeting.

Mr. Garrett, living at 1009 Harris Drive in
Midway Park, appeared before the City Council requesting permission to keep
six children in her home from 8:00 a.m. until 5:30 p.m. The City Attorney is
going to check into how Arlington is handling this type of request and report
back at the next regular council meeting.
12.
A motion was made by Councilman Byers, and
seconded by Councilman Owens, to relocate the street sign on the 100 block of
Whitener and Henslee Drives. Upon examination by Mr. Cassell and myslef, we
found two too block signs up and three 400 block signs up. To correct this we
will need one set of plates reading 300 block Whitener Road, one set reading
500 block and one set reading 600'block Whitener Road. These plates have been
ordered and will be put up as soon as they arrive. The vote in favor of this
motion was unanimous.
13.
A motion was made by Councilman Braswell,
and seconded by Councilman Fuller, to release the Subdivision Bond in the
amount of $7,000.00 for streets in the Oakcrest Estates as repairing the few
small repairs to the streets if covered by the Maintenance Bond. The vote in
favor was unanimous.

14.
A motion was made by Councilman Braswell,
and seconded by Councilman Fuller, that we publish the notice of the require-
ments of Ordinance No. 94 requiring all dogs over six months old to be vaccinated,
licensed and kept penned or under leash, and the requirements of Ordinance No.
93, with reference to cutting of grass and weeds which cannot exceed two feet
in height, or obstruct the vision of drivers of motor vehicles. All Council-
men present voted in favor of this motion.
15.
Police Commissioner Byers reported George
Clifford Savage had been hired by the Police Department as night dispatcher
replacing Frank E. Jetton, same salary, same hours.
