HomeMy WebLinkAbout1961-05-09Regular Meeting ' Euless C i t y Council May 9, 1961 77 The regular meeting of the Euless C i t y Council was held on May 9, 1961. Present were Mayor J. S . Anderson, Councilmen Roy Braswell, H. M. Huffman, B i l l y Byers and B i l l y Owens. The council meeting was opened with a prayer by Rev. E. E. Pendergrass. The minutes of t h e r e g u l a r c o u n c i l meeting of A p r i l 25, 1961, were read by the C i t y Secretary and approved by the Council. 1. M r . B i l l Champion of the Mobile Home Adjusters, who had requested permission to store mobile homes on the Ray Woods property on FM Highway 157, using one of them for an o f f i c e and another for h i s mechanic and watchmah t o l i v e in, appeared. As t h i s request was denied he asked the C i t y t o f u r n i s h him with a l e t t e r s t a t i n g the reason why t h i s could not be done so that he could void h i s lease. A motion was made by Councilman Braswell, and seconded by Councilman Owens, t h a t the C i t y f u r n i s h him w i t h t h i s l e t t e r . A l l Councilmen present voted i n favor of t h i s motion. 2. The C i t y Council discussed the garbage pick up granchises t o W i l l Jones and C. L. McCaffity. This was tabled w i t h no action being taken. 3. M r . E. J. Cowart, w i t h the Municipal Service Company, appeared before the C i t y Council s t a t i n g that they h a k t o d i g two more wells, s t a r t i n g immediately. He stated that i t i s urgent that they get started on these wells and d r i l l day and n i g h t f o r s i x days per week u n t i l they get them f i n i s h e d or we might have a water shortage here. M r . Cowart said that when they get down i n the water sand they could not shut down for more than three hours a t any one time. A motion was made by Councilman Braswell, and seconded by Councilman Huffman, that t h i s request be approved. A1 1 Councilmen present voted i n favor of t h i s motion. 4. M r . Garris, 1009 Harris Drive, had previously requested permission t o keep s i x c h i l d r e n i n her home from 8:oo a.m. t o 5:30 p.m. This request had been referred to C i t y Attorney James Cribbs f o r legal advise. M r , Cribbs explained t o Mrs. Garris that t h i s request could not be granted without rezoning her property from r e s i d e n t i a l t o local business. A motion was made by Councilman Huffman, and seconded by Councilman Owens, t h a t -t h i s request be tabled. "Blackie" Miller, appeared before the City Council requesting that his property, a twenty acres tract, No. 2 in the James Matson Survey, be de- annexed from the City of Euless. Mr. Miller stated that he had to pay high taxes and was not getting very much benefit from being in the City. The City Council informed him that he was getting police and fire protection now, and as the City continues to grow he would have an excellent chance to get other benefits of being in the City of Euless, but that they could not consider de- annexing his property. No action was taken on this request. rim The City Council received a request from the Euless Recreation Club requesting that the City Council assist them in getting the lights in the baseball park placed on the City's light bill to enable them to get the benefit of the much cheaper rate. A motion was made by Councilman Owens, and seconded by Councilman Braswell, that this be arranged. All Councilmen present voted in favor of this motion. 7. A motion was made by Councilman Braswell, and seconded by Councilman Owens, that the City assume no responsibility for the payment of the portion of the Texas Power and Light Company statement covering the lighting in the ball park. All Councilmen present voted in favor of this motion. a Mr. Bert Heyl of the Western Hills Inn appeared as a visitor before the City Council to discuss some of their problems at the Western Hills Inn. He stated that they had to remove their manager and that he had taken over the management and had hired Mr. Don Gordon as assistant manager. He said that this action was necessitated by some things that had been going on at the hotel which he did not approve of, that they had made other changes in their personnel which he thought would improve their operation. He asked that the City Council and the Police Department cooperate with him in improving the operation of the Western Hills Inn. a A motion was made by Councilman Byers, and seconded by Councilman Huffman, to approve Resolution No. 38. Resolution No. 38 authorizes Mayor J. S. Anderson to borrow $1172.13 from the Hurst State Bank at five percent interest, this being the balance due the Bob Cooke, Inc., motor company of Arlington on the trade of the 1960 model Ford patrol car no. 601 for a new 1961 model Ford patrol car. All Councilmen present voted in favor of this motion. (Page Three, Regular Meeting, Euless City Council, May 9, 1961) 79 101 A motion was made by Councilman Braswell, and seconded by Councilman Byers, that the City release the Trates and Harris check for $1522.80, payable to W. E. Brittain, held in escrow for the paving on the south side of the Post Office. All Councilmen present voted in favor of this motion. 11. A motion was made by Councilman Owens, and seconded by Councilman Byers, that the City Secretary be authorized to request the Texas Electric Service Company to install incandescent street lights at the Susan and David Street intersection and the Needles and Paula Street intersection in the Bell Hi Addition, and to request the Texas Power and Light Company to install incandescent street lights at the intersection of Simmons and Pauline, Simmons and Bayless, Simmons and Jones Streets; and one Mercury Vapor street light at the intersection of North Main Street and Fuller Drive. All Councilmen present voted in favor of this motion. 12. A motion was made by Councilman Byers, and seconded by Councilman Owens, to authorize Mr. Harry Cassel to pick up eight tons of the new type of Hot -Cold lay asphalt mix to repair streets. Mr. Cassel stated that it was $3.70 per ton at Dallas with a charge of $1.80 for delivery, but that possibly he could get it cheaper at Chico where it is made. Mr. Cassel said that he would need five gallons of C -2 tack to make the repairs. All Councilmen present voted in favor of this motion. 13. A motion was made by Councilman Braswell, and seconded by Councilman Owens, that the City of Euless adopt Ordinance No. 141. Ordinance No. 141 is a plumbing ordinance, similar to the plumbing ordinance of the City of Hurst, Texas, subject to minor changes. All Councilmen present voted in favor of this motion. 14. A motion was made by Councilman Braswell, and seconded by Councilman Owens, that Chief of Police W. M. Sustaire be authorized to hire another patrolman immediately. All Councilmen present voted in favor of this motion. 15. A motion was made by Councilman Braswell, and seconded by Councilman Huffman, that the City write to Mr. Charles Hinton requesting that the unfinished paving on Fuller Drive be completed as soon as possible but not later than July 1, 1961. All Councilmen present voted in favor of this motion. fi[•� A motion was made by Councilman Byers, and seconded by Councilman Owens, that the City purchase a filing cabinet and a flood light for the Police Department. A motion was made by Councilman Huffman, and seconded by Councilman Owens, to authorize City Attorneys Bondurant and Cribbs to set public hearings on the request of E. H. Massey to rezone two acres of land to "C" Commercial out of the A. J. Huitt Survey, and to rezone from residential to "B" Local Business Tracts, B, C, D, E, F, G, H, I, and J, out of the J. P. Halford Survey, owned by the Municipal Service Company. All Councilmen present voted in favor of this motion. Attest: /s/ W. E.
