AN ORDINANCE CREATING A DEPARTMENT OF CITY GOVERNMENT
TO BE KNOWN AS THE DEPARTMENT OF PUBLIC LIBRARIES;
ESTABLISHING A LIBRARY BOARD; PROVIDING FOR THE DUTIES
AND RESPONSIBILITIES OF THE LIBRARY BOARD; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the City of Euless has since October, 1961, provided
library facilities for the citizens and general public In and about the
City of Euless, Texas, and
WHEREAS, the Euless City Council desires to promote the general
welfare of its citizens by providing free public library service and
facilities for the education and moral enrichment of all its citizens,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS:
There shall be a Department of City Government to be known as
the Department of Public Libraries of the City of Euless. Such Department
shall be under the supervision of the Director of Libraries who shall be
appointed by the City Manager, and shall be responsible to the City Manager
for the conduct of the affairs and business of the public libraries of the
City of Euless.
There Is hereby officially created a Library Board of six (6)
members appointed by the Mayor with the approval of the City Council. Said
members shall be citizens of the City of Euless. The Library Board appointed
pursuant to the terms of this article shall be appointed as follows:
(a) The following three members shall be appointed for a
term which shall expire on the 30th day of April, 196$:
Mrs. Jack Browne
Mr. Wayne O'Danlel
Mrs. Harvey C. Harris
(b) The following three memLers shall be appointed for a
term which shall expire on the 30th day of April, 1969:
Mrs. W. B. Pollard
Mr. Robert M. Soule
Rev. Bob E. Messer
Vacancies on the Board shall be filled in the same manner as hereinabove
prescribed and vacancy appointments shall be for the duration of the term
of the position being vacated.
The Library Board shall serve in an advisory capacity to the Euless
City Council and the Director of Libraries concerning library services for
the City of Euless. The Library Board shall elect its own Chairman from
among its members and shall conduct its business at such times and under such
rules and regulations as it may prescribe.
IV.
This Ordinance shalt become effective upon its passage as required
by law and the Euless City Charter.
V.
Since the City of Euless has no Ordinance establishing a Department
of Libraries there has been created and exists an urgency and an emergency
for the immediate preservation of the public peace, health and welfare requir-
ing that this Ordinance be adopted as an emergency measure by the favorable
vote of four or more of the Euless City Councilmen and shall become effective
immediately from and after its passage and it is so ordained.
PASSED AND APPROVED by the Euless City Council on this 9th day of
January, 1968.
