EULESS CITY COUNCIL
Tuesday, April 26, 2016
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, April 26, 2016, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt,
and Harry Zimmer. Council Member Perry Bynum was not present due to a scheduled
absence.
During the Precouncil meeting:
Council Member Jeremy Tompkins advised that he had a great time at Arbor
Daze held Saturday, April 23, 2016.
Mayor Linda Martin agreed that the Arbor Daze event was wonderful.
City Secretary Kim Sutter advised that early voting has begun for the May 7,
2016 General Election and as of the close of the polls Monday, April 25, 2016,
54 in-person ballots and 92 ballots by mail have been received. Early voting will
continue through Tuesday, May 3, 2016.
City Manager Getchell reviewed the regular agenda.
Director of Parks and Community Services Ray McDonald provided an update
on Arbor Daze and advised that staff was pleased with the location at Midway
Park. He advised that the community seemed to have had a great time and the
venue was well received.
Discussion ensued regarding the event being kid friendly and including more
vendors in the future.
City Manager Getchell introduced Fiona Allen, Northern Regional Manager,
Trinity River Authority (TRA).
Ms. Allen provided an overview of TRA's budget process, the services provided,
a review of their facilities, and current projects.
Fire Chief Wes Rhodes presented the Fire Department update, including
response times, as well as the activities of the Fire Marshal's office over the past
10 years, involvement in the 6Stones Community Powered Revitalization (CPR)
Spring blitz, April fire training, the 2016 Lifestyle Improvement Challenge, and
announced the following upcoming events:

• Euless Citizens Fire Academy (CFA) Class #23 Graduation, Thursday,
May 12, 2016;
• Badge Pinning/ Promotion, City Hall, Thursday, May 19, 2016, 3:30 p.m.;
• Euless Police and Fire Community Fun Run, Bob Eden Park, Saturday,
May 21, 2016, 7:30 a.m.; and
• Muscular Dystrophy Association (MDA) Fill the Boot campaign, May 1
through 15, 2016.
Assistant City Manager Chris Barker provided an update related to the 40th year
CDBG project, including contract negotiations regarding funding from Tarrant
County and City funds.
Director of Planning and Economic Development Mike Collins presented the
Development update, including the current commercial and residential
development as well as an update on the demolition of Lighthouse Inn located
on West Euless Boulevard (SH 10).

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MAY
Library Administrator Sherry Knight introduced Senior Librarian Eric Terry. Eric was
accompanied by members of the Library Department.
Mayor Martin presented Eric with a plaque and certificate commemorating his selection
as employee of the month for May 2016.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Mayor Pro Tem Stinneford presented a proclamation to Parks and Community Services
Director Ray McDonald, proclaiming April 29, 2016, as Arbor Day.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation to members of the Patriots Motorcycle Club,
proclaiming May as Motorcycle Safety and Awareness Month.

ITEM NO. 4. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING MARCH 31, 2016
Finance Director Jewell presented the quarterly financial report for the period ending
March 31, 2016.

Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 5
through 7.
Council Member Tompkins seconded the motion.

ITEM NO. 5. AWARDED A CONSTRUCTION CONTRACT
Awarded a construction contract for the FY2016 Waterline Replacement Project to
Murphy Pipeline Contractors, Inc., 1876 Everlee Road, Jacksonville, Florida, through
the Education Service Center -Region 19 Purchasing Allied States Cooperative. The
project will consist of the replacement of 1,212 feet of 6 inch asbestos concrete main
with an 8 inch HDPE main along Donley Drive from Glenn Drive to Shelmar Drive and
along Shelmar Drive from Donley Drive (East) to Donley Drive (West). The project will
be completed using trenchless technology, static pipe bursting method. The estimated
expenditure is $150,000 and falls below budget estimates.
ITEM NO. 6. AWARDED REQUEST FOR PROPOSAL NO. 006-16
Awarded Request for Proposal (RFP) No. 006-16 including third party administration,
utilization management and large case management, to WebTPA, and precertification
and network access to Aetna.

ITEM NO. 8. AUTHORIZED THE MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Eilenfeldt motioned to authorize the Mayor to negotiate and execute
conveyance documents for the purchase of property located at 905 Cresthaven Drive,
Cresthaven Addition, Block 2, Lot 11.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Eilenfeldt, and Zimmer

ITEM NO. 9. APPROVED A REQUEST FOR A TEMPORARY USE PERMIT
NO. 16 -02 -CC
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that Habitat for Humanity's Women Build Program, in partnership
with Lowe's Home Improvement, 3000 Highway 121, Euless, will use a 6,000 square
foot portion of the Lowe's parking lot on Thursday, April 28, 2016, between 6:00 p.m.
and 9:00 p.m., to construct the exterior framing of a 1,000 square foot house. The
finished product will be dismantled in sections on Monday, May 2, 2016, for transport by
a semi -trailer truck to a permanent site for final construction. The parking lot area being
used for the event will be located outside of any fire lane and will not disrupt traffic into
the Lowe's site from Glade Road.
Candy Bauer, 3000 Highway 121, Euless, representing Euless Lowe's Home
Improvement advised that the store is hosting the Women Build Program in conjunction
with Habitat for Humanity. The event will be held simultaneously in nine other cities
across the country and Euless is the only event city that is not a capitol city of the
respective state.
Mayor Pro Tem Stinneford motioned to approve a request for Temporary Use Permit
No. 16 -02 -CC for Habitat for Humanity's Women Build Program located at Lowes Home
Improvement, 3000 Highway 121, for a time period of Thursday, April 28, 2016 through
Tuesday, May 3, 2016.
Council Member Price seconded the motion.

ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2104
Mayor Martin advised that Ordinance No. 2104 amends the Code of Ordinances to align
with state law. The amendments include provisions related vicious animals and
dangerous dogs and outline the judicial procedure for the determination of cost for care
of an impounded animal during an appeal, the amount of bond for an appeal,
restrictions on destruction during an appeal, and the authority of Animal Control Officer.
Council Member Price motioned to approve the first and final reading of Ordinance No.
2104, amending the City of Euless Code of Ordinances, Chapter 10, "Animals," Section
10-71, "Vicious animal," and Section 10-72, "Dangerous dogs," to prohibit destruction of
a vicious animal or dangerous dog during the pendency of an appeal, and provide for an
appeal process including a bond requirement.
Mayor Pro Tem Stinneford seconded the motion.

Mayor Martin announced that early voting has begun for the General Election that will
be held on Saturday, May 7, 2016, for Council, Place 1 and Council, Place 3. She
introduced Place 1 incumbent Tim Stinneford and acknowledged Tim St. Clair who was

not in attendance and introduced Place 3 incumbent Eddie Price and acknowledged
Aaron Lindeman who was not in attendance.
Mayor Martin announced that the next City Council meeting will be held Tuesday, May
10, 2016.
