B15-UC-48-0001-22-30-A TO MURPHY PIPELINE CONTRACTORS IN THE AMOUNT OF $278,109.00 FOR THE REPLACEMENT OF A WATER LINE IN EULESS, TEXAS. WHEREAS, the City Council of the City of Euless, Texas does hereby recommend the award of a contract for the 41ST Year CDBG Project No. B15-UC- 48-0001-22-30-A to Murphy Pipeline Contractors in the amount of$278,109.00 for the replacement of waterline in the City of Euless, Texas; and WHEREAS, the 41st Year CDBG Project No. B15-UC-48-0001-22-30-A consists of the replacement of AN aging water line; and WHEREAS, the construction funds available through Tarrant County for this project are $243,393.50; and WHEREAS, the City of Euless will contribute funds in the amount of $34,715.50; and WHEREAS, Staff has reviewed the bid tabulation and based on supporting documentation from Teague Nall and Perkins, Inc. (Exhibit "A"), recommends that Tarrant County award the contract to the low bidder, Murphy Pipeline Contractors. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS, THAT: SECTION 1. The City of Euless, Texas City Council recommends award of a contract to Murphy Pipeline Contractors for the replacement of an aging water line along Ector Drive between Trojan Trail and Midway Drive in the amount of $278,109.00 of which Tarrant County Community Development will pay $243,393.50 and the City of Euless will pay $34,715.50. SECTION 2. This Resolution shall take effect immediately from and after its passage in accordance with the Charter of the City of Euless and upon publication, and it is accordingly so resolved. APPROVED at a regular meeting of the Euless City Council on the 11th day of October 2016 by a vote of 6 ayes, 0 nays, and 0 abstentions. Ector Drive Euless, TX 76039-3595 Re: 41s1 Year CDBG Project— Euless Ector Drive Water Main Replacement Recommendation for Award TNP Project#TAR 15199 Dear Allen, The bid opening for the 415' Year CDBG Ector Drive water main project was held at the offices of Tarrant County Community Development on Wednesday, October 5, 2016. The subject project involves replacement of the water main in Ector Drive from Midway Drive to just south of Stonewall Drive. One formal bid was received and is provided in the attached bid tabulation. The 41st Year CDBG funds amount to$243,393.50 for construction of this project. In order to minimize city funding for this project, the best option is the award of the Base Bid, less Deductive Alternate Part A for a total construction amount of$ 278,109.00. Based on the experience of the low bidder on projects of similar scope and size, we recommend that the City of Euless recommend award of the contract for construction of the Ector Drive Water Main Replacement project to Murphy Pipeline Contractors, Inc.for the Base Bid, less Deductive Alternative Part A for the Total Amount of$ 278,109.00. Along with this recommendation, the City of Euless must commit $ 34,715.50 in city funds to Tarrant County for construction.
