A RESOLUTION RECOMMENDING AWARD OF A CONTRACT
FOR THE 41ST YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) PROJECT NO. B15-UC-48-0001-22-30-B TO
RELIABLE PAVING, INC., ARLINGTON, TEXAS IN THE
AMOUNT OF $68,050.00 FOR THE REPLACEMENT OF
SIDEWALK ACCESSIBILITY RAMPS IN EULESS, TEXAS.
WHEREAS, the City Council of the City of Euless, Texas does hereby
recommend the award of a contract for the 41st Year CDBG Project No. B15-UC-
48-0001-22-30-B to Reliable Paving, Inc., Arlington, Texas in the amount of
$68,050.00 for the replacement of sidewalk accessibility ramps in Euless, Texas;
and
WHEREAS, the 41st Year CDBG Project No. B15-UC-48-0001-22-30-B
consists of the replacement of 6 sidewalk accessibility ramps along Harwood
Road at Aransas Drive and Blanco Drive; and
WHEREAS, the construction funds available through Tarrant County for
this project are $51,215.00; and
WHEREAS, the City of Euless will contribute funds in the amount of
$16,835.00; and
WHEREAS, Staff has reviewed the bid tabulation and based on
supporting documentation from Teague Nall and Perkins, Inc. (Exhibit "A"),
recommends that Tarrant County award the contract to the low bidder, Reliable
Paving, Inc., Arlington, Texas.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EULESS, TEXAS, THAT:
SECTION 1.
The City of Euless, Texas City Council recommends award of a contract to
Reliable Paving, Inc., Arlington, Texas for the replacement of 6 sidewalk
accessibility ramps along Harwood Road at Aransas Drive and Blanco Drive in
the amount of $68,050.00 of which Tarrant County Community Development will
pay $51,215.00 and the City of Euless will pay $16,835.00.
SECTION 2.
This Resolution shall take effect immediately from and after its passage in
accordance with the Charter of the City of Euless and upon publication, and it is
accordingly so resolved.
APPROVED at a regular meeting of the Euless City Council on the 16th
day of August 2016 by a vote of 7 ayes, 0 nays, and 0 abstentions.

Recommendation for Award
Dear Allen,
The bid opening for the 41D1 Year CDBG City Wide Accessibility Ramps project was held at the offices
of Tarrant County Community Development on Wednesday, June 15, 2016. The subject project
involves construction of sidewalk ramps along Harwood Road. One formal bid was received and is
provided in the attached bid tabulation. A busy contractor pool along with rising concrete and labor
costs have both limited the number of contractors willing to bid on this type of project and caused
higher than expected construction prices.
The 41'l Year CDBG construction funds amount to$51,215.00 for construction of this project. In order
to minimize city funding for this project,the best option is the award of the Base Bid,less Deductive
Alternate Parts A and B for a total construction amount of$68,050.00.
Based on experience with the low bidder on projects of similar scope and size,we recommend that the
City of Euless recommend award of the contract for construction of the Citywide Accessibility Ramps
project to Reliable Paving for the Base Bid, less Deductive Alternative Parts A and B for the Total
Amount of$68,050.00.
-Along with this recommendation,the City of Euless must commit$16,835.00 in city funds to Tarrant
County for construction.

final payment has been made to the contractor. When construction contract negotiations were
held for this project, the City of Euless pledged funding in addition to CDBG funding for
