AN ORDINANCE CALLING A SPECIAL ELECTION TO BE HELD ON
AUGUST 2, 1969, IN THE CITY OF EULESS, TEXAS, ON THE
PROPOSITION OF THE ADOPTION OF A ONE PERCENT (1%) LOCAL
SALES AND USE TAX WiTHIN EULESS; DESIGNATING THE OFFICIAL
POLLING PLACE AND PROVIDING FOR ABSENTEE BALLOTING; AP-
POINTING ELECTION OFFICIALS; DEFINING QUALIFIED VOTERS;
PRESCRIBING FORM OF BALLOTS; PROVIDING FOR NOTICE OF
ELECTION, SEVERABILITY, AND DECLARING AN EMERGENCY AND
CONTAINING OTHER PROVISIONS RELATING TO SAiD ELECTION.
WHEREAS, Article 1O66c, Texas Civil Statutes authorizes the City of
Euless to call an election to submit to the citizens of Euless the proposition of
the adoption of a local sales and use tax, and
WHEREAS, the Euless City Council has determined that the citizens of
Euless should have the opportunity of voting on the city sales tax proposition,
NOW, THEREFORE, BE IT ORDAINED BY THE EULESS CITY COUNCIL:
That a special election shalt be held In Euless, Texas, on August 2,
1969, at which election there shall be submitted to the resident qualified voters
of Euless the following proposition:
"Shall the City of Euless adopt a one percent (1 %) local sates
and use tax within the City?
FOR a City sales tax.
AGAINST a City sales tax."

For the purpose of said election the entire City of Euless Is hereby
constituted one voting precinct. Ths polling place for said election shall be
the Euless City Hall located at 201 Ector Drive in said City and said election
shall be held between the hours of 7:00 o'clock a.m. and 7:00 o'clock p.m.

The following persons are hereby appointed to act as election officials
and clerks:
Mrs. Reba Cromer Election Judge
Mrs. Joyce Owens , Assistant Election Judge
Mrs. Eunice Anderson , Clerk
Clerk

That said election shall be held In accordance with the Constitution
and laws of the State of Texas and ail duty qualified resident electors of the
City of Euless, Tarrant County, Texas, shall be qualified to vote.

Voting by absentee ballot shall commence on the twentieth day and shall
continue through the fourth day preceding the day of said election, that is, the
absentee balloting shall begin on fourteenth day of July, 1969, and shall close
at 5 :00 o'clock p.m. July 29, 1969, at the office of the City Secretary at the
Euless City Nall, 201 Ector Drive in said City.

The City Secretary shall have printed a sufficient number of paper
ballots containing the following proposition:
"OFFICIAL BALLs2T,
INSTRUCTIONS: Place an "X" in the square beside the statement indicat-
Ing the way you wish to vote.
FOR adoption of a one percent (i%) local sales and use tax
within the City.
AGAINST adoption of a one percent (1%)tocal sales and use
tax within the City.
Voting on the elction date, August 2, 1969, shall be conducted by the
use of voting machines as provided by Article 7.14 at seq. of the Texas Election
Code. The City Secretary shall obtain a sufficient number of voting machines from
the Commissioners' Court and County Clerk of Tarrant County, Texas. The machines
shalt be examined, prepared, operated and the voting conducted pursuant to the
provisions of the Texas Election Code pertaining to voting machines.
The ballot box containing the absentee ballots and the voting machines
small be delivered and preserved pursuant to the provisions of the Texas Election
Code and all election returns, records and supplies shall be preserved by the
City Secretary in her offices as by law provided. The City Council shall meet
to canvass the results of said election and declare the official results thereof
promptly upon receipt of the election returns. The canvass of the returns and
declaration of the results by the City Council shall take place on the second day
of August, 1969, as soon as practical after the polls have closed, the ballots
counted and the returns certified by the election Judge.
The Notice of the election hereby ordered and called shall be given by
publication on the sane day of two successive weeks in a newspaper of general
circulation published within the City of Euless, the date of the first publication
to be at least twenty-one (21) days prior to the election date set herein.
Notice of the election hereby ordered and called shall be posted at
three public places in the City of Euless, two of which public places shall be
the Euless City Nall and the Euless Post Office, such posting to be made not less
than twenty (20) days prior to the date set herein for such election.

Should any section, provision, word, phrase, or clause of this Ordinance
or the application thereof to any person or circumstances be held invalid, un-
constitutional or ineffective, the remainder of the Ordinance and the application
of such provisions to other persons or circumstances shall not be affected thereby.

The fact that a majority of neighboring towns and cities in Dallas and
Tarrant Counties have previously called a sales tax election, there has been
created and exists an urgency and emergency requiring that this Ordinance be passed
with one reading so as to permit due notice and publication as required by the
Election Code of the State of Texas.
PRESENTED AND PASSED ON FIRST AND FiNAL READING on the twenty- fourth day
of June, 1969, at a regular meeting of the City Council of the City of Euless,
Texas.

NOTICE OF SPECIAL ELECTION
NOTICE IS HEREBY GIVEM by the Euless City Council that a Special
Election has been ordered in the City of Euless to be held on Saturday,
August 2, 1969, for the purpose of submitting to the qualified voters of
the City of Euless the following proposition:
"Shall the City of Euless adopt a one percent (1 %) local sales
and use tax within the City ?"
The polling place for said election shall be the Euless City Hail
located at 201 Ector Drive in the City of Euless, Texas. The election shall
be held between the hours of 7:00 o'clock a.m. and 7:00 o'clock p.m.
Voting by absentee ballot In said election shall commence on the
loth day of July, 1969, in the office of the City Secretary of the City of
Euless, Texas. Voting by absentee ballot shall close at 5:00 o'clock p.m.,
July 29, 1969.
The following persons are hereby appointed to act as election
officials:
Mrs. Reba Cromer Judge
Mrs, Joyce 2Mns , Assistant Election Judge
Mrs. Eunice Anderson Clerk
A copy of the Election Ordinance is attached to this Notice and
incorporated herein by reference.
The Chief of Police is directed by the Euless City Council to post
this Notice of Election at three public places in the City of Euless, two
of which public places shall be the Euless City Hall and the Euless Post
Off ice.
