HomeMy WebLinkAbout1961-06-13Regular Fleeting Euless City Council June 13, 1961 95 The regular meeting of the Euless City Council was held on June 13, 1961. Present were Mayor 3. S. Anderson, Councilmen Bobby Fuller, H. M. Huffman, Roy Braswell, and Billy Byers. The council meeting was opened w i t h a prayer by Rev. Robert W. Collins. 1. The minutes of the special council meeting of May 24, 1961, and the special council meeting o f May 30, 1961, and special meeting of June 5, 1961, were read by the City Secretary and approved by the Council. 2. Mr. Warren Fuller, Chairman of the Planning and Zoning Commission, reported t o the Council on his recent talk w i t h Fort Worth City Manager Cookinqham and the Fort Worth City Engineer on the Euless city limit lines just north of the Amon Carter Airport on State Highway 183, where they are planning to extend their north/south runways to provide room for the new jt type planes to land and take off. Mr. Fuller stated t h a t they seem to be going t i g h t ahead w i t h their plans without regard to crossing the Euless city limit lines, and did not seem to be interested i n trading anything out w i t h Euless unless i t would be t h a t part of the Oakcrest Addition t h a t -is within the city limits of Fort Worth. Mr. James Cribbs, City Attorney, present a t this council meeting is going t o 'look i n t o the legal rights o f the City of Euless i n this matter and report back to the City Council a t the next regular council meeting. Our information is that they plan t o extend this north/south runway approximately 2600 feet north o f State Highway 183. 3. The City Council discussed the purchase of a s i t e for a new city hall and municipal building. After consideration of a possible sites, a motion was made by Councilman .Braswell , and seconded by Councilman Byers, to ask Mr. Warren Fuller to contact Mr. Fred E. Tucker, J r . , about a seventeen acre tract t h a t he owns just o f f o f Huffman Drive, adjacent t o the s i t e selected for the new Junior High School tract, and f i n d out if he would sell p a r t of or possibly all of this seventeen acre tract to the City of Euless, and if so, the price and the terms t h a t could be arranged. All Councilmen present voted in favor of this motion. 4. M (Page Two, Regular Meeting, Euless City Council, June 13, 1961) 5. The City Council discussed with the City Attorney James Cribbs, the preliminary steps in Euless going Home Rule - they are as follows: Establish beyond any reasonable doubt that the City has in excess of 5000 population. This is to be done by getting water connections from the Municipal Service Compang, getting light connections from the Texas Power and Light Company and the Texas Electric Service Company, and gas connections from the Lone Star Gas Company. This can be done by getting letters from these companies, or have them attend a council meeting bringing this information with':them to do in the minutes. And to bring the actual census taken by the WEsleyan Guild up to date on the date of this meeting, which will - be a public hearing. City Attorney James Cribbs said that as outlined in their suggested procedure as preliminary steps in going Home Rule that the Council- men and a committee of appointed men attend all meetings and do a job of trying to sell this idea of going Home Rule to the people of Euless. 1.1 A motion was made by Councilman Fuller, and seconded by Councilman Byers, that Ordinance No. 140 be approved and adopted. Ordinance No. 149 establishes and designates the following streets and highways as truck routes within the city limits of Euless, Texas: State Highway 183, FM Highway 157, Main Street, Huffman Drive, Harwood Road, and Pipeline Road West from the intersection with State Highway 183 to Euless west city limits line, for all trucks with a gross weight load in excess of 6500 pounds. All Councilmen present voted in favor of this motion. 7. A motion was made by Councilman Huffman, and seconded by Councilman Fuller, that the garbage pickup franchise issued to Will Jones be rewritten to show the same garbage pickup rate per month as the grabage franchise issued to C. L. McCaffity. All Councilmen present voted in favor of this motion. A motion was made by Councilman Huffman, and seconded by Councilman Braswell, that Resolution No. 40 be approved and adopted. Resolution No. 40 authorizes City Inspector G. D. McAdoo, Jr., to file complaints in the Corporation Court on violations of ordinances on building regulations, planning and zoning, electrical, plumbing, and streets. All Councilmen present voted in favor of this motion. Q A motion was made by Councilman Fuller, and seconded by Councilman Byers, to approve and adopt Ordinance No. 150. Ordinance No. 150 amends Section 5, Paragraph 1 in Ordinance No. 28 by changing the rates to be charged after July 1, 1961, to the rates shown in Ordinance No. 150.
