Anderson, Councilmen Roy Braswell , H. M. Huffman, and Billy Byers. Present were Mayor J. S. 1. Mr. John Davis, representing the Texas Power and Light Company, furnished the City w i t h the number of meters in the City -1440. used i n Euless, making a total of 1495 meters for the two electric companies, using a ratio o f 3.5 per family indicates a population of 5233 people. The Texas Electric Service Company informed us they had 55 meters being 2. Actual census, as taken by the Wesleyan Service Guild as of July 31, 1961, indicates t h a t the City of Euless has a population o f 5490 people by actual count. 6. Mr. C. C. Crutchfield, Field Consultant o f the Texas Municipal League, ta7ked to the City Council and visitors present on the advantages of the City of Euless going Home Rule. He stated t h a t there are many things a Home Ruled City could do t h a t a city operating as a General Law City could not do, such as annexing property without consent of the owner. Mr. Crutchfield stated t h a t an election would have t o be held t o get the approval of the people of Euless, and t h a t a Charter Committee would have t o be elected o f appointed t o draw up a Home Rule Charter. Mr. Crutchfield and Ctiy Attorney James Cribbs answered all the questions t h a t were asked i n connection w i t h the City
