That the certain agreement dated May 26, 1970 between the State of Texas and the City of Euless , for the installation, con- struction, existence, use, operation, and maintenance of certain highway traffic signal(s) at the location(s) shown on EXHIBIT 1, attached hereto and made a part hereof, in the City of Euless , be and the same is hereby approved, and Mayor A. C. Krause is hereby authorized to execute said agreement on behalf of the City of Euless and to transmit the same to the -Actio of •'I'cx<i:; for appropriate action. SECTION 2. The fact that the improvements contemplated under the above mentioned agreement are needed, creates an emergency which for the immediate preservation of the public peace, health, safety, and general welfare requires that this Ordi- nance take effect immediately from and after its passage, and it is accordingly so ordained. T 1-1 T C T AGRER�MNT (TRAFFIC SIGNAL EXPRESSWAY TYPE E-2) 4-60-768 4-4 D-18 TEXAS HIGHWAY DEPARTMENT SPECIAL SPECIFICATION ITEM 2013 INSTALLATION OF HIGHWAY TRAFFIC SICNALS 1.0 General. 1.1 This specification and other pertinent specifications included in this contract shall govern for the materials used and for the installation of traffic- control signals at the intersections shown on the plans. 1,2 All materials furnished by the Contractor shall be new, undepreciated stock. 2.0 Materials To Be Furnished By The Contractor. 2.1 The Contractor shall furnish all materials not specified to be furnished by the Texas Highway Department necessary to complete the project, in- cluding materials for the power connection that are not furnished by the Power Company, and shall install the materials in accordance with the plans and specifications. 2.2 The Contractor shall also furnish all labor, tools, equipment and inciden- tals necessary to complete the project in an efficient and workmanlike manner. 2.3 Electrical materials and fittings shall conform do the requirements of the National Electrical Code. Electrical fittings shall be watertight and weatherproof., 2.4 All items to be painted will receive ,two (2) coats of finish paint and will meet- .with the Engineer's approval for neat appearance before acceptance of the signal is made. 3.0 Power Connection. 3.1 The Contractor shall make all arrangements for connection to power supply, shall obtain meter and meter socket from the Power Company when they are required and install them in accordance with the plans, and shall furnish and install all other materials necessary to make the power connection which are not furnished by the Power Company. 3.2 The power connection shall be made to a 115 -125 volt, single- phase, 60 cycle A.C. supply. The wire used for the power connection shall be a min- imum size as indicated on the plans and shall be insulated for six hundred (600) volts. The common wire shall be white -coded and the power positive shall be black- coded. 2013.00 1 -6 12 -69 4.0 Conduit. 4.1 Unless otherwise shown on the plans, all conductors shall be in conduit except when,in metal poles. All conduit and fittings shall be for rigid galvanized -metal or polyvinyl- chloride conduit of the sizes and types shown on the plans. Each section of conduit shall bear evidence of approv- al by Underwriter's Laboratories. 4.2 The Contractor may, at his own expense, use conduit of larger size than specified on the plans providing that the larger size is used for the entire length of the conduit run. 4.3 Conduit terminating in posts or pedestal bases shall extend vertically, approximately 2 inches above the concrete foundation. Each length of galvanized- rigid -metal conduit, where used, shall be reamed and threaded on each end and couplings shall be made up tight. White -lead paint or equal shall be used on threads of all joints. No. reducer couplings shall be used unless specifically indicated on the plans. 4.4 All conduit and fittings shall have the burrs and rough places smoothed and shall be cleaned up before the cable is installed. Ends of conduits shall be capped or plugged until starting of wiring. The conduits shall be placed as shown on the plans or as directed by the Engineer. Conduit shall be placed at least 18 inches deep and at a distance of at-least 6 inches from any water lines or other utility lines. 4.5 When conduit is to be placed under existing pavements, it shall be galva- nized rigid conduit, and the jacking method is to be used. Pits for jack- ing shall not be closer than two feet to the back of curb unless other- wise directed by the Engineer. Water jetting will not be permitting. No cutting of existing pavement will be permitted unless specifically approved by the Engineer. 5.0 Wiring. 5.1 Controller.. Wiring for the controller shall consist of connecting to its terninals (1) wires to signals, (2) wires to detectors, (3) the power wires and (4) the ground wires. Other wiring for the controller shall be as required by the wiring diagrams and instructions furnished with the con- troller by the manufacturer. 5.2 Signals Heads. Wiring for the signal head shall, where applicable, con - sist of connecting the terminal blocks near the bottom.of ,each signal housing to the terminal block in the signal- head - terminal compartment. All such connecting wires shall be number twelve (12) American Wire Gague. All conductors running from any terminals located in the pole or transformer base, to the signal -head terminals shall likewise be number twelve (12) A.W.G. 2013.00 12 -69 2 -6 5.3 Splices. Splices will be permitted in the wires of signal conductors and the detector conductors only on terminal blocks of the signal- head - terminal boxes and at terminals in the transformer base of each Signal Pole and at terminals shown on the plans. (Exception If lead -in conductors from detectors to controller are of different type than the detector leads, a water -tight splice, acceptable to the Engineer may be made in pullbox adjacent to the detector location). 5.4 Terminals. Except for controllers, the ends of all wires which are to be attached to terminal posts shall be provided with solderless terminals that meet the requirements of the National Electrical Code. 5.5 Wire and Cable. All wire and cable shall conform to the requirements shown on the plans, except wire and cable specifically covered by other items of this contract. The minimum size of conductors shall be as indicated on the plans. 5.6 Enclosed Wiring. Except for span wire suspended cables, all wires, cables or conductors within twenty -one (21) feet above the ground surface shall be en- closed in approved metal conduit. Power -tap lines carried down poles shall be placed in metal conduit. The power entrance to the controller shall be made through'underground Polyvinyl- chloride conduit only. 5.7 Identification of Signal Wires. Numbered identification tags of metal, plastic or tape shall be placed around each wire adjacent to wire ends in the controller, signal head and signal -pole -base terminal boxes. 6.0 Grounding and Bonding. 6.1 Signal and Controller. The signal housing, controller housing, signal common and service common shall be grounded. All grounding shall be as shown on the plans and /or as may be indicated in the manufacturer's specifications and wiring diagrams. All grounding devices used shall conform to the re- quirements of the National Electric Code. The Power Company shall also ground the service common at its pole from which the power is taken. 6.2 Conduit and Signal Posts. Metal conduit and metal signal posts or pedestals shall be bonded to form a continuous system and shall be effectively grounded. Bonding jumpers shall be No. 6 copper wire or equal. 7.0 Sealing. y 7.1 After the signal cable connecting the signal and the controller is in place the unfilled portion of the openings which are provided for the entrance of the cable to the signal and the condulet attached to the polyvinyl - chloride conduit or to the metal -pipe conduit, shall be sealed with a sealing compound in accordance with the National Electrical Code. 702 The sealing compound used shall have a melting point of not less than two hundred (200) degrees Fahrenheit, and shall not be adversely affected by the surrounding atmosphere or moisture. 2013.00 12 -69 3 -6 8.0 Concrete 8.1, All concrete required for signal installations shall be normal Portland - Cement concrete, commercially known as "5 -sack concrete, 3/4 -inch gravel, 3 -inch slump, " except where otherwise provided on the plans. 8.2 The use of ready -mixed or transit -mixed concrete will be permitted, pro- vided the concrete is placed in the forms not more than thirty (30) to forty -five (45) minutes after the cement becomes wet in the batch. All concrete shall meet the approval of the Engineer prior to being placed. 8.3 All aggregate shall be clean; the cement shall be an accepted standard brand, and the water used for mixing shall be potable. All materials shall be subject to inspection and approval by the Engineer before they are used, and the concrete shall be thoroughly mixed and placed in ac- cordance with the plans and specifications and as directed by the Engineer. 9.0 Concrete Foundation for Controller and Signal Posts. 9.1 Excavation for all required foundations shall be done in accordance with lines and depths indicated on the plans. All loose material shall be removed from the excavation before the concrete is placed. Any water shall be removed by pumping or bailing. The use of explosives will not be permitted. 9.2 Foundations shall be constructed to the dimensions shown on the plans or directed by the Engineer. Care shall be used to insure that the top of the finished foundation is exactly level. Anchor bolts and conduits shall be held rigidly in place by a template until the concrete is set. A mechanical vibrator shall be used for compacting and working the con- crete. After the concrete has been placed and the top struck off, it shall be covered with wet burlap for not less than twenty -four (24) hours. All bracing and templates for anchor bolts shall remain in place for twenty -four (24) hours after the concrete is poured. During that time, the anchor bolts and conduit shall not be subjected to any applied strain. 9.3 Backfill shall be tamped with mechanical tamps in 6 -inch layers to the density of the surrounding ground. Where excavation is made in the sur- faced shoulder, the shoulder shall be replaced with material equal to the original construction. 9.4 All excavated material not required for backfill shall be promptly re- moved and disposed of by the Contractor outside the limits.of the project. 9.5 No concrete shall be placed when the atmospheric temperature is at or below 40° F. (taken in shade away from artificial heat) unless permission to do so is given by the Engineer. When such permission is given, in cases where the temperature drops below 40° F., the Contractor shall take such precautions that may be prescribed to prevent freezing of the concrete. 2013.000 12 -69 4 -6 10.0 Paint and Painting. 10.1 All paint and painting, where required, shall conform to the requirements of the ItesQ "Paint and Painting" of the Standard Specifications. The metal -pipe conduit and all exposed conduit fittings which are not gal- vanized shall be given one coat of No. 703 Aluminum paint after they are in place. 10.2 No painting will be required for controller housing or signal head except those parts on which the paint has been scratched or marred, and such parts shall be given two coats of high -grade enamel of the same color as the factory paint. 10.3 Signal posts, mast arms and transformer bases, other than aluminum or galvanized, shall be painted with one coat of No. 701 Shop Coat and two coats of finish paint with color as specified on the plans or as directed by the Engineer. All metal parts from which galvanizing has been knocked off or chipped off down to bare metal in fabrication, transit, erection or field alteration or when bare metal is exposed, shall be repaired by application of galvanizing- repair compound meeting Federal Spec. 0 -G -93 (stick only) in accordance with the manufacturer's recom- mendations. 11.0 Preservation of Sod, Shrubbery and Trees 11.1 The Contractor shall assume full responsibility all sod, shrubbery and trees at the site during where necessary to remove any sod, shrubbery or obtain permission from the owner. 11.2 All sod and shrubbery that are removed shall be replaced in their original position. Damaged s+ replaced by the Contractor at his own expense. 12.0 Removal and Replacement of Curbs and Walks. for the preservation of the installation and tree branches, he shall carefully preserved and 3d or shrubbery shall be 12.1 The Contractor shall secure permissioq from the proper authority and the approval of the Engineer before cutting into or removing any walks or curbs, which might be required in making the installation. 12.2 After the work is completed, the Contractor shall restore any curbs or walks which have been removed to the equivalent of their original con- dition and to the satisfaction of the Engineer. 13.0 Disposition of Keys For Controllers and Instruction Manual For the Controller. 13.1 When the project is complete, the keys for the controller cabinets shall be delivered to the Engineer. 13.2 The Instruction Manual and wiring diagrams for the controller furnished shall be left inside the controller cabinet. 5 -6 2013.000 12 -69 14.0 Measurement and Payment. 14.1 The complete signal installation as indicated on the plans and as described herein when completely installed will be measured by the complete traffic signal installation and payment will be made at the contract lump sum bid for "Traffic Control Signal(s) ", which price shall be full compensation for furnishing, placing and testing all materials and equipment and for all tools, labor, equipment and incidentals necessary to complete the work. 2013.000 12 -69 6 -6 M EMO The executed copy of the agreement between the City of Euless and State of Texas concerning Highway Traffic Signals to be located at the intersection of Spur 350 (Frontage Roads) with F.M.157 is filed with Council Exhibits for the regular meeting held on May 26, 1970.
