EULESS CITY COUNCIL
Tuesday, April 12, 2016
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, April 12, 2016, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt,
Harry Zimmer, and Perry Bynum.
During the Precouncil meeting:
Mayor Linda Martin recognized and expressed her appreciation to the City
Council members who attended events on her behalf while she was away.
Council Member Linda Eilenfeldt complimented the Library and Parks and
Community Services staff on a wonderful Seasons of Sounds Concert featuring
A Hard Night's Day, a Beatles tribute band, held Friday, April 1, 2016. She
advised that the concert had been moved indoors due to weather concerns and
many attendees were pleased at the change of venue.
Council Member Eddie Price invited the City Council to the upcoming Hurst -
Euless -Bedford (HEB) Teen Court Scholarship Gala at the Hurst Conference
Center, Thursday, April 28, 2016, 7:00 p.m. to 9:00 p.m.
Council Member Jeremy Tompkins announced that he, Council Member Price
and Council Member Harry Zimmer attended the Grand Re -Opening of Baskin
Robbins on Saturday, April 2, 2016.
Mayor Martin introduced Assistant City Attorney Andrea Russell.
Director of Parks and Community Services Ray McDonald announced that
approximately 200 people attended the Hard Night's Day concert.
City Manager Loretta Getchell made several announcements:
• Euless Library Foundation (ELF) annual book sale held Friday, April 8, 2016
through Sunday, April 10, 2016, raised $2,197;
• Finance Director Janina Jewell's father passed away Saturday, April 9, 2016.
Additionally, she provided an update on Deputy City Manager Bob Freeman's
wife, Julie, and her health concerns as well as Mr. Freeman's plan to return to
work.

Mayor Martin announced that Historical Preservation Committee member Leah
Bennett passed away on Thursday, April 7, 2016, and her funeral will be held
Wednesday, April 13, 2016, at First United Methodist Church.
City Manager Getchell reviewed the regular agenda.
Assistant City Manager Chris Barker introduced Jeri Harwell, Municipal Services
Manager, Allied Waste Services.
Ms. Harwell presented the annual report and reviewed the contractual services
to the City. She advised that the current contract will expire February 28, 2018.
She presented statistical information related to residential, commercial, and
industrial tonnage and mentioned free services offered to the City including
curbside Christmas tree collections and landfill access.
Council Member Eilenfeldt thanked Ms. Harwell for Allied Waste Services'
support and assistance during the 6Stones Community Revitalization (CPR) Blitz
event held Friday, April 8, 2016, and Saturday, April 9, 2016.
City Manager Getchell explained the various options available for trash and
recycling service.
Police Chief Mike Brown introduced Julie Evans, Executive Director, Alliance for
Children.
Ms. Evans provided a brief description of the mission and work done by the
Alliance for Children as well as the various agencies the organization works with
including the Euless Police Department.
Director of Parks and Community Services McDonald provided an update related
to the Arbor Daze event to be held Saturday, April 23, 2016, at Midway Park and
presented a layout of the event. Arbor Daze was originally held at this location
and the event has been scaled back this year due to construction at the City Hall
complex as well as highway construction.
Assistant to the City Manager Betsy Deck provided an update related to the
6Stones Community Powered Revitalization (CPR) Blitz held Friday, April 8,
2016, and Saturday, April 9, 2016. 50 homes were revitalized across six area
cities. Several Euless employees and City Council members volunteered their
time including Council Member Price who was a site captain at one home.
Additionally, she mentioned the Household Hazardous Waste event held
Saturday, April 2, 2016 and reported that 160 cars came through the event and
Interstate Battery participated as well.

Assistant City Attorney Andrea Russell provided an update on a proposed
ordinance regarding dangerous dogs that updates the Code of Ordinances to
align with state law.
Director of Public Works and Engineering Hal Cranor presented the quarterly
Public Works report for the quarter ending March 2016, including an update
regarding leadership personnel, and residential and commercial infrastructure
projects.
Assistant Finance Director Jackie Theriot presented the financial update for the
period ending February 28, 2016. She advised that sales tax was up by 26
percent.
CLOSED SESSION
The City Council convened into closed session at 6:34 p.m. for deliberation regarding
the following:
Deliberate the purchase, exchange, lease or value of real property as authorized
by Section 551.072 related to:
• Cresthaven Addition
The City Council recessed closed session at 6:52 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL
Texas Star General Manager Glenda Hartsell -Shelton introduced Assistant Golf Course
Superintendent Patrick Voss. Patrick was accompanied by his wife, Julie, daughter,
Hailey, son, Nicholas, and members of Texas Star.
Mayor Martin presented Patrick with a plaque and certificate commemorating his
selection as employee of the month for April 2016.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Director of Public Works and Engineering Hal Cranor introduced Signal Technician
Johnson "Koko" Udoka. Koko was accompanied by his wife, Jeslyn, daughter, Jenna,
mother, Annette, mother in law, Madeline Abreu, father in law, Angel Abreu, and
members of the Public Works Department. Mayor Martin presented Koko with a service
pin commemorating his 5 years of service with the City.
City Manager Loretta Getchell introduced Fire Chief Wes Rhodes. Wes was
accompanied by his wife, Mary Beth, and members of the Fire Department. Mayor
Martin presented Wes with a service pin commemorating his 5 years of service with the
City.
Assistant to the City Manager Betsy Deck introduced Web Designer Adam Eakins.
Adam was accompanied by his wife, Bridget, daughter, Katie, and son, Randal. Mayor
Martin presented Adam with a service pin commemorating his 10 years of service with
the City.

City Secretary Kim Sutter introduced Administrative Receptionist Sandi McGarry. Sandi
was accompanied by her husband, Brian, daughter, Madyson, and members of the City
Secretary's Office. Mayor Martin presented Sandi with a service pin commemorating
her 15 years of service with the City.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Council Member Linda Eilenfeldt presented a proclamation to Katia Gonzalez, Center
Coordinator, Alliance for Children, proclaiming the month of April 2016 as Child Abuse
Prevention Month.
Ms. Gonzalez thanked the City Council for their support and briefly explained the
mission of Alliance for Children.
ITEM NO. 4. PRESENTATION OF PROCLAMATION
Mayor Pro Tem Tim Stinneford presented a proclamation to Senior Librarian Angela
Jones and Library Board Member Barney Snitz proclaiming April 10 through 16, 2016,
as National Library Week.
ITEM NO. 5. PRESENTATION OF TREE CITY USA AWARD
Director of Parks and Community Services Ray McDonald presented the City Council
with the 30 Year Tree City USA Award for 2016. Additionally, he advised that Euless
was selected for the Tree City USA Growth Award for the 2511 consecutive year and no
other city in the state of Texas has received this award more than the City of Euless.
REGULAR AGENDA
ITEM NO. 6. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2103
Mayor Martin opened the public hearing at 7:32 p.m.
Director of Parks and Community Services McDonald presented the item to the City
Council and advised that the Parks and Community Services Department, the Police
Department, and the Fire Department plan to offer elementary aged day camps for
children this summer. The Texas Legislature requires that certain municipal programs
for elementary aged children (5-13 years old) meet day care licensing requirements, or
file for an exemption (Section 42.02 (b) (14) of the Human Resources Code). In order
to receive exempt status, a municipality must submit a copy of the program standards,
notice of a public hearing for the programs, and the ordinance adopting the standards.
The Police Department and Fire Department camps are covered under the ordinance as
well and since their camps are considered short-term programs, they only need to
submit Form 2821 to the Texas Department of Protective and Regulatory Services.

Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:33 p.m.
Mayor Pro Tem Stinneford motioned to approve the first and final reading of Ordinance
No. 2103, renewing the Youth Programs Standards of Care for the operation of youth -
based programs and services.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 7. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
16 -01 -CC
Director of Planning and Economic Development Collins presented the item to the City
Council. He explained that the Pride of Texas Music Festival is partnering with iT'Z for
the third year in a row for a festival to be held Saturday, April 23, 2016, through Friday,
April 29, 2016. A 40 foot by 80 foot tent will be erected behind iT'Z for a daily rotating
schedule of bands, choirs, and orchestras from elementary, middle schools, and high
schools between 9:00 a.m. and 6:00 p.m. The tent will be removed Saturday, April 30,
2016. Participants will have use of iT'Z food and facilities during the event.
Council Member Eilenfeldt motioned to approve the Temporary Use Permit No. 16 -01 -
CC for the Pride of Texas Music Festival to be held on Euless Towne Center property,
1201 W. Airport Freeway, Euless, Texas, Monday, April 25, 2016, through Friday, April
29, 2016.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
(Secretary's Note: Council Member Price's voting equipment malfunctioned and his vote
displayed as an abstention. Council Member Price's vote was recorded as an aye.)

ITEM NO. 8. APPROVED CITY COUNCIL MINUTES
Council Member Bynum motioned to approve the minutes of the regular City Council
meeting on March 22, 2016.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.

City Manager Getchell asked for thoughts and prayers for Finance Director Janina
Jewell whose father recently passed away.

Mayor Martin made several announcements:

Candidate Forum, Mary Lib Saleh Euless Public Library, 7:00 p.m.,
• Saturday, April 23, 2016, Arbor Daze, Midway Park, 10:00 a.m. to 9:00 p.m.
She also announced that a General Election will be held on Saturday, May 7, 2016, for
Council, Place 1 and Council, Place 3. She introduced Place 1 incumbent Tim
Stinneford and acknowledged Tim St. Clair who was not in attendance and introduced
Place 3 incumbent Eddie Price and acknowledged Aaron Lindeman who was not in
attendance.

Mayor Martin announced that the next City Council meeting will be held Tuesday, April
26, 2016.
