HomeMy WebLinkAbout1961-09-26Regular Meeting Euless City Council September 26,1961 The regular meeting of the Euless City Council was held on September 26, 1961. Present were Mayor J. S. Anderson, Councilmen Bobby Fuller, Billy Owens, Roy Braswell, Billy Byers, and H. M. Huffman. Visitors present were Messrs. Bob Fix, Bob Caldwell, W. A. Elliott, Jr., Hershel Morgan, Brice McEver, Warren Fuller, Paul Heard, David Moak and McBride. prayer by Councilman Byers. The minutes of the special council meeting of September 16, 1961, were read by the City Secretary and approve by the Council. 2. Mr. Bob Fix and Mr. Bob Caldwell appeared before the City Council to go over their preliminary drawings on the new Master Plan with the Councilmen. They asked the Councilmen to set the width for collector streets so that they could complete this part of their plan. The Council decided to set the collector streets at forty -four feet with a minimum paving of thirty -one feet from back of curb to'back of curb. 3. Mr. Paul Heard and Mr. David Moak, represent- ing Tri- Cities Development Corporation, appeared before the City Council and presented a preliminary plat on Oakwood Terrace, 5th Filing. A motion was made by Councilman Huffman, and seconded by Councilman Owens, that t h i s p l a t be approved. A l l Councilmen present voted in favor of this motion. 4. A motion was made by Councilman Byers, and seconded by Councilman Owens, to approve rezoning on Tract A, Block 10, Oakwood Terrace Addition, 4th Filing, from "B" Local Business to "C" Commercial. (Dr. Braswell Abstaining.) 120 (Page Two, Regular Meeting, Euless_C.i,ty Council, September 26, 1961) 5• A motion was made by Councilman Byers, and seconded by Councilman Owens, to reapprove the rezoning of Tracts A and B of the J. P. Halford Survey. This change to be from "A" Single Family Dwelling to "B" Local Business. All Councilmen present voted in favor of this motion. W Mr. Brice McEver and Mr. Hershel Morgan appeared before the Council, representing the Midway Park Home Owners Association. They made several proposals to the City Council to get them to furnish police protection inside the park. The offered a building site and grounds for a new City Hall if this could be worked out. City Attorney James Cribbs informed them this could not be done unless the park could be deeded to the City, and suggested to them to see if the Park Association could and would do this. Unless this could be done, no arrangements could be made to give them police protection. 7• Mr. Ned Colvert appeared before the City Council requesting permission to put up or move an old metal building on his property in the Kitty House Survey. As this is a violation of the City Building Ordinance, this was refused. A motion was made by Councilman Fuller, and seconded by Councilman Braswell, that the election to determine whether the City will go Home Rule be held on the 18th day of November, 1961, same being the third Saturday in November, 1961. The following persons are hereby appointed to Offices thereof, to -wit: Mrs. Laverne Horton, Election Judge, Mrs. Luther Anders, Clerk, Mrs. Horace Booher, Clerk, Mrs. E. V. Anderson, Clerk, Mrs. Dale Tribble, Clerk, and Mrs. Juanita Haynes, Clerk. The vote in favor of this motion was unanimous. a A motion was made by Councilman Braswell, and seconded by Councilman Huffman, to approve and adopt Ordinance No. 156. Ordinance No. 156 authorizes that the Commission write the new Charter for the City of Euless be chosen at this election. The vote in favor was unanimous. 10. A motion was made by Councilman Fuller, and seconded by Councilman Owens, that a public hearing on the new 1961 -1962 proposed budget be held on October 24, 1961. The vote in favor was unanimous. 11. A motion was made by Councilman Fuller, and seconded by Councilman Braswell, that Councilman Byers be authorized to purchase two metal doors for the back door of the City Hall.
