HomeMy WebLinkAbout2016-08-06 Budget Work Session MINUTES OF A WORK SESSION OF THE EULESS CITY COUNCIL August 6, 2016 A work session of the Euless City Council was called to order at 8:02 a.m. on Saturday, August 6, 2016, at the Texas Star Golf Course and Conference Centre, 1400 Texas Star Parkway, Euless, Texas, for the purpose of discussing the proposed annual budget and related items for Fiscal Year 2016-2017. Those attending included: Mayor Linda Martin Mayor Pro Tem Perry Bynum, Place 6 Council Member Tim Stinneford, Place 1 Council Member Jeremy Tompkins, Place 2 Council Member Eddie Price, Place 3 Council Member Linda Eilenfeldt, Place 4 Council Member Harry Zimmer, Place 5 City Manager Loretta Getchell Deputy City Manager Bob Freeman Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell Mayor Martin opened the meeting and welcomed everyone in attendance. City Manager Getchell responded to and distributed handouts to the City Council as follow-up to request and questions raised during the August 4, 2016 session. Finance Director Jewell presented and reviewed the following: o City's General Obligation Debt Fund o Car Rental Fund o Enterprise Operating Funds o Special Revenue Operations Funds o Internal Service Operating Funds Assistant City Manager Barker presented and highlighted a few of the Capital and Supplemental request items. City Manager Getchell opened the floor for any discussion or questions related to the budget. Discussion ensued regarding staffing levels, employee pay plan, the increasing costs of employee health insurance premiums, equipment replacement and addition of a concession trailer for the use by the Police department for outreach purposes, and necessary water well renovations. ;fl Budget Worksession Minutes Page 2 of 2 August 6, 2016 City Manager Getchell addressed the City Council regarding the services provided by the Northeast Transportation Services (NETS). She discussed the increased costs of the services and options to reduce the costs and requested feedback from the City Council regarding the service. No final decision was made. Additionally, Staff and the City Council discussed the following items: o Midtown Express color scheme o Payday Lending Ordinance o Hotel/Motel Inspections o Sponsorship of Nurses station at Texas Harris Methodist o City Hall signage o Arbor Daze 2017 o 6Stones' CPR program o Carr Park design and Parks Master Plan The City Council convened into closed session at 1:56 p.m. for deliberation regarding the following: - The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code: o S.
