Present were Mayor J. S. Anderson, Councilmen Billy Byers, H. M. Huffman, Roy Braswell, and Billy Owens. The meeting was called to discuss procedures to be followed in the purchasing of equipment for the City of Euless. The City Attorney advised that Article 23-68A, revised Civil Statutes of State of Texas requires that proper notice be given on any contract in approximate amount of $2,000.00. Notice required is publication once each week for two (2) consecutive weeks prior to letting of contract, stating time and place contract is to be let. The Statutes requires that any contract let, without strict compliance with notice provision of this Article is void; therefore, action taken at a regular meeting of the Euless City Council on Tuesday, January 23, 1962, letting the contract for the purchase of a new police car is void. A new date and time should be set for letting contracts, with proper notice to be given to all bidders. A motion was made by Councilman Braswell, and seconded by Councilman Owens, that the City adopt the policy of requiring specifications for any and all equipment purchased by the City of Euless, and adopt those certain specifications for police cars, that were submitted to the Council on January 26, 1962. The vote in favor was unanimous. Minutes Approved: /s/ J. S. Anderson Mayor Attest: /s/ G. D. McAdoo, Jr. City Secretary 146
