HomeMy WebLinkAbout2016-09-06 Special Called MINUTES OF A SPECIAL CALLED MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 6, 2016 CALL TO ORDER A Special Called meeting of the Euless City Council was called to order by Mayor Linda Martin at 7:00 p.m. on Tuesday, September 6, 2016, in the Council Chambers at Euless City Hall, 201 North Ector Drive, Euless, Texas. Those present included Mayor Linda Martin, Mayor Pro Tern Perry Bynum, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, and Linda Eilenfeldt. Council Member Harry Zimmer was absent. STAFF MEMBERS PRESENT: City Manager Loretta Getchell City Attorney Wayne Olson Deputy City Manager Bob Freeman Assistant City Manager Chris Barker City Secretary Kim Sutter Finance Director Janina Jewell Visitors: Lisa Bynum Darl Easton Warren Wilson The invocation was given by Council Member Jeremy Tompkins. The pledge of allegiance was led by Council Member Tim Stinneford. ITEM NO. 1. HELD PUBLIC HEARING FOR PROPOSED TAX RATE Mayor Martin opened the public hearing at 7:01 p.m. Finance Director Janina Jewell presented the proposal to adopt an ad valorem tax rate of $0.4625 per $100 valuation for tax year 2016, a decrease of one-half cent from the prior year. She advised that the tax rate has either been lowered or has remained unchanged since 1995. Finance Director Jewell advised that the total estimated general fund operating revenue for FY 2016 is $39,760,257. She presented and reviewed information related to the components of the tax rate, taxable valuations history, tax rate history, tax rate impact (including senior citizens), as well as combined proposed tax rates for all Euless taxing entities, including the school districts, college district, hospital district and Tarrant County. Special Called Council Minutes Page 2 of 3 September 6, 2016 She advised that this is the second and final public hearing on the proposed tax rate and the vote on the tax rate will occur at the September 13, 2016 regular meeting. Mayor Martin asked to hear from any proponents wishing to speak regarding the item. Warren Wilson, 802 Clebud, Euless, expressed his support of the budget and the proposed tax rate and recognized the Mayor, City Council and staff for their service and efforts in preparing the proposed budget. Mayor Martin asked to hear from any opponents wishing to speak regarding the item. Darl Easton, 1005 Fayette Drive, Euless, expressed his concern related to the property valuation increases as set by the Tarrant Appraisal District and the impact the tax rate will have on the non-exempt residential and commercial property owners. He expressed his desire for a property tax rate of $0.4450 per $100 valuation. There being no others requesting to speak, Mayor Martin closed the public hearing at 7:10 p.m. ITEM NO. 2. ANNOUNCED THE DATE, TIME AND PLACE OF VOTE ON TAX RATE Mayor Martin announced that the vote on the tax rate will take place on Tuesday, September 13, 2016, at 7:00 p.m. in the City Council Chambers, 201 N. Ector Drive, Euless, Texas. ITEM NO. 3. PUBLIC COMMENT There were no public comments. ITEM NO. 4 CLOSED SESSION The City Council recessed the meeting at 7:11 p.m. and convened into closed session at 7:15 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas Government Code related to: • Open Meetings Act and Public Information The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition The City Council recessed the closed session at 7:40 p.m. Special Called Council Minutes Page 3 of 3 September 6, 2016 ITEM NO. 5.
