HomeMy WebLinkAbout451 08-14-1973ORDINANCE NO. 451 AN ORDINANCE AMENDING ORDINANCE NUMBER 447 CREATING A COUNCIL FOR SOCIAL CONCERNS FOR THE CITY OF EULESS, TEXAS, PROVIDING FOR MEMBERSHIP OF THE COUNCIL, AREAS OF RESPONSIBILITY AND PROVIDING FOR PERIODIC REPORTS TO THE EULESS CITY COUNCIL, PROVIDING GUIDELINES TO BE CONSIDERED IN PROGRAM EFFECTIVE DATE. WHEREAS, the Euless City Council is cognizant of various social problems effecting and influencing the lives of Euless citizens and particularly its teenage residents and children, and WHEREAS, the Euless Council is determined to initiate a program to define specific areas of social concern affecting the citizens and thereafter to develop a program to provide remedial education, cooperation and coordination between city agencies, school agencies, private associations and other public groups and bodies to deal directly and specifically with social problems in Euless; NOW, THEREFORE, be it enacted by the Euless City Council that Ordinance Number 447 is hereby amended to hereafter read as follows: (1) It is hereby created, the Euless Council for Social Concern. The Council shall be composed of ten (10) members who shall be residents of Euless, Texas. It is anticipated, but not mandatory, that the ten (10) members be constituted from the following special areas of training and expertise: (a) A pharmacologist. (b) Two members from the professions of medicine, psychology, psychiatry, ciminology or other related professions concerned with and knowledgeable about the drug problem and its related aspects. (c) One member from our School District. (d) One member from our Parks and Recreation Committee. (e) One member from our Library Board. (f) One member from our Police Department. (g) Three young people between ages of 13 and 19. (2) The members of the Euless Council for Social Concerns shall be appointed by the Euless City Council. The officers of the Council shall consist of a chairman and vice chairman who shall be designated by the Euless City Council. Members shall be appointed for two year terms and shall serve until their successors are appointed and commence active service. (3) The Euless Council for Social Concerns shall direct its efforts to accomplishing the following: (a) To determine those areas of social problems most vitally affecting the Euless community. In this connection the Council shall evaluate drug abuse, alcoholism communicable diseases and any other areas of social problems confronting the City of Euless from time to time. (b). Study and evaluate existing programs being conducted in Euless by various agencies and organizations providing services in the social concern areas to Euless citizens. (c) To further cooperation and a coordination of effort by social concerns agencies in Euless. (d) To recommend to the Euless City Council the initiation and implementation of innovative programs in an effort to resolve specific social concerns in Euless. (e) To formulate a list of objectives to be enacted by the Council with the advice, aid and assistance of the Euless City Council.' (f) Seek cooperation among the various governmental agencies of surrounding communites in an effort to deal directly and effectively with specific areas of social concern. (4) The Euless Council for Social Concerns shall make periodic recommendations to the Euless City Council concerning the appropriations and expenditures of public funds for the purpose of providing remedial education, counseling, treatment and other areas of service involving specific social concerns in Euless. (5) A majority of the members of the Council for Social Concerns shall constitute a quorum for the purpose of transacting all business of the Council. The Chairman of the Council shall vote only where there shall otherwise be a tie vote among the other members in attendance and voting on any issue before such Council. (6) This ordinance shall become effective immediately upon its passage by the Euless City Council.
