May 23, 1961
The regular meeting of the Euless City
Council was held on May 23, 1961. Present were Mayor J. S. Anderson, Councilmen
Bobby Fuller, Roy Braswell, H. M. Huffman, Billy Byers and Billy Owens.

The Council meeting was opened with a prayer

The minutes of the council meeting of May 9,
1961, were read by the City Secretary and approved by the City Council.

Mr. Billie E. Taupe appeared before the City
Council in connection with his residence at 602 Dunaway Drive in the Oakcrest
Estates which is on a large spetic tank, in connection with several of his
enighbors and they felt as they are being charged the regular price for being
connected with the sewer line, that they should be on a sewer line.
Mr. W. A. Elliott, Jr., local manager of the
Municipal Service Company, explained that this was true but was only intended to
be used as s temporary installation until they could get the sewer line extended
down to them, that this had been taken up with the Tarrant County Health Depart-
ment and approved by them with the understanking that it would be chlorinated
once or twice each week until the permanent installation could be completed. Mr.
Elliott said that they had to build a lift station and had been short of sewer
pipe which had delayed them, but they had the necessary materials and this
conditions would be alleviated in a short time, possibly this week, and they
could be connected to a regular sewer line.

Messrs. Skinner, Houston and J. F. O'Brien
appeared before the City Council in connection with the operation of the
Animal Ordinance No. 94 with reference to dogs. As spilesman for the three
ment, Mr. O'Brien said that they did not believe that dogs should be confined
in yands by fences or on a leash. They said that this keeping dogs up made
them mean. The City Council told them they would take this under consideration,
and later would reconsider the dog problem.

A motion was made by Councilman Braswell, and
seconded by Councilman Owens, that the following streets be designated as truck
routes: Highway 183, FMHighway 157, Main Street, Huffman Drive, and Harwood
Road, with the Chief of Police having the authority to make changes i n the
truck routes when necessary. All Councilmen present voted in favor of this motion.

A motion was made by Councilman Owens, and
seconded by Councilman Fuller, that the City write to Uvalde Construction Company
and the W. E. Brittain Company that repairs must be made immediately on the

streets constructed by them that need repairs, notifying the Bonding Company
of this condition as the Maintenance Bonds expire July 29, 1961. City Attorneys
Bondurant and Cribbs will write these letters. All Councilmen present voted
in favor of this motion. l
A motion was made by Councilman Fuller, and
seconded by Councilman Braswell, that Ordinance No. 142 be approved and adopted.
Ordinance No. 142 changes the zoning designation from "A" Residential and "C"
Commercial to "C" Commerical on the following described property:
FIRST TRACT: Being a part of the John Groves Survey, Abstract
No. 599, and being more fully described by metes and bounds
as follows, to -wit:
BEGINNING at an iron pipe for a corner on the East line of
said Survey, and the South Right -of -Way line of Pipeline Road;
THENCE West along the South Right -of -way of Pipeline Road, 588.4
feet to an iron pipe for corner;
THENCE South 1104 feet to an iron pipe for corner, said point
being the Southeast corner of a tract of land conveyed to
William Fuller, as shown in Deed duly recorded in Volume 2793,
Page 204, Deed Records, Tarrant County, Texas;
THENCE North 67 degrees, 22 minutes East and along the North
Right -of -way of State Highway No. 183, 644.1 feet to an iron
pipe for corner;
THENCE North 857.1 feet to point and beginning, and containing
13.306 acres, more or less.
SECOND TRACT: Being a part of the John Groves Survey, Abstract
No. 599, and being more fully described by metes and bounds as
follows, to -wit:
BEGINNING at an iron pipe for a corner 1436.4 feet West of the
East line of said survey, same point being the South Right -of-
way lien of Pipeline Road;
THENCE West along the South Right -of -way of Pipeline Road 402.8
feet to an iron pipe for a corner;
THENCE South 1628.3 feet to an iron pipe for a corner;
THENCE Northeast along the North Right -of -way of State Highway
No. 183 434.7 feet to an iron pipe for a corner, said point being
the Southwest corner of a tract of land conveyed to William G. Fuller
a shsown in Deed recorded in Volume 2793, Page 204, Deed Records,
Tarrant County, Texas;
THENCE North along the West line of said Fuller tract 1459.2 feet
to point of Beginning, and containing 14.23 acres, more or less.
All Councilmen present voted in favor of this motion.

A.motion was made by Councilman Fuller, and
seconded by Councilman Braswell, that Ordinance No. 143 be approved and adopted.
Ordinance No. 143 changes the zoning designation on the following described
property owned by Earle J. Brown and Willa Brown, from "A" Residential and "!C"
Commercial to "C" Commercial. Legal description is as follows:
TRACT 4:
BEGINNING at an iron pin for corner 9 varas South and 373.75 varas
West from the Northeast corner of the said John Groves Survey,
and in existing fence line;
THENCE South 0 degrees, 24 minutes West 1290.3 feet to an iron
pin for corner in the North boundary line of Highway No. 183;
THENCE South 67 degrees, 19 minutes West 434.5 feet along said
North line of Highway No. 183, and existing fence line, to an
iron pin for corner at existing fence line;
THENCE North 0 degrees, 25 minutes East 1457.7 feet along existing
fence line to an iron pin for corner at an existing fence corner;
THENCE North 89 degrees, 59 minutes East 399.7 feet along the
existing fence line to the Point of Beginning,and containing
12.608 acres of land.
TRACT 5:
BEGINNING at an iron pin for corner 9 varas South and 212 varas
West from the corner of the said John Groves Survey and at an
existing fence corner;
THENCE South 89 degrees, 59 minutes WUst 449.3 feet along said
existing fence line to an iron pin for corner;
THENCE South 0 degrees, 24 minutes West 1290.3 feet to an iron
pin for corner in the North boundary line of Highway No. 183;
THENCE North 67 degrees, 19 minutes East 488.4 feet along said North
line of Highway No. 183, and existing fence line, to an iron pin
for corner at existing fence corner;
THENCE North 0 degrees, 23 minutes East 1102.8 feet along existing
fence line at the Point of Beginning, containing 12.342 acres of land.
All Councilmen present voted in favor of this motion.

A motion was made by Councilman Owens, and
seconded by Councilman Fuller, to approve and adopt Ordinance No. 144, amend-
ment to Ordinance No. 119. Ordinance No. 144 prohibits gasoline or other
volatile liquids being drawn or sold in glass containers. All Councilmen
present voted in favor of this motion.

A motion was made by Councilman Owens, and
seconded by Councilman Braswell, that Ordinance No. 145 be approved and
adopted. Ordinance No. 145 permits trash to be burned on the premises in
property incinerators except at certain hours. All Councilmen present voted
in favor of this motion.

A motion was made by Councilman Fuller, and
seconded by Councilman Braswell, to authorize the City Attorney to call a
public hearing to consider the request of Herger Massey to rezone two acres of
land out of the A. J. Huitt Survey to "C" Commercial. This having been
previously approved by the Planning and Zoning Commission. Legal description
is as follows:
BEGINNING at a stake at the Southeast corner of a 12.14 acre tract
conveyed to S. H. Huffman by deed dated November 12, 1924, by
Cuthia Huffman, joined by her husbank, T. P. Huffman, Nancy J.
Huffman, joined by her husband, J. D. Huffman, Effie Cromer, joined
by her husband, E. S. Cromer, and Amanda J. Weatherly, a widow:
THENCE West 156.feet to a stake;
THENCE North 350 feet to Highway No. 183;
THENCE East in a Northeasterly direction paralleling Highway
No. 183, 214 feet;
THENCE South 485 feet to the place of beginning, containing 2
acres more or less; said property conveyed from S. H. Huffman

All Councilmen present voted in favor of this motion.

A motion was made by Councilman Huffman, and
seconded by Councilman Fuller, to authorize the City Attorney to call a public
hearing on the request of the Municipal Service Company to rezone Tracts C, D,
E, F, G, H, I, and J, in the J. P. Halford Survey from residential to "B" Local
Business zoning. This having been previously approved by the Planning and
Zoning Commission. Legal description is as follows:

Being a part of the J. P. Halford Survey, Abstract No. 711,
Tarrant County, Texas:
BEGINNING at the most Northerly Northeast corner of a 21 acre
tract as recorded in Volume 3269, Page 519, Deed Records of

All Councilmen present voted in favor of this motion.
12.
City Attorneys Bondurant and Cribbs sub-
mitted to the City Council the necessary steps to be taken preparatory to the
City of Euless going Home Rule. They are as follows:
1. It must be determined that the City has 5000 people.
?2. A public hearing must be held to evaluate all the information on how
this information was obtained. The next step is for the Council to
vote on the question of a Home Rule. A two- thirds vote is required.
3• An ordinance should be passed providing for the submission to the
people of Euless.
13.
A motion was made by Councilman Braswell,
and seconded by Councilman Fuller, that the City of Euless adopt the list
of charges and fees now being used by the City of Hurst for inspection of
plumbing, electrical and streets and building permits. All Councilmen
present voted in favor of this motion.
14.
A motion was made by Councilman Owens, and
seconded by Councilman Fuller, to authorize the Texas Power and Light Company
to install one incandescent street light at the intersection of Milam Drive
and the new short street where it turns west, just south of Harwood Road. All
Councilmen present voted in favor of this motion.
15.
A motion was made by Councilman Fuller, and
seconded by Councilman Braswell, that Ordinance No. 146 be approved and adopted.
Ordinance No. 146 shows that Mayor J. S. Anderson has appointed the following men
to compost the Board of Equalization for the year 1961: Mr. L. Anders, Henry J.
Usleton, Jr., and Richard Millson. That the said Board of Equalization shall
hold its first meeting at 9 :30 a.m., May 27, 1961.
