AN ORDINANCE, UNIFORM PLUMBING CODE, 1973
EDITION, AMENDING ORDINANCE NO. 199 THAT
CONFLICT WITH THE TERMS OR CONDITIONS OF
THIS ORDINANCE AND ENACTING IN LIEU THEREOF
A NEW ORDINANCE, REGULATING PLUMBING WORK
IN THE CITY OF EULESS, TEXAS
WHEREAS, it is deemed necessary to provide minimum standards to regulate
the design, construction, materials, use and,occupancy, location and main-
tenance of buildings and structures, and certain equipment thereof within
the City, to protect and promote the public safety, health and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EULESS, TEXAS
Adopts the 1973 Edition of the Uniform Plumbing Code.
AMENDMENTS TO THE UNIFORM PLUMBING CODE
Building clean -outs shall be marked on the foundation six inches (6 '')
above finish grade with an approved identification plate.
Table A - Plumbing Material Standards, page 21. Delete these items:
Homogenous bituminized fiber drain and sewer pipe
Hot pour joints (Clay pipe)
Asbestos cement non - pressure small diameter sewer pipe
REASON FOR CODE REVISION: Experience in this geographic area has shown
that the use of these materials has caused excessive infiltration and
early deterioration.
Section 401, Materials
a.2, that all drainage piping under slab shall be hub type cast iron.
Section 608, page 46. Amend second paragraph to read:
A separate trap shall be provided for a dishwashing machine which drains
by gravity and is directly connected to the drainage system. Dishwashing
machines which have drainage pumps may discharge into the waste outlet
piping of an adjacent kitchen sink by means of a "Y'' branch fitting on the
inlet side of the sink trap or to the hood of an attached disposal unit,
provided that the pump discharge line rises to an elevation which is at
least as high as the underside of the sink rim or counter.
Section 615, Amend paragraph (d) to read:
Continuous Waste and Vent System
(d) Each combination waste and vent pipe serving more than one fixture
shall be no smaller than 2'' nor smaller than the largest branch served.

Section 802 (j), Eliminate Section 802 (j)
REASON FOR CODE REVISION This type of pipe has been deleted in Table A.
Section 1003 (h), page 71 is amended to add the following:
Vacuum breakers may be omitted provided the entire sprinkling system is
isolated from the portable water supply by means of an approved factory -
assembled and tested back - flow- preventer.
REASON FOR CODE REVISION: Vacuum breakers do not always function properly
in certain installations. Therefore, additional types of back flow pre-
vention should be permitted.
Section 1004 (a), Materials
(a) Water piping and fitting shall be of copper. All materials used in
the water supply system, except valves and similar devices, shall he of a
like material, except where otherwise approved by the Administrative
Authority.

Section 1007 (f), Eliminate Section 1007 (f)
REASON FOR CODE REVISION: All 1007 (g) revised -- neither (f) nor- (q) as
written have adequate provisions. (g) as revised is more specific.
Section 1OOT (g), page 75 is amended as follows:
(g) Each water heater of whatever type shall be provided with an approved
temperature and pressure relief valve, rated for not less than the BTU /Hr.
input rating of the heater. Each such approved combination temperature and
pressure relief valve shall be installed on the water heating device in an
approved location based on its listing requirements and the manufacturer's
instructions. Each such combination temperature and pressure relief valve
shall be provided with a drain as required in Sribsection (e) of this section.
Temperature relief setting shall not exceed 2100F.
REASON FOR CODE REVISION: Experience in this geographic area has shown
that this type of relief valve is,necessary to provide adequate protection.
Section 1206 (c) (1) (2), page 100 -101 is amended as follows:
(c) The Administrative Authority shall make the following inspections and
shall either approve that portion of the work as completed, or shall notify
the permit holder wherein the same fails to comply with this code.

gas piping authorized by t'h'e 'permit has been installed, and before any
such piping has been covered or concealed, or any fixture or appliance
has been attached thereto. This inspection shall include a determination
that the gas piping size, materials and installation meet the requirements
of this code and on air pressure test as described below.
(2) Final piping inspection shall include an air pressure test, at which
time the gas piping shall stand a pressure of not less than ten (10)
pounds per square inch guage pressure measured on a 30 pound guage, and
shall hold this pressure for a length of time satisfactory to the Admin-
istrative Authority, but in no case for less than fifteen (15) minutes
with no perceptible drop in pressure. For welded piping, and for piping
carrying gas at pressures in excess of fourteen (1.4) inches water column
pressure, the test pressure shall be not less than ninety (90) pounds per
square inch and shall be continued for a length of time satisfactory to
the Administrative Authority, but in no case for less than thirty (30)
minutes. These tests shall be made using air pressure only, and shall
be made in the presence of the Administrative Authority. All necessary
apparatus for conducting testsrshall be furnished by the permit holder.
REASON FOR CODE REVISION: (1) Pressure test is needed for rough piping
inspection in order to insure that the gas piping is leak free prior to
being rendered inaccessible. (2) Thirty -pound guage permits an accurate
reading of pressure used.
Plumbing Permits heretofore issued under existing ordinances shall be
valid for the time for which they were issued under the existing plumbing code;
however, upon expiration of said date, the same shall become void.
All pending litigation and existing violations, both civil and criminal,
whether pending in courts or not, under the plumbing code and amendments therefore
superseded by this ordinance, shall not be affected by this ordinance, but may
be prosecuted until final disposition by the courts.
Since there has been created and exists an urgency and an emergency for
the immediate preservation of the public peace, health and welfare requiring
that this ordinance be adopted as an emergency measure by the favorable vote
of four or more of the Euless City Councilmen, this ordinance is passed as
an emergency measure, and shall take and have effect and be in full force from
and after its passage.
